Kahta to make colonies, eventually move (Earth IV)
(Kahta City-- AP)-- Czar Sam Fabus today announced that he would be starting colonies in Alaska, and several Central American countries, he stated that the first move would to clear jungle and make airports. (OOC: I'm going to RP this as though the territory is virgin, and no one lives there) He will also be sending Imperial Guard units there, to assist in the clearing of the new Territory, and the killing of hostile animals. It is suspected that native tribes are living there, but nothing has been heard of them.

Sounds contradicting, but its meant to say that there is no development there, there are only natives.
