The Holiest of Holy Cities, Byzantium:

The Holy Emperor of Byzantium shall, in the name of Jesus Christ, our Risen Lord and Master, test our nation's first nuclear device in the Har Meggido valley near our border with the secular infidels Novaya Siberia. The device being detonated is approximately seventeen kilotons, although much larger weapons are in development by our scientists, who are impelled by none less than the Holy Spirit.

We are also considering constructing various chemical and biological weapons in order to strengthen our divine striking force. We emphasize our alliance with any godly nations out there, but warn athiests, secularists, followers of Mahomet or pagans to avoid arosing our divine anger. The government of Novaya Siberia is considered to be the second greatest threat to our national security, behind only the great heretic empire of Nordrreich.

The government of Novaya Siberia has always maintained a peaceful, if distant and somewhat unfriendly relationship towards Byzantium Pantocrator. We do not view your obvious aggressive moves in a positive light. You are suggested to cancel your weapons test or at the very least to move it to a position which is not so near our nation. You have been warned.

You will disarm your nuclear weapons immediately, Constantine. You remember the terms of the Treaty of Missoloughi, don't you? It specifically says you are not allowed to build or maintain any weapons of mass destruction. I know you have six nuclear weapons. We have four thousand. If Nordrreich and Novaya Siberia go to war with you, you will be crushed. If you dare to actually use those weapons, I will retaliate. If you actually succeed in killing civilians of the Dominion of Nordrreich ... don't even think of it, Constantine. I'm moving two mechanized infantry divisions, three infantry divisions and two armoured closer to you.

The nation of the Soviet Republic of Russia offers to host negotiations reguarding this conflict in the city of Omsk.

Novaya Siberia,Nordrreich,and Byzantium Pantocrator are invited.

The government of Novaya Siberia would be willing to engage in said negotiations. However, between the religious lunatics in Byzantium and the hotheaded Chancellor and military-industrial complex eager to try out its new toys in Nordrreich, I'm somewhat pessimistic. However, perhaps reason will prevail on all sides.

The Council of High Preists has deemed their threat upon non-Christian religions as a direct threat against the soviergnty of our great nation.
If nuclear weapons are to be used by this evil nation of Byzantium Pantocrator, Dostanuot Loj pledges to respond with our full tectical nuclear and chemical aresonol in conjunction with a full invasion.

The government of Novaya Siberia welcomes this aid. It is sincerely hoped that this problem will be solved by diplomacy. However, the diplomatic record of Byzantium Pantocrator has been less than reasonable.

If a war should occur, the People's Republic of Ronius Vigilantes would fully support Novaya Siberia. Nuclear weapons tests should be done well within one's own country, far away from anyone else.
