Background Information:
After a massive naval expansion programme, Taiwanese Islands' National Defense Supreme Committee began reviewing Commonwealth naval power. It is soon discovered that the Commonwealth Navy has abundent power projection capabilities, yet struggles when it comes to supremacy at sea. Although no current threats exists which requires the Cmmonwealth to improve this aspect, the Supreme Committee has determined that Taiwanese Islands will need such abilities for its future plans.
Soon it was decided that the Commonwealth Navy needs to go back to old traditions. Although in the last few decades the navy has chosen air power as the key role, with advancements in counter-measures the Committee believes that it is time to return to battleships. The new policies call for a super battleship with unmatched battle capabilities produced by ranged firepower, protected by extensive anti-air and anti-submarine weaponery.
Thus begins Project Neon Yamato, the first indigenous defense-related research and development project in the history of Taiwanese Islands.

The Naval Doctrine of the Commonwealth is currently based upon aircraft carriers, which are organized into specialized battle groups. Each group is a small fleet in its own right, and in operations it is dicatated that there shall be 3 Carrier Battle Groups and 1 Carrier Strike Group. The largest flaw of this doctrine is the massive organisational effort involved. One such combat deployment will involve around 250 ships, and this results in inefficiency and inflexibility.
If this new battleship is successfully introduced, a new doctrine will be established. This will involve rearranging naval combat units down to 3 surface ships only, and perhaps 1 or 2 submarines. This will hopefully increase the navy's capabilities while lowering overall costs.
