Newer nations are Protectorates! They are defended by the Legion and do not have to worry about defending others, but they have less power.
Stronger and older nations are Protectors. They are the defenders of the Legion who defend each other and the Protectorates. Because of the bigger expection of them, they have more power.
Protectors who are elected become Council members. All Council members are either moderators or administrators at the Legion forums. Council members are like a parliment or congress. They have the most power and a bill, declaration of war for the entire alliance, or amendment to the Charter goes through here (with a 2/3 vote "yes" to pass).
