Prime Minister Wales announced today a long range plan to open trade negotiations and diplomatic channels with all Mediterranean States. Establishing diplomatic ties within the international community was a platform issue PM Wales ran on during the last election. The State Department issued a statement bolstering the announcement made by PM Wales this afternoon. Sources in the State Department stated off the record several envoy's have already inquired about establishing diplomatic embassies in Kossuth.

We are delighted in your interest of extending diplomatic relations around the Mediterranean. Because of this, we'd like to inform you of an alliance already forming among Mediterranean nations, started by us. It is called the Roman Confederacy, a peaceful military and economic alliance where membership is voluntary and everything is completely democratic. More information can be found here:

Also, our nation has an extensive system of superhighways used to connect the Roman Empire, hoping to one day have the system eventually connect the entire Confederation. Because of this, we'd like to ask if you would be interested in an extension of the superhighway system into Egypt, which would connect along the coast and through the Sinai into Roman-controlled Jordan, thus giving Highway 42 a completely land-based route (it's currently continued by ferry). We are very interested in the development of this Interstate "Super-highway" along the coast of Egypt. We would like to know if this project will include the influx of foreign funds? We are currently rebuilding alot of things that were destroyed and simply don't have the billions required to fund such a massive project alone. We would also like to propose this super-highway extend to the south through egypt as well. Our Transportation Minister, R U Turnpike assures me to improve trade in the entire region a north-south route must be established to help develop the flow of goods from central africa. We currently have a "Trans-Hawdawg" corridor laying idle that would be an excellent location for a N-S route. I am authorized to allot land for both these routes if you will assist in the construction of these projects.

Cotland can help economicly, should the need arise. As you probably know, Cottish territory include North Eastern Egypt, and we would be most grateful should the highway enter NE Egypt as well.

Currently we are taking invitations for embassies to be located in Kossuth, Hawdawg. All foreign embassies are located in the EA district of town. Foreign countries will be allowed to demolish and rebuild embassies to their particular tastes and styles within reason or they may choose to renovate the existing structures. All properties available are blocked in individual lots. As a service to your country all gas and water will be provided to these locations free of charge. We only ask that construction of embassies be done with no less that 25% Hawdawgian laborers. All embassies will be treated as diplomatic safe-havens for members of that said nation. We ask that heavy military hardware be left at home. Small arms as well as a "small" group of soldiers to protect your property are allowed.

We have constructed a seperate Terminal at the International Airport for Diplomats and Hangar storage for small jets will be made available for a nominal fee. This wing of the airport is a restricted area only diplomats will be allowed into it. We suggest that you use the helicopter access to this portion of the airport, it creates the least amount of trouble.

Cotland would be thrilled to place an embassy in your nation, and as such, we would like to claim Lot 1E (11.4 Acres 9 Story Building on site built 1998. Double helipad. Covered limousine storage). Also, 60 soldiers of the 54th Infantry Brigade will be sent to guard the embassy. They will be armed with FN Five-seveN, XM-8 (A1, A2 versions) and 4 PSG-1 sniperrifles. They role will be to guard the embassy and the Ambassador.

The ambassador to be sent to Hawdawg will be appointed later today. Along with the ambassador, we will send an additional 4 diplomats, 6 secretaries, the mentioned 60 soldiers, 40 Cottish employees for other tasks (including the operation of the plane) and one Colonel from the Air Force to act as the Military Attache. We also have plans to employ up to 150 Hawdawgian citizens for positions in the embassy (janitors, cooks, secretaries, aides, etc).

We will send a modified Merlin helicopter and 1 Gulfstream V business jet owned by the Cottish Air Force. We wish to lease hangar space for the aircraft at the airport mentioned.

The call sign of the Gulfstream V is Tiger 832, as a homage to the 832 sqadron in which the plane belongs. The crew of the G-V are 2 pilots (1 Lt.Col., 1 Major) and 3 stewards/crew (3 NCOs)

The call sign of the Merlin helicopter is Cotland 21 Tango, änd is crewed by two pilots and 3 crew.

Thank you Cotland, we will be sending an envoy to Cotland if its agreeable tomorrow. We would like to purchase or lease a pre-existing building in your capital for our diplomats to use.

Our Ambassador selection for Cotland is Mr. Jim Wells. Mr. Wells has a Phd. in Political Science from the famed Hawdawg University and will be accompanied by a staff of approximately 50 diginitaries. We will send a small escort protection squad with the Ambassador. The squad will consist of 24 men, only twelve will be armed (MP5's). All are men are trained in the Martial Art of Akido and are instructed to disarm and defend with the least amount of force. If any of our citizens step out of line while in Cotland, please feel free to punish them according to your rule of law. All citizens selected for this assignment have familiarized themselves with your laws and are aware of the consequences for breaking them.

The Hawdawgian delegation is most welcome to Cotlandstad (the capitol city). We have a building in downtown Cotlandstad in which you can place your embassy. It consists of a 5 story building, complete with a helipad capable of supporting a Sikorsky 70, and a medium size park. The building was constructed in 2001, and formerly housed the headquarter of the ill-fated Grimsmine company who went bank-rupt a year ago.

The building was bought by the Cottish government for use against the drugs comming in from Decisive Action, but that traffic is now stopped due to the collapse of the regime and the Germanian liberation.

Naturally, all of your employees will enjoy diplomatic immunity, however, should anyone of them commit or assist to commiting a capitol crime (murder, terrorism, attempted murder, rape, etc) they will be trialed in a Cottish court of law. If they need help getting housing, please let us know so we can help you. Should the ambassador wish to live somewhere else then the embassy, let us know so we can assist in the house hunt and coordinate security with the local Police Force.

The ambassador to Hawdawg will be the honorable Timothy Gregory (age 61). Honorable Gregory is a former Supreme Court judge. He will be accompanied by his wife Sharon (age 60).

The mililtary attache is Colonel Andrej Smith (age 42). He has served with distinction for 24 years in the Cottish Air Force, and has accepted the post as Military Attache and commander of the soldiers posted at the embassy. Any queries conserning the soldiers will be directed to him.

We have a real estate branch in the State Department and they will contact you when he decides to purchase property off the embassy grounds. We did not dispatch a Military Attache at this time, hopefully the need for this won't present itself. We have a sequestered a MH-60 Helicopter for Ambassador Wells to use and his personal Lear Jet will be hangered at your international airport. We ask that Ambassador Wells personal aircraft mechanic, Charles Guido, be allowed to stay in the hangar with the plane (he will provide security for the jet). Ambassador Gregory and Colonel Smith are invited to tea with myself in the State Room when they arrive in country.

Thank you. Of course mr Guido will be allowed to remain at the hangar if he wish. Security of the airplane is the responsibility of the 54th Infantry Brigade, who deals with security for all foreign embassies and diplomats/employees.

Ambassador Gregory and Colonel Smith will arrive in your country in two days. The rest of the embassy staff will arrive tomorrow.

Excellent news when they arrive have them call my personal secretary at 11-0900-5432 to arrange a meeting. We have many things to discuss.
