[Earth II] Hawdawg asks for "Air Corridor" in North America

With the recent annexation of Montana, Hawdawg would like to ask the nations of North America permission to establish an "Air Corridor" to its newly acquired provience. Currently Montana is land-locked and is in dire need of supplies and development. We ask the following countries for permission to use its Airspace to supply this region: Layarteb, North Germania, Pemica, and Seravis. In return for this cooperation in allowing our air transports to cross your airspace, we are willing to sign a non-agression agreement with the aforementioned countries.

We plan to develop Montana into an Agricultural Base for our economy. We have no desire to overtake any neighboring nations in North America, hence the nonagression agreement we wish to sign with the aforementioned states. We would like to send three divisions of troops to Montana via airlift. These divisions are Mountain divisions and will not be armed with any heavy tanks, etc. There purpose in Montana is strictly to maintain a token Military presence. In a state the size of Montana 3 divisions isn't a very big force. They will assist in maintaining order in our annexed state and will assist in any natural distasters that might happen. I assure two divisions of armor would crush these troops within a day. They are not meant for heavy combat.

This is the men and equipment we would like to send to Montana.
Three divisions this size:

Again we have no aspirations of "world conquest" we just want to place some troops in our region. If the nations are not agreeable with us sending military into the area, then we will restrict the flights to equipment and material for construction, mining and agricultural development only.

OOC: I am planning a huge blizzard RP in which many of the 5000 donated cattle die. The military force would help assist the population through this ordeal.

OOC: Yes I am also planning something like that. A giant Nor'Easter to slam into Layarteb in the NE USA. Perhaps we could coordinate? I figure we get someone to do something down south like a Hurricane in the Gulf of Mexico as well.

The Layartebian government shalt allow passage of these transports however only under the following conditions. Flight plans must be submitted to the Layartebian government. Any aircraft that deviate their flight plan will be engaged. Layartebian Air Force fighters will escort your aircraft throughout the entirity of their duration over Layartebian airspace. Any flight plan that we feel could threaten our cities or military sites will be denied.

We will submit all flight plans to each government at least two weeks prior to departure. All plans will be arranged so no air transport travels within 10 miles of a city larger than 100,000. When we hear from the other nations we will relay the pertinent information to you.

Sources withing our intelligence community have recieved word that you seek an air corridor to transport troops and materials. Celtayoshi is willing to give you an airspace window of a certain number of days to transport your equipment, as well as assistance in tranpsortation if so required. We will also do all we can to help you obtain an extension of the air corridor right down into Montana if so required. All we ask is that you aircraft be clearly identifed as being Hawdawg aircraft.

Thank you Celtayoshi. All Hawdawg Aircraft are cleared marked with a Forest Green tail fin. Every Military aircraft in our arsenal carries this mark along with the nations flag. We will be making multiple trips within the next few months with the following planes: (60) C-141 Starlifters, (60) C-5 Galaxy's, and (60) C-130H Hercules. We will file a flight plan two weeks before liftoff with each nation whose territory we have to cross. Do you have an airport close to Nova Scotia we could stage our refueler planes at? This would be helpful since we are going to have to refuel somewhere close to your territoral waters before the final leg of the trip.

We also have another logistics problem you might be able to help us with. We currently need to move 5,000 head of cattle into Montana. All the cattle have international export papers for shipment to any nation. The problem is it is just not cost effective to ship all these animals by plane to Montana. We would like to stage them in a port on your east coast and truck them to Montana. We would be happy to use trucking companies of Celtayoshi orgin to move these animals. A generous fee would be paid upon delivery (2.45/per loaded mile per truck with each truck hauling 75 cows).

Celtayoshi is willing to truck the cattle at the rate given. The trucking companies we have contacted are Celtayoshi Transport, Northern Transport CO., Direct Lines Transport Co. and Celtayoshi Rail, who are willing to tranpsort the cattle by rail if you wish.
We will need to view all export documents before hand, and a sample of the cattle will have urine tests preformed on arrival, just is simple a precaution to protect against infectious disease spreading throught Celtayoshi. Documents should be sent to:

As for the airport in Nova Soctia the Air Force base North of Halifax (CYAF-Western Point). They will be ready for you, and space is available for landing and storing your aircraft. There is also specilaist engineers from our aircraft manufacturer stationed there, they will be more than happy to assist in repairs if needed. Accomodation for the pilots will be arranged on base.

Notice to Celtayoshi and Layatreb Flights will begin two NS weeks from today. We expect our planes to cross into Celtayoshi territory at 11am GMT. These planes will fly in waves of 60 staggered at one hour intervals. Call signs for flight groups are: HAW-1, HAW-2, HAW-3. Squadron leaders have been informed to contact Celtayoshi ground control 250 nautical miles from the coast of Nova Scotia. Planes will cross over Nova Scotia and skirt the southern border of Celtayoshi until they reach the Montana border, at which they will turn 63 degrees on a Southern heading to arrive in the Billings area. We expect the planes to be unloaded and in the air for the return leg within 8 hours. Upon refueling and unloading planes will again fly in staggered groups of 60 under the same call signs following the same route. We will need to fly this route on a 24 hour basis for at least 2 months to deliver all the equipment to Montana. As it appears we will not need to fly over Layatreb, if a plane has an emergency and needs to land in Layatreb the pilots will issue standard emergency procedures and protocols before making such an attempt. You will be told what the declared emergency is and why they need to land if need be.

Celtayoshi we have wired $500,000 to the state department to be distributed to the carriers which will move our cattle. An additional $500,000 will be wired upon delivery.

We thank you for the use of the Nova Scotia base and will dispatch our tankers shortly to setup operations. We expect this will help our crews fight flight fatigue.

The state veterinarian that is traveling with the cattle will have a manifest and original health certificates in her posession. She is instructed to present them to the Agricultural Inspector upon arrival in port. A copy of all these documents has already been sent to you Agricultural Department head. We certainly understand wanting to quarantine and test the cattle. We ask our Veterinarian be present when the testing is done. She has become quite attached to the herd since she was assigned to maintain them.
