OOC: Bassically, to help me out in R&D i have to be able to trust you, im not giving any random person the plans i have for some new design(i have a few!).
If you want to help out with stuff ive already relesed(when i do) then thats fine, i have no problem really who helps out there as long as they dont Godmode it(specs etc).
Skip all the IC stuff if you want to, im not bothered, read the OOC part at the bottom for info on this.(the IC stuff is a nice lesson on VP though!!! :p )

In the capital of Vast Principles, Warnag, The President of All Steel Corporation walked up to the podium.
" Ladies and Gentlemen, welcome to Warnag and Vast Principles! On Behalf of our fellow citizens i would like to tell you how grateful i am for your being here. " After his long introduction, he carried on, coming to the point of this whole meeting.
" Now Vast Principles has a bloming economy, growing surely and steadily, the governemnt has decided to allow us, All Stell corporation, to begin the research, development, and manufacturing of new weapons for export to foreign nations. With our funding from the Government we have been able to design several new, and amazing products, which i am afraid i cannot currently tell you anything about. These products include Weapons as have never been seen before, utilising new, and better, military systems.
Our reserach carries on still, into designs for aircraft carries, amphibious assault ships, new grenades, even researching new glasses for soldiers. We do produce some civilian products, such as house alarms and the such security products, but we are here mainly to build weapons for our great world.
In the past VP has only produced smaller weapons, smaller scale production of such things as tanks, and fighter planes.
Now we, All Steel corporation, have new plans, plans for massive production of weapons for export, plans for a greater Vast principles, a self suficient, growing, a superporwer in the world of manufacture.
Unfortunatly we cannot do such a thing in our current state. Although on paper we look like a poweful economic nation we need aid in the production of new weapons, help in the designs of aircraft, ships and many other things.
Our techinciens have no experiance in producing our new designs, our chief designers dont know anything other than the basics of new weapons types, and many mistakes are made so that new products cannot be used because they have such faults as regular engine failure, underpowered aircraft and the such.
And when in manufactured they cannot be produced in enough quantity for our military.
We therefore must ask you to aid us in these areas: research, development (designing etc) and production. We ask for expirianced designers, manugacturers and the such to come to VP to work with All Steel Corporation in new projects.
Nations who send teams will be given money from sales of products, production rights and the such, as the case may be depending upon the importance of the other nations help. In the case of a complete partnership the money made from sales would be split at equal rates.
We hope that you will aid VP in its quest for economic growth, and we hope you will grow with us also! "

Bassically, if you want to help then i will send you the specs etc of new weapons and you can tell me your thoughts on them, so i dont do something stupid(lol).
For production of weapons there isnt much to say, if i get large orders you can produce them, and i will pay your workers etc, so bassically you dont get anything out of it yourself in some ways, but from taxes from your workers you could make a good ammount of money.
To be a complete partener we would work together, e.g. you design planes, i design tanks and so on and we check each others weapons and put them together to make a great storefront and we split profits 50-50.
