5:08 PM, Local Time-Close to the New Holandisburg Expressway.

The Henrytopian relief workers were busy tending to the wounded. The gore and the burned were everywhere, it looked like a sight out of Hell.

An ambulance, bearing Henrytopian markings, drove into the middle of the relief camp. The driver and several other people got out and began to administer aid to the wounded.

But this was a distraction. As the doctors were using their aid to heal the sick, one man stayed behind in the ambulance. He climbed his way to the front, and drove close to the mess hall, where many Henrytopian workers were on break. He parked in an inconspicous spot, hoping not to be noticed.

Getting out, he opened the back, and began rifling around the back. There, inside several bags and boxes marked "Potatoes" and "Dehydrated Eggs," and "Mess Trays" was at least 60 pounds of SEMTEX, and rusty nails, as well as glass bottles. He changed into a cook's outfit, and walked into the kitchen.

He put some of the boxes into the kitchen. He then, inexplicably, picked up a few more of the boxes and moved them into the dining area.

One of the cooks noticed this, he motioned for the man to stop. In response, he ran, threw the boxes down onto the floor of the mess hall, and pulled out a remote. He yelled "FOR FREEDOM!"

He then pushed the button, and the boxes exploded, taking the mess hall with him, leaving a shattered hulk.

6:08 PM Local Time - The residence of the Protectorate

Fredrick hurriedly made his way up the stairs followed by Markus Aston, Commander of the HDC..

"Sir, sir.. wake up.. there's been some trouble.." Fredrick shook him lightly.

"Whaa, did I win the auction for the lingerie?" he muttered half asleep.

"No Sir.." Markus replied. He turned on one of the televisions in the room and tuned it to a closed circuit channel. "our aide workers dispatched to New Holandisburg have been attacked. It was a bomb, we believe the RALM was behind it although they have not come forward and taken blame. We don’t have casualty estimates yet but we believe it will be high due to the number of civilians in the area; it went off in the mess hall as they were eating Sir."

He stared incredulously at the satellite feed playing in front of him. Stirred by the news, he cleared the cobwebs from his head; he had spent the last two sleepless evenings glued to a television watching a foolish auction. He was tired; it was evident in his eyes.
“Call a press meeting right away and have your men standby for further orders.”

“As you wish Sir.” He departed to his office where he would contact the press secretary then set his men into action to prepare for whatever may come.

6:30 PM Local Time – Press Conference, office of the Protectorate

“My fellow citizens, it is with heavy heart that I inform you of a sad event. A short while ago, a humanitarian aide detachment that was sent to help the good people of PicaRDMPCia was attacked by cowards. Cowards who first saw it fit to terrorize this nation by murdering innocents as they went to work, cowards who then attacked those sent by us to help the injured and dying. Our citizens gave their lives bravely helping others in need. I call upon the members of the international community to step up and help us bring to justice these individuals who would seek to harm innocent civilians. Our nation has vowed to help the good people of PicaRDMPCia and we stand committed, we would like to see others join us in this fight against terrorism. Thank you.”

A video soon circled the internet.

"This is Kimiko Ayasugi of the Real Anime Liberation Movement. We did commit this act. We have done this to demonstrate that we are capable of carrying out our Jihad against those who oppose us, regardless of whether they are accessories or actual criminals. Those aiding PIcaRDMPCia will face further death at our hands. Simple as that."

As he turned his chair to face the rest of the ministers, he pointed behind him at the screen...

"That, gentlemen, should never have happened! Its bad enough those poor devils have to endure the tragedy of having three of their cities devastated and now this?!?"

Silence

"I want answers, I want to know who this Kimiko Ayasugi is and why his movement is so hell bent on performing this kind of atrocity on people. Am I clear??"

They nodded their heads and took notes on their digi-pads.

With that, Henry Brash VIII stood up and walked out of the conference room. They scattered like rats through the door, running off in all directions to their offices. Heads would roll if this got out of hand..

"Sir, we have a dispatch in.. the information you request on the RALM has arrived. This was provided us from Xenizen National Police."

He picked up the dossier and read the print out:

Kimiko Ayasugi grew up a normal kid from a normal middle class family, quite brilliant compared to others. She had an affinity as a child for anime, and she received a lot of insults for it. She was habitually expelled from school for anime drawing and it seems she had trouble with the local gangers and was beaten for openly carrying anime books, she went postal.

She then joined the army, like any other citizen of Upper Xen, and received explosives training. She then became a struggling artist, and then, she broke down and claimed to receive a vision from God, declaring that anime should be a religion.

After losing the vote to do so, she retreated to the countryside, and became a violent malcontent.

"Great, we have a fanatic with a purpose in life.." he set the papers down and massaged his temples wondering how he got into this mess in the first place. "Thank the folks at Upper Xen for getting us this information Markus."

"Yes Sir."

A letter was sent to Fredrick, leader of Henrytopia, with no return address:

"So, you think you are so smart, just because the National Police helped you? We'll see about this."

IC: President Carpenter was furious at this new attack. New Holindisburg suffered the most from the original terrorist attack, and now this? He snapped his fingers. "Thad, would you come over here please?"
Thad Burgh, PIcaRDMPCia's resident ambassador to all of the nations aiding them, came forward. "Yes, Mr. President?"
"Contact Henrytopia and Winter's End; let them know to stand by with more aid incase the RALM attack again. Please also let them know that I wish for them to send a small contingent of their military to protect any other vital areas in PIcaRDMPCia."
"Yes sir," Burgh said, and walked off, leaving Carpenter alone to think at his desk.

We are currently putting together a contingent of advisers to send in light of the recent events. With your approval, we will have a larger task force sent with 48 hrs to your nation. Please be aware that this task force is being sent to aide and recover our wounded and dead, we cannot risk further action against our nation by drawing our military into this conflict. We are also sending additional humantiarian aide to help in this time of need. Our returning cargo aircraft are being loaded as we speak and will return as soon as the ask is complete.

OOC: I apologize for any lapses or mistakes made, such as having information that I should not have; I'm a bit new to this, plus with certain things going on at the moment getting here takes a bit.

OOC: No worries at all. I've been juggling this and trying to keep my borders safe from RALM terrorist attacks of my own. Plus I was busy trying to buy relief aide to ship your nation. Lucky I upgraded my homeland security recently or I would have been up the creek.
