Celack Foreign aid program
Today, we, the government of Celack, annouces a foreign aid program designed to help those who economy is struggling. Over the past few years we have aquired a large surplus and 3 trillion of it is going into this program. To qualify for aid at the moment you need to have an economy lower than struggling and be a member of NATO. the support packages are as such
Struggling: Enough money to support one national industry
Weak: Enough to support two national industries
Fragile:Enough to establish one new national industry
Basket case: " " " " " " " and to support another pre-existing industry
Imploded:" " " two" " " " and to support two more pre-existing industries.

Hello, ladies and gentlemen of the world, I am Celackian Prime minister Jim F. Tuesat. The Celackian foreign aid project has recieved a large amount of funding and the total amount in the project is now at around 3.3 trillion draggas ready to be spent to aid a fellow nation.
Some of you might ask why we have not spent it already. The answer is simple, we could find nobody to give it too. However right now, one of our fellow nations and allies in NATO needs our help.
The nation of Schlutaria Prime is undergoing poor economic and agricultral times right now, leaving many of it's people unemployed and starving. A famine sweeps the country and the government is doing all they can to save their people.
It is time we gave them a helping hand. We have decided not only to give them the funding to start two new government industries and support two existing ones but we are also going to give them an additional 50 billion draggas which will be spent on importing food to help their people out. We will offer to send some of our top scientists to help figure out how to end the problems with the agriculture.
That is, of course, if director Schultz approves of this.
Let this generous gift be a sign of the friendship between Celack and its allies and friends.
