Don't sweat it, your armies fine, if your land locked concentrate on air force and infantry, if your an island then you better get a good navy and air force with a small crack infantry force.

No about what?

Compulsary military service, raised from 5 to wage war (10+ years of training), forced to carry and be proficient with guns, more rights for military carrerists, plus a rabid fanatic population somehow doesn't add up to a large, overzealous military?

EDIT: Some brigades of 3VL are poorly equipped (pitchforks and WW1-era guns), but the average soldier has at least a modern weapons.
There are unti classifications, though:

AA- Elite, highly-equipped soldiers. (Special Forces standard)
A- Professional, well-equipped soldiers
B- Professional, moderatly-equipped soldiers (Most divisions are this)
C- Professional, slightly-equipped soldiers
D- Reservists. Old and out of shape, poorly equipped.

3vill33t has a HUGE military budget- DarkRosePetals has a small budget. But they combine their total budget, so...yeah.

Again, no. You have a 1:1 logistics rating. The best ever is 1:3, and that was in the Roman empire. a Modern military needs at least 1:6. Therefore you have most of your population either in or supporting the military. Now tell me how you have an economy.

Actually, less than half are in the military...

But be specific which nation. I presume 3vill33t, so let me go on and (try) to explain.

A large part of the army is "active-ready" meaning that they're not actually requiring logistics; however, they are ready for deployment. In the meantime, they hold jobs. Only the few A and B units are actually doing anything.

And bear in mind, it is an elitist society. The D-class units are poor, and as a result, are not valued as much, resulting in less care, so their overall efficiency is very, very low.

With 35% you have no economy. The generally accepted max is 5% including logistics. I have about 1% including military logistics (1:2) with a total of 1:6 with civilians contractors.
