Roach-Busters accused of spying on Pacitalia!

TIMIOCATO (PPA) - A secret agent with apparent Roach-Busterian ID on him has been caught at a weapons factory, 23km southeast of Nortopalazzo. It is not known why he is here or how he got here, seeing as citizens from Roach-Busters are currently banned and a check by government officials shows that he doesn't have Pacitalian citizenship. He is currently being held in high security at a prison near Nortopalazzo.
Here's an official statement from the Prime Minister on this incident:
If it is true that this man was here for what we think, I am shocked and appalled at these actions by our friend and ally. Why would you send someone to spy on your friend? We want to know. We do not intend to harm your citizen, of course, but he violated our travel sanctions and could be charged with espionage if the rumours are true. To Generalissimo J.L., I really hope you didn't have a hand in this, and I hope he isn't here because of my comments yesterday. If you did have a hand in this, I will be shocked and definitely hurt.
The Government and people wait for an official response from the Unrepentant War Machine of Roach-Busters and their leader.

This is preposterous! I would never stoop so low as to spy on one of my favorite allies. Mr. Sarzo would undoubtedly do such a thing, but not I. Whoever this individual is, he is in no way affiliated with my government, and no order was given by anyone under my jurisdiction to commit such an act. Do with him what you will.

He has been convicted of espionage and violation of government travel law and instead of imprisoning him here, we will be sending him back to Roach-Busters and you have the right to do whatever you want with him. Persons convicted of espionage, treason, terrorism and bioterrorism are not given trials in Pacitalia. However, people are given the chance to explain their actions and say anything they wish to say before they are officially convicted.
