The Minister for the Bureau for Defense and Security Affairs stepped up to the podium, clearing his throat before speaking.
“The Protectorate of Angelico, in the spirit of encouraging moderate and liberal government in the international arena, desires to invite all nations to engage in the Angelican Black Sea School for Asymmetrical Warfare. The ABSSAW (pronounced ab-sow) school is dedicated to the protection of moderation and reason in a world which is too often faced with extremism and insanity. ABSSAW has been developed in the hope that small nations, such as Angelico, may do something to bring sanity back to the world.”
“The emphasis within ABBSAW shall be asymmetrical warfare. Students shall learn tactics and strategies necessary for the conduct of insurrection against extremist governments, or the tactics and strategies necessary for fighting such insurrection. The curriculum will include, in addition to the standard weapons and tactics training, instruction in the defeat of the ideologies of either leftist or rightist extremists.”
“With such units under the command of reasoned governments, the Angelican government hopes that all nations may benefit.”
Addendum 1
The Angelican Black Sea School for Asymmetrical Warfare curriculum includes the following:
Weeks 1-2: Physical training, team building, hell week
Weeks 3-5: Weapons training: Close quarters, individual, squad-based, and heavy weapons
Week 6: Explosives Training
Week 7: Specialized Training (Counter-Insurgency, Insurgency options)
Week 8: Intensive Training Exercise/graduation
Addendum 2
All states accepted to the ABBSAW will be offered the following terms:
1) Exchange of embassy facilities. The government of the guest nation will be provided with one of our four-story, spacious and modern embassy facilities in our capital's 'Embassy Row'. These buildings, under construction now on the banks of the Iskur river, are equipped with the modern communications and security systems that modern diplomatic missions demand. We will also offer a similar, but smaller, consular facility in our coastal industrial port city of Varna.
2) Nation in Good Standing trade status. Reduced or eliminated tarriffs, extended rights to guest nation corporations within Protectorate borders.
3) Military non-aggression treaty. This can, upon a period of negotiation, result in a mutual defense pact.
4) Cultural exchange. Citizens of guest nation shall be welcomed in Angelican universities, hospitals, and other facilities, enjoying the same rights as Angelican citizens. In case of legal trouble, guest nation citizens can be extradited to guest nation courts, on the condition that similar rights be extended in the trial process.

Dear Sir/Madam,
Having watched the catastrophic rebellion in our homeland result in dozens of Army casualties by the hands of ill-equipped insurgents in this low-intensity conflict, the Department of Defence has concluded its facilities and instructors are inadequate in training regular Army units in battling serious insurgency and therefore we express our sincerest interest in ABSSAW. Al-Sabir would be honoured to be the first nation to send off a single batallion to undergo the rigorous training schedule in Angelico. Our formal application details:

The Protectorate of Angelico welcomes the 1st Battalion, 25th Infantry Regiment of the Al-Sabir Army as the first unit to train at the Black Sea School for Asymmetrical Warfare. Varna Air Force Base on the coast will recieve the battalion in two weeks, and is prepared to provide maintenance facilities for your aircraft and billeting for your aircrews and administrative personnel. Ground transportation will be provided for the battalion to Plovdiv Army Base, which is the site of ABSSAW. An attatched communique provides full instruction to the unit command staff on which preparations are to be made.
Because of the recent insurrection within Al-Sabir, the Protectorate desires to deploy to Al-Sabir a military liason team before the arrival of your forces. This team shall be tasked with the collection of intelligence information from your government regarding the insurrection elements within your government, so the ABBSAW staff may better refine their training schedule to fit your needs.
In addition, the Protectorate is pleased to inform you that an embassy facility has been completed in Sofia, as well as a consular facility in Varna. The Protectorate officially requests the exchange of diplomatic missions between our nations as a means of securing for Al-Sabir other conditions of friendship between our states previously mentioned.
The Protectorate looks forward to the arrival of representatives from your armed forces, as the beginning of what we hope to be a long lasting relationships between our nations.

A decision to support through training these forces would make the Angelican government implicitly responcible for their actions.

The Department of Defense is pleased to hear our acceptance, and the 1/25 is already being mobilized. In two weeks, they will be flown in by a flight of four IL-76-MD-90 transports.
We would gladly welcome a small liason team to receive a briefing by a military intelligence detachment currently entrusted with handling all insurrection affairs. Red Ball AFB, located nearby the "infected" area, is ready to receive your team and provide trucking services for a ride to a field headquarters, so that the specialists could do some field research if required, as the Marine Divisions engaging enemy forces have made quite a few prisoners whom would be ready for interrogation. Please note that most insurgents are right-wingers who are tough to crack, so mental torture methods have been applied to break them.
Also, the DoD would be thankful if Angelico could assist is setting up our own Asymmetric Warfare training facilities and drilling a battalion to provide the bulk of instruction and maintenance services for such a school. (OOC: Like the 1st battalion, 507th Parachute Regiment is in charge of jump school) The entire Army is eventually scheduled to go through AW schools and it would inflict an enormous logistical strain on the Black Sea School if all twelve divisions and thirty support brigades were rotated through.
An embassy for Angelico is being build, along with a consular in the capital, Nizwa, in Oman. We would welcome a small team of Angelican (not sure if that's the correct term) diplomats to oversee the construction. We will provide spacious rooms in the Presidential Palace to accommodate them.

The Protectorate of Angelico will dispatch post-haste our Intelligence Liason Team (ILT). Please instruct Red Ball AFB to indeed prepare for transport of the element to the forward field area, as the ILT desires to recieve as much intelligence on the subject as possible.
In regards to the Al-Sabir government's request for an instructor training course and the establishment of an Asymmetric Warfare training facility, the Protectorate is prepared to offer an expansion to the training curriculum. Although the eight-week curriculum is designed to provide limited instructor training to all participants, ABSSAW cadré suggest the addition of a four-week instructor training program. This program will come after a one-week break in the training schedule, where ABSSAW participants will be encouraged to either take leave within Angelican borders or return home.
Inspired by the Al-Sabir government's request, the ABSSAW cadré has furthermore suggested other four-week advanced training courses to supplement the ABSSAW training:
Urban Counter-Insurgency--A training course dedicated towards the suppression of insurgency and terrorism within urban terrain. Emphasis will be placed on the establishment of well-trained and cohesive squad-level infantry units, and upon the emphasis of combined arms cooperation between infantry, armor, air, and artillery support. Training to be held on Varna Army Base, and in an out-of-use industrial and residential section of the city of Varna.
Week 10: Situational Awareness and Terrain Exploitation training. Class members will be instructed in movement and operation within urban terrain.
Week 11: Explosives, Ropes, and Sewers training. Instruction on avanced forms of movement within urban terrain. Class members will recieve rappel master and explosives certifications at this time.
Week 12: Specialized Training. Class members will be split by guest unit decision into advanced specialized training areas. Areas are flexible, but usually include: Air/Naval/Gunfire Liason COmpany (ANGLICO) training, Battlefield Medic training, advanced explosives training, instructor training, intelligence/officer corps training.
Week 13: Unit Exercises, Graduation. Members apply skills in their units in a series of exercises. Graduation.
Rear Area Battlefield Operations--A variation on the theme of insurgency, the RABO course is dedicated to the training of combined arms operations behind the lines of a professional line army. The Angelican RABO model calls for the employment of regimental combat teams operating independently to attack an enemy's supply, command, and support structures in order to weaken line units. RABO thus emphasizes speed, mobility, situational awareness, and aggression in the training course. All units participating are required to have 100% jump certification, and airborne-capable equipment.
Week 10: Mobility Training Phase 1--Class members are instructed in various styles of ground infiltration to become proficient in maneuvering behind enemy lines.
Week 11: Mobility Training Phase 1--Class members are training in airborne and amphibious deployment of themselves and their equipment.
Week 12: Combat Skills Training--Class members are instructed in advanced demolitions, anti-armor, and maneuver warfare skills in preparation for their exercises.
Week 13: Unit Exercises, Graduation--Class members participate in two consecutive exercises to practice and evaluate their skills. The first practices defensive RABO operations, while the second practices offensive RABO.

Red Ball AFB, Al-Sabir
The MC-130J Combat Talon III was, at first glance, just like any other C-130 aircraft. However, closer examination revealed an odd, bulbous dome at the nose, additional pylons outboard from the engines, and a number of odd-looking antennae. Sitting alone on a secluded area of the tarmac, the aircraft was remarkable only for its odd details, and the lack of any identifying marks other than a tail number registered to a private Bermudan shipping company.
As the aircraft’s four engines stopped, the rear ramp was lowered. Stepping off of the ramp came 12 Angelican soldiers wearing gray-toned digital-patterned fatigues. None wore identifiable insignia or unit patches, only a name patch with an alias name embroidered and western-style rank insignia. Their hair was longer than would be expected from a military unit, with several men going so far as to sport gel and dye. Two females were with the group, both allowing their hair to drop to shoulder length, against most military regulations. Each of the twelve carried G-36 carbines and large, bulky-looking LRRP packs. They surveyed the area around their aircraft, then started towards the nearest Al-Sabir sentry to check in. Each was a fluent Arabic speaker, and several could speak farsi and other ethnic languages from around the Middle East.
Upon finding the first representative of the Al-Sabir military, a man with the apparent rank of Major stepped forward and spoke in Arabic with a strong Yemeni accent, “Major Yuskenko of the Angelican Army, reporting as ordered to the Al-Sabiri government. Where can we find our ride to the front?”
The team would be deployed as soon as possible to the frontline field base, in order to begin working up an intelligence assessment of the Al-Sabir insurgent forces. They would combine the Al-Sabir military’s briefings with their own interviews of the prisoners, and relay their information to the Angelican Combined Intelligence Analysis Center, where a task force had been formed. The task force would synthesize the HUMINT with SIGINT and SATINT sources, for the purposes of immediately forwarding relevant info to the Al-Sabir military, and the completion of a more complete and detailed intel report for use by the Al-Sabir and Angelican governments. Soon, a second MC-130J would arrive with a team tasked with coordinating the development of an Al-Sabir-controlled training center to mimic the role of ABSSAW.
Elsewhere in Al-Sabir, Angelican Diplomatic Security agents were coordinating with the Al-Sabir government’s security and diplomatic organizations the construction of an embassy and consulate. Both would soon be filled with Angelican diplomats, and a number of intelligence liaisons tasked with coordinating with Angelico’s newest international partner.
OOC: Well, if you’re interested in continuing this, feel free, otherwise I think we can presume that things work out Ok regarding the training. It’s up to you what you want to see happen with this. I’d be more than happy to RP out any sort of campaign to wipe out the insurgents, or an insurgent strike against the Angelican advisors.

Lieutenant Levi Johnson, clad in worn-out khaki fatigues, plopped the ear plugs of his minidisc player out, the tunes of Welcome to the Jungle by Guns N' Roses still ringing around in his ears, at the sight of the Angelican team. He swung his TAR-21 on his back and strode over the tarmac towards them. He saluted correctly and when the Angelican started off in Arabic, he cut him off in English:
"Sorry Major, but we speak either French or English here, no Arabic. To my family's shame I can only speak broken Arabic, so it's for my convenience as well."
He glanced over Yuskenko's shoulders and nodded. The liaison team exuded professionalism and confidence, just what they would need at the front.
"All right then, a small convoy of Hummers is parked on the ramp back there."
He turned around and pointed at a small group of military vehicles painted in shabby desert camouflage patterns.
"As you might've noticed, it is nearly 120 degrees. Dehydratation is inevitable here, so the Hummers have a few racks filled with bottles of mineral water in the their troop compartment. Keep drinking the entire ride and as fast as you can comfortaby do so."
Levi waved his guard detachment goodbye and walked off, followed by the Angelicans. He hopped into the driver seat waited until two muscled Marines had loaded the Angelican gear into the back. Levi stepped on the gas and the Hummer screeched off the tarmac, leaving a scent of burning rubber. He passed a few guard stations and turned left onto a narrow, unpaved path at the foot of the magnificent mountain scene over their heads.
