After 700 years of war, the newly united Empire of Tsarkoye-Selo needs new military and industrial experts as well as military equipment.
Are willing to offer lucrative contracts to any nation / corporation who is willing to help develop industry and agriculture in the Empire, as well as an architect and company to create a new capital to be called 'Vashime' (Peace).
Also wanting to buy military equipoment, tanks, artillery, planes, ships, and basic equipment.

Do not try to thinly veil your monarchy, obviously with a name such as Empire and the speaking of Tsars, Kings, and Princes, which, by the way, are not democratically elected, you have no ground to debate in the matter. You are not democratic, you are a monarchy, at best a constitutional monarchy, but a thinly veiled one of a corrupt and oppressive regime. If you truly cared about your people, you would allow for free democratic reform within your own nation."

Please provide evidence of any specific, large scale human rights abuses for our consideration if you have information regarding any. If you have none, then the Colonial Government sees no reason to bar weapons sales to Tsarkoye-Selo.

"This has never been declared a Constitutional Monarchy. It has been defined by the UN's system as a 'Corporate Police State', which more than qualifies as a fascist regime. It is here that I outline my plan for democratic reform over the next 5 and 15 year period. Tsar Vladimir I feels that after 700 years of slaughter that it is necessary to have a certain authority which can enforce a peace in the joining of these two nations into one.
The Tsar also realises that he cannot feed his people, and develop schools, hospitals, government services without the funds that major corporations can bring into the Empire through taxation.
As you can see, the cry for help in this post called for military aid, yes. But also more importantly industrial contracts to create a greater infastructure and alleviate unemployment, and argarian help, so the people can produce enough food for all to be fed.
The Tsar asks you, what more can he do to turn the Empires back on 700 years of war and unite a nation that will be peaceful and prosperous and free of poverty without a strong central figure to guide the nation into democracy as has been demanded under the newly written constitution?
Besides let us not forget, that even in Ancient Athens, the birthplace of democracy it was understood that the best form of government in times of strife was one ruled over by an enlightened despot.

The Colonial Government is very impressed with your outlined changes in government. The only matter that raises concern for us though, is the wording of one of your statements. You state that the Senate will be "elected by direct male suffrage". Is this to mean that women will not be allowed to vote when elections are to take place?

Unfortunatley under the strict religious laws of the nation women are seen as being unable to take part in political activity. Whilst the Tsar privatley admits that this law is outdated and needs to be overthrown, he cannot fly in the face of public opinion which supprts this view.
This is a matter which must be resolved by a referendum (which as a social matter women will be allowed to vote in) which will be called by the Tsar as soon as the first senate nominations have begun to be announced.
