The government of Winters End has recently experienced a devastating terrorist attack by the Real Anime Liberation Movement. This attack was unprovoked, our nation at not time posed a threat to your movement. Any shred of credibility the Real Anime Liberation Movement was trying to establish was lost.
Our government officially declares the Real Anime Liberation Movement to be a rogue terrorist organization. We will detain any individuals within our soverign borders declaring affiliation to this cult. We will also detain any individuals protesting or assembling on behalf of this band of terrorists. Any individuals that are apprehended within our borders suspected of being Real Anime Liberation Movement will be thoroughly questioned and if we subsequently gather enough irrefutable proof of their involvement with the recent terrorist acts, rest assured they will be tried before a military tribunal. The military tribunal will not be mired in red tape. legal counsel on behalf of the accused will not be allowed to pander to the media, justice will be swift. If these individuals are found guilty of crimes against the citizens of Winters End they will be brought before a firing squad and summarily executed. We will give them the same opportunity afforded to our citizens when they were brutally massacred in the streets of Winters End. This is not a threat on behalf of our government.

A vidoetape began to circulate around the internet, presumably as part of a response to this.

"This is Ryan Monahan of the Real Anime Liberation Movement. Yes, we do accept responsibility, no, we will not stop. Your nation, and the dirty bomb we unleashed on it, was a perfect example of the capacities of our group. Be warned, any resistance or attacks upon us will be met with twice the force."

In all actuality, this is not a negotiation process. Our government will not be intimidated by threats from the RALM. We do not recognize the existence of your movement, we will not enter discussions with your self proclaimed leader or any of your thugs. We will not extend this reach beyond our borders. Our borders are closed to anyone with RALM ties, once again; if any of your criminals are captured within our soverign territory they will face charges and be tried as our government clearly stated before. This is our position, period.

A letter, signed in blood, soon came to the Winters End presidential palace.

"Of course, milord. I didn't want to negotiate. I'm just saying, you'll be seeing plenty more from us later."

The letter was passed off to the Steven Reynolds, head of the intelligence services for Winters End.

"I want these fanatics found Steven. I do not want them running around terrorizing us and causing any more damage. I expect you to have the warm bodies responsible for this mess soon. I cannot have the people of this nation cowering in fear because of these terrorists. Its not good for the nation, the economy or the rest of the civilized world. Do you understand how important this is Steven?" he made his point very clear to Reynolds.

"Yes Chancellor, our department is working on leads as we speak. Do we have the clearance to apprehend those we have suspicions about or do we need to go through the formal process?"

"There is no formal process.. bring them in, question them and if they are guilty we will inform the pubilc and we will convene the Tribunal. I will not let this get bogged down in legal red tape. I want these animals brought to justice and not allow their bleeding heart story to get media attention."

The Chancellor was visibly upset as he looked at the note once more, he threw it aside and asked Reynolds to leave him to think.

Meanwhile, Ryan Monahan was sitting in his room in a hotel in Winters End. He was dressed not in his signature Canadian camo jacket or his mullet, but instead, he had a regular crew cut, a beard, and a T-shirt that said "Party Naked."

Monahan got a call from an unknown source. Picking it up on his secure sattelite phone, he began to speak.

"Hello? Who is this?"

"It's me."

He then smiled. "Kimmy......welcome. You heard about us?"

She then said, "Jolly good show. I have some new toys for you to play with.....some Beecher's Bibles, I want you to pick em up at our rendezvous at the meatpacking plant, stroke of midnight. Look for me, I'll have my usual wear on, nothing too fancy, nothing that'll be a giveaway, they're on to us, you know."

Ryan smiled, "I must admit Kimmy.....all my years, I never did anything this big, or fulfilling. Nevermind them, I know how to keep coppers away. I'll see you later, sweetie."

Kimmy said, "You too, darling."

He hung up. He then pulled out a BXP, and loaded it, readying it for the meet.

"Interesting.." Steven Reynolds closed the folder and set it down on the desk "that was excellent work, how long ago did we intercept this transmission?"

"About a half hour ago Mr. Reynolds. We've been monitoring communications with this person.." and he opend the dossier and set it on the desk in front of Reynolds "for about three weeks now. We know they have some involvement with the RALM but this was the icing on the cake."

"Thank you Robert, you've done well. Keep following this lead and contact me directly when you get new information. I want to know what time this exchange is happening and the location so we can have operatives there to apprehend them." Robert left the office, Reynolds made a phone call.

"Bob, its going down tonight, I want your men ready and I want this on video disk for evidence. We do not want so much as a hair harmed on anyone we capture. This needs to be clean for the media so it can stand up in court do your understand?" he set the phone down and smiled. "The Chancellor will love to hear this."
