So, if someone in E2 is blatantly godmodding, I need to accept them as existing?
What about Hataria? If he was in Earth II would I have to accept him as existing?

Blatantly godmodding and following the set rules are different, if you haven't noticed.
By claiming DA's territory after he was deleted, people were simply following procedure. It's what would happen to any country's territory if they were deleted (like for inaction, as it's happened before). Look at the rules. After any nation is deleted, his territory returns to the free pile, as if no one has ever touched it.
If you don't like the rules, get out of Earth II.
