ooc: If you want to sign up for this conference simply post something ic that says that you do. This post won't be used for the actual debate, that post will be a closed one for only the people that sign up as of now. Just to clarify things.

Frederian IV: My friends, colleagues, and fellow rulers of nations around the globe and across the galaxy, have come out today to call upon you to uphold your international obligations. I ask of you all too come to the Diplomatic Congress in Turkimen to disscuss the legal boundaries of use for the dreaded weapon of mass destruction. It is a touchy topic to be sure, but all the more reason why I believe that there should be an international debate held outside of the United Nations jurisdiction. No views will be squelched, no views are too dire, they are all but views after all. The goal of this conference would be to draft a rough copy of a propostion that declares, in the international mindset, what is the legal boundary for using, or even developing or testing, weapons of mass destruction. All delegates shall meet here as soon as they are able. Thank you, and may the Almighty smile upon you in your lofty goals.

President James Verian-Saiyoto, along with Minister of Defence Josh Harkem will attend this conference to offer the Tundra's views and experience with weapons of mass destruction, and will freely provide all Tundric WMD defence, response, testing, development, and cleanup protocols to assist any nations attempting to develop their own WMDs, to help avoid any incidents.

Thank you all for supporting this cause with enough valuable interest. A few more countries perhaps, and I'll have a date set for the conference to begin. I truly am surprised to see how many honorable rulers are coming out of there way for a public discussion on something such as this, and I too am looking forward to it. As soon as everything is set in stone, and we have a few more representatives, I will send a message out to all the perticipating parties with directions and the date and time. Thank you again all of you, and may the almighty bless.

OOC: In response to the other OOC comment: its exactly that sort of sentiment that I wish to quell with the talks. I know it will still happen, but I might as well have fun roleplaying a conference anyway, eh? Hell half the real life confrences on this sort of thing are probably just as pointless, heh.

Frederian: Greetings again my friends and fellow rulers. I believe that we are locked in how many people are actually willing to have a public debate on WMD's. I'll give it a little bit more time to allow for last minute participants, but later today I'm cutting off participants and bringing everyone in to start the public debate in a closed forum environment. Again, later I'll give out messages to all participants in these talks, and hopefully we will have them started soon. May the almighty bless yet again.


OOC: I'm going to give particpants till about three pm today (eastern United States time) and then this forum will go down, I'll send out messages, and start up the CLOSED topic of the actual debates in the same forum. This is mainly because I won't be here until three o'clock today, but also just to give people still slightly interested a last chance. Hope I don't wear on anyones nerves till then.

We are most interested in attending this conference on nuclear weaponary, however we worry that you should start it so soon with so few nations in attendance, and very few with any great influence in the world. Frederian: Alright, the time has passed I believe for the signing for the first weapons of mass destruction conference. We have quite a lot of varied countries here, and I thank all of you. I wish to espeically thank the head of the Praetonia board for military defense for sending me there draft of the Proportional Nucleur Response, and I wish to use this, and I hope they let us use this, as the backbone fr the talks. It seems to me that it is quite the democratic and liberal document, so I'm sure we may get some disagreement with our more totalitarian friends if we happen to have any. If, all of the perticipating nations would now come here to Turkimen to start the conference I would gladly accept you with the finest offerings. Again, may the Almighty Bless.
