Hello, I'm Kathren Movan of the Colerica Imperial News network. We've recently been informed that the United Empire of Colerica has ordered a freeze of all shipping across Lake Superior, Lake Michigan, and Lake Huron. Any foreign ships spotted on the waters will be seized and their cargo shall be confiscated. The Colerican Colony of Michigan-Wisconsin has established firm rules on transporation across the three of the five Great Lakes; only allies of the UEC are permitted to travel on the waters. This has been officially dubbed as the "Superior Doctrine" by the CIN.

To enforce this, the Michigan-Wisconsin Colonial Navy (a mere branch of the overall Colerican Imperial Navy) has been implaced to patrol the waters. This doctrine is effective immediately and shall last until a time of the United Empire's choosing. The UEC's official reason for doing such is to prevent the flow of arms to any dissenters within Michigan-Wisconsin. There have been numerous minor terrorist attacks carried out by armed revolutionaries in the Colerican Colony and the United Empire has, in return, crushed the revolt. To prevent any further attacks from occuring, the Doctrine has been ordered.

The Superior Doctrine continues on to state that no foreign nation shall conduct business with Michigan-Wisconsin until they are screened by the United Empire. All products entering into the Colerican Colony will be thoroughly inspected to halt the traffic of illegal arms.

The Empire of Layarteb takes note. Bordering Lake Erie, this is of some concern to us but rest assured no Layartebian shipping is in transit with trade to you nor are any arms ships in the waters.

The United Empire of Colerica is amused at your offer. We also decline it. We have no use for a pre-teen girl, even if she is of the Elephantumian (?) Royal Family. The Superior Doctrine only applies to Lake Superior, Lake Michigan, and Lake Huron. Currently, there are no airspace restrictions applied, but we have considered it.

This is blantantly a violation of the rights of the nation of Triancia. Since this nation also borders Lake Superior, they have a rightful claim to some of its waters.

((OOC: Unless, of course, Triancia has agreed to this, or has sold you the waters or something like that. In that case, totally ignore this post. Oh, and whoever controls North Indiana has a right to a claim of part of Lake Michigan, too.))

In response to these closings, the Empire has been made aware just how vulernable it is to attack from Lake Erie and Lake Ontario. Therefore we are taking measures to fortify that strip of area now.

The United Empire will watch these fortification plans with a keen eye, but we shall take no aggressive stance towards the Empire of Layarteb.

The United Empire of Colerica is not deterring your nation from Great Lakes travel. You are free to move about your own waters. Any foreign ships found within the United Empire's waters, however, shall be boarded, their cargo shall be confiscated, and their crew shall be held in detention.

It is, and has been for the last 3000 years, standard Elephanti (not Elephantumian, its irregular) protocol to offer a marriage into the royal family, a bit outdated, i know, but last time we messed with standard protocol, we spent 157 years under Arabic rule. It might not affect us much anyways, as we are looking for land to claim in exchange for Nebraska territory (Hint Hint everybody)

Waters that are in red are territorial waters of the Colerican Colony of Michigan-Wisconsin and fall under the jurisdiction of the Superior Doctrine. Celtayoshi and Kahta are also labelled on this map, their waters are light blue. The yellow lines on the map of Lake Superior are the two major shipping lanes in the mighty lake.

Message To Colerica.

Whilst we shall not dictate your policy for your own territorial waters Celtayoshi requests that the Shipping lanes remain open to international trade. Any closure of this to ships beloning to Trans National Corportations will have adverse affects on the economy of Thunder Bay, which currently relies on exporting via shipping. We estimate that the cost of developing a new shipping channel in the lakes, mostly in the channels between the lakes, will not be cost effective enough for the Ministry of Trade to gain approval from parliament to prevent large scale unemployment. We are currently relying on the goodwill of the Colerica government to help save thousands of Celtayoshian jobs.
