High Tech Surveillance Needed

OOC: At the bottom of this report, there are three requests posed to any nation willing and able to help. There is currently no military expenditure at all, so this can be afforded, I hope.

Council of Jii-eden Annual Report:

Census confirms current population of 6 million. Population is currently divided equally in each of the three States – Meralt, Lyses and y’Alyne.

Position in Region of Eidelion is dominant, due to lack of competition.

Current long-term strategic aim:
- Achieve greater wealth and status for the nation of Jii-eden, achieve military adequate for a six to ten day war. Air strike capability is required.

Mid-term objectives for achievement:
1. Increase tourism and international good will through concerted public relations effort. Joining the UN was the first step towards increasing public relations, and attempts will now be made to develop Eidelion into a co-operative region, consisting of between five to ten members if possible.
2. Develop defense capability. Armed forces should be kept minimal and trained in rapid force projection. Jii-eden is an island, and so force projection across liquid medium is a necessity, whilst established ground forces are not. To this effect, medium term aims in defense spending will concentrate on establishing a technologically accomplished and well trained air force. This air force, in the medium to long-term, will be housed in two bases, in Eastpoint National Park (Meralt) and in y’Alyne. It will be supplemented by two small aircraft carriers. The Council wishes to underline the need for quality and speed over quantity – the force should be capable only of sustaining a small scale war for a short duration, as our economy is unable to sustain a larger conflict. The force should be flexible, mobile and adaptable to individual crisis situations.
3. Public relations program designed to increase awareness of Jii-eden. Acquiring high altitude surveillance equipment will allow Jii-eden to co-operate on the fringe of a large war with minimal expenditure. Consequently Jii-eden will be known to the world community, and this can only bring wealth. Additionally such surveillance equipment will give advance warning of any large scale invasion force aimed at subjugating Jii-eden, should that unlikely event arise.
4. Transformation of rapid response emergency militia into small defense force.

Short-term objectives for achievement:
- Reduction in crime and mortality in crime, which has previously reduced tourism income.
- Development of small scale community, of two to three members, of new nations in Eidelion.
- Expenditure of one year cash surplus; acquiring three to four high altitude surveillance drones to achieve mid-term objective 3.
- Training of small emergency ground force capable of restoring order in the event of national or state level disasters. One hundred men are initially required. Initial aims in the establishment of this response force include acquiring firearms and training. Foreign expertise is required.

Foreign Relations sub-Council Aims:

1. Acquire 3-4 high altitude, high quality surveillance drones.
2. Acquire low-level firearms for a force of one hundred militia.
3. Acquire adequate training from co-operative foreign officials to train and form such a force.
