FOR IMMEDIATE PRESS RELEASE - THE INTERNATIONAL FLEET INITIATES A DIALOUGE WITH REGION
[STANDARD DIPLOMATIC IP-TIGHTBEAM COMM - in the general direction of Titan]

On behalf of the International Fleet we send our greetings and best wishes - to get right to the point we would like permission to enter Titan space to further our exploration mission to other worlds. We have allocated 3.08 trillion to a Titan mission which would be a purely scientific, survey mission.

Perhaps sometime in the future it would be possible to enter trade negociations and maybe even aquire some realestate on Titan from the peoples of your region. Until then we would be pleased if you allowed us our survey and science missions.

You are certainly welcome to a research mission to the Saturnian satellite system. Admittedly, we haven't seen one of those in a while--not since the Austrin-Ontis mission some years ago--but despite rumor to the contrary we do welcome peaceful guests. I will ensure that you get full clearance and cooperation from our various defense authorities to assist you in your mission. There are, of course, several restricted-access areas and certain things we must keep confidential as a matter of security, but we do not foresee any problems in that regard, given sufficient cooperation.

We are also interested in the mutual sharing of knowledge and information. Hopefully this will allow us to learn more about each other and, through that, come to a better understanding of each other's positions and being.

Excellent - we will clear the mission for launch and eagerly await a descritopn and coordinates of all Titan space that is currently off limits.

And I am glad to hear a trade partnership is possible with the Colonies of Outer Sol, I will personally be on the first exploration cruiser into your region - as chief diplomat of the International Fleet, conceder me our ambasador to your region. An estimate of the flight time pending a thorough mission design session at the OIT after we have received all data on regional limits to our space exploration flight.

Is there anything in particular we need to know concerning your mission or your needs? It is only proper hospitality that we cater to any reasonable needs you and yours may require due to your technology or your crews.

Is there any open and available realestate on Titan - for the purpose of developing an International Fleet Regional Centre.

Who owns Titan if there is such a planetary system at Saturn? would our settlement and development be dependant on potential trade agreements?

Titan--and the entirety of the Saturnian orbital system--is controlled collectively by our supernational confederation, the Triumvirate of Yut. It operates on a principle much like your International Fleet except much more broadly, extending to trade and communication between members. As it stands, Titan--and the rest of the area around Saturn--is essentially fully colonized, although we can possibly negotiate small landholdings for your Regional Centre, depending on what sort of functions said Centre is expected to fulfill, and possibly settlements on our 'ringworld' artificial habitat. The latter, however, requires that we know you somewhat better than we do now.

What are your plans for your International Fleet Regional Centre? Is it going to be a fleet base, or simply a point-of-contact for the Triumvirate?

Yes and yes. We are on good terms with everyone we know - except the region of China maybe - so we can keep our defence to a minimum - so yes, but the fleet you are likely to see there is a fleet of Exploration Cruisers, a few multi-role, primarily exploration outfitted Carriers and Monitors.

The Centre will also be as you percieved it - a point of diplomacy and a place to nail down trade negociations in person between the IF and the Triumvirate.

Our apologies, but we simply cannot permit foreign warships in Triumvirate-controlled territories, especially near large concentrations of our civilian populations. I believe we speak for the rest of the Triumvirate when we say that while we welcome your diplomatic and trade presence, we have absolutely no need of an international military presence. Neither the Triumvirate nor its members have signed onto the International Fleet and as such are willing to waive any extensions you may be willing to grant on that accord.

That being said, we can and will permit pure research vessels. Saturn is one of the most secure locations in the solar system and, as such, we can completely ensure your research vessels' safety if it is a concern. Additionally, we are quite in favor of a point for trade and diplomacy, but that does not require an actual colony or settlement as much as it requires an embassy in Port Aurora.

If you can completely ensure our safety we will leave the Carrier group escort behind at Earth where its needed.

I'm on my way to the Interstellar Launch at Phobos where I will board the Ares our first Colonial Exploration Cruiser, fit for outpost and colony building work, from Phobos City we will be on our way to Saturn. I will be leaving behind Prime Minister Vacaan Olian as head of state and ambasador to the IF in my absence.

I've given him strickt instructions not to sell the country while Im away.

Port Aurora will be destination one.
