"In a 91-9 decision, bill RC-256 was approved by the Representative Council of Urukku this morning. The bill, which will now head to the Imperial Executor for an unlikely veto, will create a seven percent tax increase for all citizens who are not members of the Urukkian Nationalist Lutheran church. This is in response to a study showing that non-UNL Members are seven percent less productive than members of the Synod."

"We find the idea that this tax is unfair to be utterly ridiculous. Certainly, the government intends and enforces no oppression upon those who are not party to the Urukkian Church. We simply desire a compensation for work left undone. Persons of other religions may practice and worship freely as always. Despite this tax increase, the others will find themselves to still possess more of their income than the average citizen.

As for this offer of sanctuary in a foreign nation for our small Zoroastrian church. It would be most regrettable for the followers of Zoroaster to betray their nation over a petty sum of money. Surely their faith and nationalism is worth more than that."

"We again urge the non-UNL citizens of Urukku to place loyalty to their nation above such a punitive sum of money as this seven percent so meekly requests.

"Regardless, we realize that some of our citizenry may feel it is necessary to expatriate themselves over this trifle of a tax. Their love of money in this case clouds their judgement, and we must then consider their worth to Urukku. In accordance with Executive Order 2004-9008, all citizens filing for emigration from Urukku will need to submit to an inspection of working and criminal records. They will also need to be certified as 'Capable of Judgement' by psychological examiners to verify that their leaving will not prove detrimental to Urukku."

Prior to XO-2004-9008, 11,041 people, including 441 Zoroastrians, left the country to nations friendly to their ideology. With the enactment and enforcement of 2004-9008, no person will be permanently leaving the country for at least 1 week (IC).

We have seen taxes often lead to outright pursecution. We, the followers of the Zoroastrian faith, do not enjoy seeing our bretheren killed for their beliefs. As such, we encourage all of our religious bretheren to flee for their own safety while they still can. It may be only days before it is too late.

Official Response from the Bishop Iska Petrov, Chief of Demographic Studies of Urukku, published in all Urukkian newspapers:

"Members of the church are not unproductive. They are more than productive and willingly take up the burden left for them by lazier elements of the populace. They do this whilst also paying their tithes out of duty to God and Country ~ at ten percent, no less. They do far more for the glory of the Empire on Earth and Heaven than the rest of Urukku combined. Seven percent is a small price to pay for the patronage of the noble Urukkian Nationalist Church."

Broadcast repeated over public loudspeakers for the first ten minutes of every hour from 7am-9pm:

Attention. Your attention please. His majesty the Imperial Executor of Urukku would like to reassure all citizens of Urukku that their right to practice whatever faith they wish has not been and shall not be infringed. Emigrating from the country without going through the appropriate process as outlined in Executive Order Two-Oh-Oh-Four-Nine-Oh-Oh-Eight. Failure to do so is treason and will be treated as such. Please trust in the leadership of our Emperor, and remember your loyalty to him far outweighs a few measly coins.

Notquiteaplace finds this human rights abuse ridiculous. We shall be keeping an eye on you in the future and condemn this act as thoughtless and quite possibly biased.

We offer to take all people of your nation who wish to come to notquiteaplace regardless of faith. However bear in mind that at 92% we have a hefty tax rate, however you will also get a large chunk back, subsidised food and housing for the poor and large tax breaks on stocks and other investments.
