This conference aims to invite nations who maintain chemical weapons as a means of last-resort deterrence to discuss the appropriate protocols for the construction, proliferation, development, storage, and employment of chemical weaponry.

Aims of the Conference:

Achieve a full and final definition of what constitutes a "chemical weapon."
Eliminate chemical weapons which cause unnecessary suffering.
Determine when and where the use of chemical weapons is and is not appropriate.
Establish a manner for regulating the employment and proliferation of chemical weapons, to ensure that they do not fall into the possession of terrorists and malevolent states.
Establish a protocol for the development and manufacture of Binary Weapon Systems and Dual Use Technology.
Establish a protocol for the development and manufacture of chemical dispersal systems.

It is our hope that through this conference, we may control chemical weapons and prevent civilian casualties in warfare due to their employment. Any nation wishing to attend may do so.

The Kaiser does deem this conference worthy of Tremalkien adherence to whatever guidelines it creates, however, an observer will be dispatched to keep tabs on this conference.

Remember that joining this conference is not meant to imply that you have and plan to use a chemical arsenal. This conference is open to anyone who wants to codify appropriate conduct for chemical warfare and to limit their availability to rogue nations.

The Republic of Dostanuot Loj is willing to send a delegation to this conference on the basis of non-proliferation to countries not holding a chemical weapons aresonol. However, we wish to express that current Dostanuot Loj Military Docterine allows the use of Chemical weapons at any time in any theatre of war provided they cause the area of useage to remain hostile for more then a 24 hours from the end of their use.
But, in an effort to further world relations, we will send a diplomatic delegation to participate.

[My God, somebody's actually being sane about the issue of WMD proliferation. Were it not for the fact that my nation tends to do its own thing in development (we have not and will not sell chemical weapons), I'd send a delegate.]

We find this a noble cause, however we shall not attend nor sign such a treaty due to the fact that it will allow someone else to dictate out WMD policies. In warfare, collateral damages may happen. We are not responsible for the citizens of your country until we dominate you, so why should we limit our war-fighting ability?

Bump.

If you read this and you don't agree to join the conference, your lifespan will be shortened by five years. Really. I have all sorts of people who can claim to be scientists to back me up.

I think this conference is an excellent idea. I do not condone the use of chemical weapons, especially those which cause suffering, but as a last resort, they are not a bad idea. Since the conference also aims to keep chemical weapons out of the hands of terrorists, I will send a delegate.
