On 1 September, 2004, six men kidnapped, tortured, and executed two men and a woman, burning their corpses in a cross-shaped bonfire. They were caught red-handed with the fires still hot, tried, and sentenced to death. The men showed no remorse for their crimes: they claimed to be doing God's work - the two men killed were avowed homosexuals, the woman had had an abortion merely six months prior (due to a possibly life-threatening pregnancy). More disturbing was the fact that the entire murder was planned out on the grounds of the Grace of God Lutheran Church in Waverston (UNL-Compliant). The leadership of the Urukkian Nationalist Lutheran Church has condemned the "Waverston Six" at great length, going to great lengths to reassure people that "the views of these murderers are not the views of the Church."

Today, the Waverston Six were executed by firing squad. Urukkian courts are fast, efficient, and care little for "criminal rights." Appeals are rare - in this case, completely unnecessary. As a result of this most heinous act, however, a joint session of the Civil, Religious, and Martial Councils of Urukku has been called to discuss an active, permanent solution that will prevent any such event from recurring.

The hottest talk of the join session centers around a bill titled the National Religious Monitoring Act (NARMO). A large portion of the Councils seem to be in favor of NARMO, which would give the government power to observe the activities of all centers of worship in Urukku, to prevent "conspiracy which may lead to the harm of the Empire or citizens thereof." It is possible that the government will limit worship only to licensed Centers of Worship in conjunction with NARMO.

His Imperial Majesty has not commented.

Representative Tack Zaylor (Imperial Party-North 4), the figurehead and biggest supporter of NARMO, has begun more fervent lobbying for the act, stating "International Consensus and Precedent," from Bodastan. Citing this, he proudly declared that him and his "think tank" of some thirty civil and religious representatives have made some amendments and finalizations to the bill:


Public Monitoring (q.v. State Safety System) will be extended to licensed centers of worship.
The Board of Corporate Inquiry will be expanded to the Board of Corporate and Religious Inquiry
The worship of any deity shall not be permitted outside of a licensed center of worship.
If a center of worship is determined to contain elements which conspire maliciously to harm the Empire or its citizens, the conspirators may be detained and punished according to Urukkian Law.
If the center of worship espouses rhetoric harmful to the Empire or its citizens or potentially harmful, its license will be revoked and appropriate actions will be taken to punish those responsible


His Imperial Majesty appears to be open to NARMO, and would most likely allow it to pass.

A Summary of Events So Far:

The motive for these murders were the sins of the victims (homosexuality and "murder"/abortion). The six killers planned their "divine retribution" within the confines of a UNL (Urukkian Nationalist Lutheran) church, under the guise of a bible study. It is unknown whether any other members of that church were involved in planning or encouraging the murders. Though the UNL maintains that abortion and homosexuality are sins, they do not constitute crimes or warrant the death penalty.

Public areas of Urukku are already under surveillance - NARMO will extend surveillance to religious areas. This may also be in response to increased unrest following the passage of an unbeliever tax of 7% on non-UNL Christians - but the primary interest of NARMO is in preventing crime.

NARMO Passes!
Imperial Executor Makes NARMO Official

Today, the Emperor signed into law the act commonly known as NARMO. The Board of Corporate and Religious Inquiry (Sfalat) has already begun sending agents to the licensed centers to investigate and interrogate.

The most controversial measure of NARMO is "Incorporation." All Christian Churches in Urukku are now to be brought into compliance with the doctrine of the Urukkian Nationalist Lutheran Church. Formerly-Roman Catholic churches have raised the most protest to Incorporation, angrily denouncing "the betrayal of the Pope in favor of heresy." The Empire has declared that any Catholic parish which does not comply with Incorporation will have its license as a center of worship revoked.

Other riders to the measure doubled the National Unbeliever Tax, forbade the display of Counternationalist Propaganda in public, and appropriated $US 250,000,000 for the expansion of Sfalat.

When asked for comment, Tack Zaylor said: "This is really great. NARMO's really gonna make Urukku safer and stronger, and I'm glad His Majesty and the Reps saw it my way."
