Here is the final report submitted to Czar Sam Fabus on how to best deal with the Jamaican "problem"
1. There is a significant population of blacks. We would best deal with them by deporting 2 million of them, and using the rest as farmers. Put the remaining blacks in the undesrible places to live, and keep them confined by a 20 foot high wall, topped with razor wire.
2. Arable land: Currently Jamaica is 16% arable land. It would be best to make use of hydroponics and greenhouses to maximize food production. Keep the black farms inside these walls so that the tourists cannot be robbed.
3. Tourism: Lower property taxes nationwide, and demolish the ghettos where the blacks used to live along beachfronts, and build hotels, and reserve land for mid-sized and full size estates.
4. Pollution: Close all factories and industries that pollute, and move them to Kahta.
