Preamble: In order to establish a government whose purpose it is to serve the People of The Commonwealth of Northern Serbia, The people hereby ratify this document and all future amendments, as the legal constitution of The Commonwealth of Northern Serbia

Article I:
Section 1. Executive and legislative power shall reside in a council of men and women elected through a popular vote, from each of the 500 counties of Northern Serbia known as a Parliament. No member of parliament may serve for more than three years to a term. No membber may serve more than one consecutive term
Section 2: The council will be represented by a single council member known as the Speaker for Parliament
Section 3: Advisory will be given to the house by a cabinet made up A Defense Minister, a Foreign Affairs Minister, a Financial Minister, a Trade Minister, and Internal Affairs Minister, an Argicultural Minister, a Cultural Minister, an Education Minister,a Science Minister, and a Labor Minister
Section 4: During the Event of a war, a council of Military officials will also advise the Parliament.
Section 5: A Vice Minister or Parliament member shall take the place of any Minister, or Parliament member that isincapable of performing his or her assigned duty to the nation.

Article II:
Section 1: Judicial power shall be vested in a Supreme Judicial Court, with six Associate Justices and one Chief Justice, all appointed for 4 year terms by the Parliament. The Chief Justice may not vote in any decision unless the Associate Justices have reached a tie vote.
Section 2: Up to four Alternate Justices shall be appointed via the same process used to appoint Associate Justices and the Chief Justice to serve in the event that up to two Justices must recuse themselves from a case.

Article III:
Section 1: Northern Serbia shall be divided into 500 Counties, with a National Capital that is a separate jurisdiction from any County.
Section 2: The Capital shall not receive representation in Parliament as if it were a County.

Article IV:
Section 1: Parliament shall not imply any religion as "Right" or "Wrong", and Houses of worship, except those that interfere with the Human rights of others will all receive the same amount of government funding.

Article V:
Section 1: The right of the people to be secure in their persons, their papers, and their effects from unreasonable searches and seizures shall not be infringed, unless they are considered a possible threat to security.
Section 2: This article grants the people a right to privacy that may not be infringed without a properly-served warrant for arrest or without a preponderance of evidence to suggest that the person has committed a crime.

Article VI:
Section 1: No person shall be held to answer for a capital or otherwise infamous crime unless on a presentment or indictment of a grand jury unless in cases arising in the military forces when in service during a time of war. No person shall be subject for the same offense to be put in jeopardy of life or limb nor be compelled in a criminal case to be a witness against himself. No person shall be deprived of life, liberty or property without due process of law.

Article VII:
Section. 1. All persons born or naturalized in Northern Serbia and subject to the jurisdiction thereof, are citizens of Northern Serbia and of the State wherein they reside. No State shall make or enforce any law to abridge the privileges or immunities of citizens of Northern Serbia. In addition, no State shall deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

Article VIII:
Section 1: Full faith and credit shall be given in each State to the public acts, records, and judicial proceedings of every other State. And the Parliament may by general laws prescribe the manner in which such acts, records and proceedings shall be proven, and the effect thereof.
Section 2: A person charged in any state with treason, felony, or other crime, who shall flee from justice, and be found in another state, shall be extradited to the original state upon request of the executive authority of the original state.

Article XI:
Section 1: The right of citizens 18 years of age or older to vote in national and local elections in Northern Serbia shall not be infringed.

Article XII:
No law varying the compensation of any member of an elected government body shall take effect until an election of the members of the elected government body shall have intervened.

Article XIII:
Section 1: Discrimination on the basis of race, color, religion, gender of birth or of reassignment, creed, national origin, sexual orientation, physical disability, or other protected class is expressly prohibited.
Section 2: Parliament shall have the authority to enforce this article by appropriate legislation.

Article IX:
Section 1: The laws of the Commonwealth of Northern Serbia shall be considered the supreme laws of the land. Any county or local laws that contradict those of the national government shall be considered null and void.
Section 2: Parliament shall have the authority to enforce this article by appropriate legislation.

Article XV:
Section 1: No person shall be eligible to hold elected local, state or national office in Northern Serbia who has supported insurrection or rebellion against the same, or given aid or comfort to the enemies thereof. [No such person shall be eligible to hold voting rights in such elections.] But Parliament may by a vote of two-thirds restore the eligibility to do so.
Section 2: The validity of the public debt of Northern Serbia, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned. But neither Northern Serbia nor any state shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against Northern Serbia, but all such debts, obligations and claims shall be held illegal and void.
Section 3: The first Section of this Article is not applicable to any citizens of any State who shall have supported Northern Serbia in insurrection or rebellion against the same. It is also not applicable to any citizens who have not reached eighteen years of age by the conclusion of insurrection or rebellion.

Article X:
Section 1: No county may keep troops or other implements of war. No state may enter into any alliance or confederation nor sign or ratify any treaties, draft currency, pass any bill of attainder, ex post facto law, or law impairing the obligation of contracts, or grant any title of nobility.
Section 2: Parliament may not grant any title of nobility and no citizen may accept such title from a foreign government or jurisdiction therein without the consent of Parliament.

Article XI:
Section 1: No part of this Constitution may be altered except during a 95% vote in favor of change.

Article XII:
Section 1: Serbian, Croatian and Russian shall be the official languages of government functions throughout Northern Serbia.
Section 2: This article shall not be construed as to limit the language of choice for the people in their daily lives or in their family interactions.

Official Statement from the FPCB Embassy in Northern Serbia

"As we erect this new structure of alliance and kinship, let us embrace our Serbian brothers and sisters in this proud and victorious day for the workers nad people of Northern Serbia. The FPCB will forever stand side by side with their newest compatriot and fellow social democracy. Together, we will carve a new era of socialism and the liberation of workers everywhere.

I was born in this beautiful nation, this is my homeland, and it always shall be. It brings me great joy, after my family's political exile from this soil, to see the true nature of the Serbian people, and pride overfills me as we can once again walk amongst each other as equals.

As we speak, the FPCB government is establishing a peacekeeping force to aid the new interim governmetn and monitor elections. Soon, the democratic people of Serbia will see their nation reborn. Northern Serbia will live!

From this embassy comes a permenant bond that will last through decades, even centuries, and from this building, we will distribute the wealth that the FPCB can offer, we can thank the gratitude of the Brazilian people with their fellow Serbian brothers at arm.

But now is not the time for idle talk, join me, brothers and sisters of Serbia, and help me rebuild this nation from the ashes it once was!"
