I, Emperor Lucius, does not have strong ties with any Communist or socialist nations. In an attempt to establish ties, I would like to have an exchange of embassies. In which case, I will refer you to this thread:

If you would not like to exchange embassies, then perhaps a trade pact would do? Or an alliance between us? It is you're choice. Just say so, and we can arrange something.
