The nation of Hawdawg is currently in the market to purchase or lease a naval base and or islands to build bases in the Pacific, and Indian Ocean. We would like to have a few ports of call around the world our naval vessels can be repaired, refueled and crews rested on our International Trips. A deep water port is not necessary we have the equipment to build a deep water port if necessary. We will pay a substaintal sum for this opportunity, all offers will be considered.

the area near Thiruvananathapuram (sp?) would be good, or you could set up an area of your choosing, but you would have to be able to build it yourself (maybe more expensive, but your name would probably be more pronouncable and spellable)

We have studied the maps of the region and have determined that a natural bay site 5 miles east of Thiruvananathapuram will be suitable for our base. We will bring several detachments of Naval Construction Experts to develop and build the base. We will designate this facility KingFish Naval Base. Estimated construction time is 10 years, projected cost 763 million. We will require a 15,000 Acre site for the base we will be building. This base will include the following:
(2) 10,000 FT. Runways w/connected taxiways, tarmac, and 8 Repair Hangers.
(40) 50,000 sq.ft. Warehouses for storage.
(10) 10,000 sq.ft. Hardened Bunkers for ammunition storage.
(2) Dry-dock slips for ship repair.
(5) Overhead sea cranes for ship loading/off loading and/or repair.
(8) Mooring slips (dock side)
(10) Mooring stations (in the bay)
(2) Submarine repair buildings
(5) Multilevel Apartment Units (400 units/each)(for nonmilitary employees)
(40) Military Barracks Facilities
(3) Machine/Welding Shops
(2) Dining Facilities
(2) Recreation Centers (Military and NonMilitary)
(2) Freshwater Desalination stations
(1) Sewage treatment facility
(1) Military Police Station
(1) Central Command Facility
We expect to employ 2000 workers at this facility and will consider employing native Elephantum citizens as long as they clear a background check. We plan to station a Marine Expeditionary Force with all there equipment at this base.
We are agreeable to pay a long term lease on the property (99 years) or purchase the property outright, please name the price at which you feel is necessary to make this agreement proceed.

this will be fine as long as any warships avoid the city of Mahe, where roughly 1/3 of my navy will be operating out of. The land can either be payed for by a protection pact, agreeing that while you hold the base, you will help against any attacks on India (defensive wars only), and free of charge, or 20 million USD a year, which will go to improving indian towns and villages

We would like to take the 20 million dollar lease option per year as long as we can have the facility for a guaranteed 99 years. Within all likelyhood we would also aide in a Defensive Pact, but we don't feel comfortable signing one at this date. We have instructed all Hawdawg Naval Vessels to maintain a 20 mile buffer zone from the Port of Mahe out of respect for your naval fleet.

North Germania proposed an offer to allow Hawdawg to build a naval base in Germanian South Africa.
It's in the Western Indian Ocean, but Indian Ocean nonetheless.
Choose a spot on the coast line, and we will allow unlimited construction under 4 circumstances:
1) Hawdawg is to never base a strike against North Germania or its allies from said base.
2) Hawdawg is to never send military personnel into any Germanian cities in South Africa without permission.
3) Hawdawg is to never allow soldiers permission "mingle" with Germanian citizens.
4) Hawdawg is to pay North Germania $120 billion for permission to build said naval base. Under the circumstances we feel this price is fair due to that A) North Germania and Hawdawg are not in alliance, B) North Germania has had no prior encounters with Hawdawg, C) North Germania is giving a large area of coastline to Hawdawg on which to construct aforementioned naval base.
Should Hawdawg agree to these terms, then North Germania will immediately allow Hawdawg to pick a space of coastline and begin construction at any time.

Dir Sir we are considering your offer, but have a few questions for you. When you mention mingle does this mean base personnel will not be allowed into NG towns? We would be willing to sign a nonagression pact with NG if that would ease concern about the intentions of our nation. We are agreeable with the terms of not attacking any of North Germanian allies, but would like a clause added to this agreement that states if we are attacked we are allowed to defend ourselves. We offer to pay North Germania $150 billion in three installments. Approximately 1/3rd at the start of construction, 1/3rd at the halfway mark of construction, and 1/3rd upon completion of the base. We assume the cost of the lease/purchase of this property is to be included in the $150 billion payment. If these terms are agreeable and the above questions are answered we would construct a facility as described below:

Acknowlegded, the towns nearest your site will be recieving medical treatment, eduaction, and paved roads soon. the money may not seem like much, but in these places the favored mode of transportation is the ox drawn cart and you can find diseases that no longer exist anywhere else

The Cottish Government has been approached by Hawdawgian officials regarding a naval base, and has decided to offer the island of Mururoa

1) $1 billion dollars per year in payment for the leasing.
2) No facility is to be built unless atleast 25% of the construction workers are Cottish citizens.
3) No nuclear, biological or chemical weapons are to be stored on the island.
4) Cottish law is in effect.
