The ADMIRAL HOWITZ class was designed for Carrier Patrol Groups operating in Haven. One will be deployed to Chukraine and one to The East Hogsweatian Republics. The former is named "Pride of the People", and the latter "Admiral Howitz."

It would be easier to sell you a contract saying you are allowed to produce 10 of them in your own shipyards, as we are pretty full up developing a new navy. We shall give you the Production Rights, as long as you sign the following contract;
The Hogsweatian Navy hereby gives Roach Busters the right to produce ten, and only ten, of the Admiral Howitz class CVS in their own shipyards for a price of 120 billion USD. However, should the Roach Busterians wish to produce more than 10 they shall have to renew the contract. Under any circumstances, the Roach Busterians must NOT produce more than ten of the Admiral Howitz Class CVS without paying a further price.

It's got the same amount of planes as the Admiral Kutsenov class, in fact, it's got more. If you want to use your crappy American Naval Vessels, that's fine with me. Your loss, though.
