Background
During the 1970s the Soviet Union began massive reform to keep the USSR alive, during this times of reform the union expand by allowing most of the Warsaw Pact Member nation to join the USSR in 1974 (East Germany did not join they decide to reunite with West Germany in 1990). Then Cuba request to join the USSR as member SSR, Cuba was allow to enter the union in 1978.During times of reform the Soviets change their economy from total state control economy to Socialist type of economy. The latest nation to join the USSR, was Brazil when their Communist party won the vote of the Brazilian, they requested membership into the USSR. After two years of talk between the two nations. Brazil entered the USSR in 1986. By 1991 USSR and the USA enter talks call the Richmond Accords which official ended the Cold War between the two superpowers.
