With the new year fast approaching the newest Prime Minister of Hutu, Elyxi Iiuylinov paces around his office in the Krelmin trying to think of what he could do to pull this great and once powerful nation out of its slump. He sits down behind a large oak desk and thinks for a moment about all the possible choices he has at this time. Finally he comes up with what he thinks is a grand idea and starts writting various things on a small piece of note book paper.
After writting for a few minutes he seems satisfied with what he has and calls in an aid to work out a speach and also a broadcast to play over the nations loud speakers. Within the hour all the speakers in all the major cities of Hutu are blaring the same message.
Rejoice comrads, today is a glorious day in the history of this fair nation, Our great Prime Minister is leading us to a new light, gone are the old ties of the revolution, we will all work toward the future of Hutu

Admiral 1st Class Igor Shidinski stands leaning against on of the polls the loud speakers are mounted on shaking his head at the message as he stomps out a cigarette. He stands under the speaker listening to the message a bit longer before walking off trying to find somewhere warm to seek refuge from the cold. After a moment of walking around he finds himself in a small bar neer the docks, which is as suspected filled with sailors.
The waters were far too dangerous to be throwing hundreds of millions of Ruples worth of equipment into this time of the year, and with the previous pollicy of leaders, the Navy never left anyway. Though, the men didn't seem to mind it at all, they still got payed and had a place to sleep so they were content.
The Admiral made his way through the crowd and sat at the bar, where he had obviously spent alot of time because the bar tender greated him by name. He gave a slight nod and without anyone asking him he just began grumbling about the new message on the speakers. "You know, its rediculous, every leader we've had in the past 20 years has said the same thing..." he pauses a moment and then starts making overblown hand gestures as he tells the story. "Expand! For the greater good of Hutu! For the people's growth! Bah! but we've seen nothing of that, only we sit and rot here and do nothing..."
The bar tender hands him a drink and no one else seems to pay any attention to him, he mutters something about the men having no will to serve and picks up his drink and walks off to a table in the corner.

The Prime Minister takes a seat behind a small table drapped in a red cloth with the seal of Hutu on the front of it. He prepares himself to give his speach as the camera crew gets everything set up to broadcast world wide. He reads of his speach and makes sure he's not going to make an idiot of himself on his first appearence to the world. Once the cameras are set up he is given the signal to begin and does so.
"Good evening Comrades, Friends... People of Hutu, and the world. I am Prime Minister Elyxi Iiuylinov of Hutu. For a very long time much of the world has seen or heard very little from this country and I would like for that to change. Starting today we will be opening back up the factories at full potential, our nuclear power plan, which has fallen into disuse will be started again. I intend to create jobs for all of Hutus population, by any meens nessicary. And this is my will and promise to this country."
The feed cuts out and the screen blacks out
