The Anti-Communist PCRP (Pro-Capitalism Ratheia Party) demonstrated their views outside of the capital building in the newly renamed capital of Velikgrad. The protest lasted for two hours as a blizzard battered down upon them on the fine Christmas day. As the protest was ending several overzealous members attempted to burn a Ratheian flag in the high winds. They were unable to do it with a regular lighter and resorted to dousing the flag with gasoline. As they lit up the flag, a trail of gasoline ignited several of the protestors nearby, starting off a chain reaction that led to 264 burned to death, 58 wounded, and 2 trampled to death.

Most of the deaths occured in the Zolotaya Ploshad where the protest was taking place due to the fact that the blizzard confused the protestors and their sense of direction, and the square was quite cramped.

This could not lead to civil war as they would not be alive and there is no non-violent way of dealing with rebels aside from giving them control over your government

Even if you were a reincarnation of a 2002 nation, until you have that size population, you will be seen as the nation you are now(population wise) and you can not use a massive defense system you truely speak of from when you ran a nation with that size of a population you talk about. SRoR has a similar policy and to prevent unrest we set an emmigration policy of accepting communism as the government or having the oppertunity of leaving. But either way they are not oppressed.
