Emperor Maximoto Wishes to Modernize

His Majesty Emperor Maximoto Hirotasho, ruler of Tujima and her territories hereby issues an open proclamation, to be disseminated throughout the world poste haste.

The Empire of Tujima, in order to maintain her sovereignty and establish international prestige wishes most eagerly to modernize both her military and her merchant marine. This message should be recieved as an open invitation to any nation currently understood as equipped with modern weaponry and sailing vessels to open trade negotiations with the Empire of Tujima.

In exchange for arms and the like, the Imperial Treasury is willing to pay vast amounts of gold and silver bullion, long held in reserve. The treasury is also stocked with a smaller, but still sizeable supply of diamonds, mined from the Juniyo Mountains in the north of Tujima, should gold or silver not be acceptable.

Currently the defense of Tujima is primarily the responsiblity of the Imperial Guards, a force of two thousand men, mostly of noble background, armed with swords, bows, and other such weapons. They are generally considered cavalry, but are just as lethal afoot.

Should the need arise, the Emperor may also conscript any person seen fit for battle. These conscripts however are usually poorly trained and are only useful en masse and against less than expert soldiers. They are usually armed with pikes, spears, axes, or any other general purpose weapon.

The United Pysiers is willing to help modernize Tujima slowly, from your primative spears to modern-day lasers, spread burst rounds, and stealthy fighters.

This will take some time, and high amounts of funds. But the United Pysiers is willing to help.

Also, if plain rounds of modern arms are needed, we can supply Ak-47s and Ak-366s for your guardsmen to upgrade their arsenal.

The Empire of Tujima would very much like to do business with your great nation. Please enumerate the weaponry to be exchanged and the price you wish for it.

Since we do not use most internationally recognized currency, we would prefer to use gold or silver as our means of exchange. Would one pound of gold for every hundred USD be acceptable?

The current rate for gold in the international market will be fine (I think it is around 89-94 USD per pound, but unsure).

We can begin upgradeing your whole economy first to support such a change. Changing your dependacy from argecultural farmming and mining into factory and basic capitalism would help very much. Truitti buisnesses could help in that in giving your people alternative buisnesses and soon enough, become thier own CEOs and managers and such.

As for military, after the economy slightly adjusts, we could begin by rearming your whole armed force, promising rewards as in paid house or monthly payment for service, make it voluntary though, we are agenst manditory military service in masses.

Rearming with Truitti rifles and vehicles would give you an upper edge for what your money can buy, including come complementary items. Also, I would like to know about where you are located in the world, any coasts, so on. I am assuming you are located in Africa?

I also wish to state, incase it is of any use. That We are unwilling to provide your nation with Nuclear or Chemical weapons as current treaties, or possile future treaties dissalow this.
We will however, gladly provide the means and training for your forces to survive in a modern Nuclear-Chemical warfare zone.

3,000 DR-9 Assault Rifles at $600 each
700 MR-5A2 Submachine Guns at $390 each.

This brings the total to 2073000 USD, converted to gold 4146 ounces.

Payment will be made upon delivery of the arms and personal inspection of the merchandise by one of the Emperor's personal military advisors.

The equipment will be transfered via our 102nd Transport Squadron.
Before we send it off, we wish to know if you would like us to send in troops to assist in your training. We are willing to send in the 3nd Marine Infantry Company, of aproxemetly 162 soldiers, to assist in the training of your men, as well we are willing to send in the 24th Marine Divisional Command Platoon, of aproxemetly 54 officers, to train your officers in modern weapons and tactics.
If so requested, these troops will be sent with the weapons, and should arive within a few days.

Emperor Maximoto has graciously agreed to allow foreign soldiers to advise in the training of his new Army. However, these advisors are to be limited to 50 men, and must arrive in Matukama Port unarmed (save the weapons they're to deliver).

OOC: It'll be kinda hard for your Transportation Squadron to land in my country, as we don't have any airstrips.

If it so wished, then the 24th Marine Divisional Command Platoon will be sent in with the weapons. Unarmed as requested, with the 4 excess officers staying abord the ship transporting them.
Unfortunatly though, as we are currently engaged in possibile hostile actions, we must sent your equipment via the Light Cruiser "Ponce". We have ordered the captian to vacate your shores imediatly after delivery, as we do not wish to intimidate you.
If you have any further military equipment, or civillian equipment needs, please do not hesitate to ask, we are always happy to design and produce new material for freindly nations.

OOC: My transport planes are built to land on "rough terrain" like feilds, it's essential for the Marines. But of course they don't carry as much as a C-5 would, that's why I proposed to send an entire unit (18 planes).

Very well, your men may be delivered with the arms to be purchased, and they may both be transported aboard your warship. However, as soon as our transaction is complete, your ship must vacate the waters of Tujima and not return until your soldiers have finished training the Emperor's new Army.

Additionally, the Emperor wishes to purchase enough ammunition to sustain these weapons for the span of one year. Please quote how much ammunition would be required, as the Treasury will gladly pay it. The additional gold will be included in the amount to be retrieved by your representatives.

OOC: Since we already pretty much decided on water-travel, planes are somewhat out. I propose half an hour be allowed to simulate the time necessary for sea-travel.

Very well. We will provide you with:

35,040,000 rounds of 5.56mm AP rounds for $350,400 USD. Capable of equiping ever DR-9 with a full clip, per day, for 365 days. This will cover the ammount of amunition used for training purposes, as well as combat or whatever else you use it for.
1,092,000 rounds of 10mm rounds for $10,920 USD. This will give the same number of amunition per weapon, allowing 1 full clip per day. As well, this will cover amunition used in training.

For future refrence, we sell all small arms amunition for aproxemetly $1 USD per 100 rounds, as we believe the purchase of weapons with no bullets is a waste.

All equipment and weapons are being loaded on the ship, and should be underway within minutes.

I will send the 52nd Regiment of the Royal Marines. They are an excellent unit composed of some 3,000 men. They can arrive within the week by ship.
