OOC: This is not a war RP! Rather, it's a spy RP of sorts.

IC:

5:30 AM, Veracruz

A black car, followed by two hummers and a black SUV zoomed down a highway at fast speed. The dark early morning sky and fog was perfect for this bust. The convey pulled off an on ramp and onto the quiet seaport and then drove slowly and quietly to their destination. They turned into the main port and parked.

Quietly, twelve Jaguar Warrior Infantrymen jumped out of the hummers. They were ready for battle - the well trained and conditioned JWIs were wearing body armor and were each armed with two pistols, a hunting knife an AK-108. Four other JWIs waited in the hummers - one driver and one gun man. Meanwhile, the ISPA agents waited in their cars, waiting for the signal to start.

The JWIs quickly descended upon the quiet seaport, walking in the shadows. One JWI slung the AK-108 on his back and climbed up a ladder to try to locate the enemies. He got on to the tin roof of the building and grabbed infra-red binoculars and looked around.

He re-scanned the scene, trying to find anything. Just as he was about to put the binoculars away, he saw ten figures standing around, talking. They shouldn't have been there...the port was restricted from 10 PM-6 AM.

The JWI grabbed his CB radio and said "They're here, about 250 ft from Bunker G-12."

A voice responded, "Good, get down here and we'll proceed."

The JWIs, hummers and ISPA agents gathered around. This was important, they couldn't botch this up.

"GO!"

The JWIs and ISPA agents ran in several different directions, taking cover for the bust. Meanwhile, the two hummers drove up to the area.

Meanwhile...

A man in a dark coat opened a box and said "Alright, these explosives are the ones you asked for. Make sure no authority catches you with these, I don't need to tell you these are 100% illegal."

Suddenly, the two humvees come out of the fog, bullhorn blaring:

"PUT YOUR HANDS OVER YOUR HEAD AND SURRENDER! THIS IS YOUR FIRST AND ONLY WARNING! THIS IS A JWI-ISPA JOINT BUST!"

The man with the explosives turned the other way and started running towards his boat. The 9 other men began firing both handguns and assault rifles at the humvees.

Bad move.

Suddenly, the 12 JWIs jumped from their cover and fired at the people. As those people fell down, the JWIs moved on and ran down the pier to capture the arms dealer. The ISPA agents quickly arrested the 9 other wounded gunmen.

One of the JWIs pulled ahead of the rest and ran like hell to catch the bastard. Suddenly, a bomb detonated behind him, damaging the pier and separating him and his comrades. Although alone, he could not fail.

The JWI ran and got to the end of the pier and looked around. No sign of the arms dealer anywhere. The JWI wiped the sweat from his brow. Frustrated, he felt he had lost the arms dealer.

Suddenly, he felt the cold blade of a knife press upon his dark neck. In a low and threatening tone, the arms dealer said "Get up, now!"

The JWI slowly got up and put his hands over his head. The Arms Dealer then said, "Alright, you're .45 pistols and your AK-108, give them to me."

The JWI complied and threw his guns on the floor. The Arms Dealer then grabbed the pistol and kept it trained on the lone JWI. He laughed and said "I guess I'm the one that got away."

Another JWI ran up to the top part of the pier and yelled out "FREEZE!"

Distracted, the Arms Dealer looked up and took his attention of the other JWI. In an instant, the JWI grabbed his hunting knife and tackled the arms dealer, plunging the knife into his shoulder.

In pain, the dealer screamed and the JWI put the AK-108's barrel to his head.

An ISPA agent came up behind him and said "Damn, kid, you did a great job capturing this guy. What's your name?"

"Xihuitl."

Smiling, the ISPA agent said, "I've heard of you before...You've done some work for the AIA. I have an offer for you."

Today in Veracruz, a JWI-ISPA joint bust has prevented several tons of illegal weapons from entering into traitorous hands. Ten men were arrested; five are in critical condition while the other's injuries are less serious. The people involved who are ANL citizens will be tried for illegal weapons procession and possibly treason. All those who are foreign national will be deported.

The bust was a success. Although 2 JWIs were injured in the explosion, several tons of illegal weapons were confiscated and now several people were arrested. The dock workers were turned away at the gates and given a day off of working.

Xihuitl and the ISPA agent walked into a hanger. Xihuitl looked around at the dark and damp hanger. The sun's rays began to shine through the dirty window panes. Out of the darkness another ISPA agent steps out and looks at Xihuitl.

The new ISPA agent asked Xihuitl, "So, how long have you been a Jaguar Warrior?"

Calmly and proudly, Xihuitl said "I've been a Jaguar Warrior for 4 years now. However, I first started my training when I was 15."

The agent then said "The AIA and ISPA are aware of your excellent record of service. Your service during and after the ANL civil war, your covert missions in the Mississippian Commonwealth, Kanabia and the top secret mission in Kongola were all volunteer assignments. You were almost killed in Mississippi, you fought in the worst battles of the ANL civil war and you commanded a mission and defended ANL troops against Acigoo. Clearly, you have done much to serve the ANL."

Xihuitl then said "It has been my honor serving my nation. I have no regrets."

The agent then said "The ISPA and AIA has used your services many times. You have proven yourself to be a worthy asset."

Xihuitl, stunned, asked "Are you asking me to be in the ISPA?"

The Agent said, "Yes. Should you accept, you will remain as a Jaguar Warrior Infantryman. However, domestically, you will be working for us. When abroad, Director Fernando Garza is your boss."

Xihuitl said "And what if I don't accept?"

The agent then said "Well, we want you Xihuitl, and while it is our custom to allow you to turn down this opportunity, you present to us something we can not let go by. We need you to work for us, and somehow, you will."

Xihuitl then said "I might as well go willingly. When do I start?"

The agent said "Immediately."

Xihuitl began to walk away, stopped and then asked, "So, what's your name?"

The agent looked up and said, "Well, I am Chairman Uetzcayotl of the ISPA."

AIA~ISPA Headquaters

Several officers from the ISPA and AIA discussed plans in a dark room. Only a lone lamp lit the room. Of course, they didn't want to have any attention, it was only logical to meet in the basement of the large AIA Complex.

One of the ISPA agents spoke, "Alright, here's the situation: We're in a very stable period of time. The economy is good and not fluxuating, and the ANL is not involved with many political disputes. However, there are still a few people who are still fighting against the government - attempting to overthrow it. While their efforts are futile, they aren't going to give up easily."

Another ISPA agent chimed in, "We speculate there are still approxamatly 150 rebels from the first ANL civil war and 250 from Azhultan's rebellion, in total around 400."

One of the AIA agents then chirped in, "The danger lies in the fact they might have WMDs."

The Senior AIA agent at the meeting said, "That, right now, is only a secondary concern."

A digital map of the ANL appears, with a small red spots in Southern Mexico and Panama.

"The red spots signify areas of being rebel bastions. These areas are more prone to terrorist activity then the other areas. However, in these red areas, are where they can hurt us the most."

"Roberto Garza, I see what you mean," said one of the ISPA agents, "In the area in the ANL main land (Mexico) is one of the ANL's cheif nuclear power reactors. Clearly, striking there would not only cripple the Union's power production, the economy would be in ruins and a radioactive fallout would pollute the land. And in Panama, the canal."

Garza continued on, "Clearly, we can not allow that to happen."

Xihuitl looked up into the roof of his barracks. It was a pretty quiet day, no major situations, no missions, it was pretty nice - a first since he had been with the JWIs.

That was until a message runner walked into the barracks. Xihuitl sat up on his bed and looked at the messenger.

"This is for you, Xihuitl."

He handed Xihuitl an sealed envelope with the writing CONFIDENTIAL and the ISPA emblem.

Xihuitl opened it up and read it to himself,

Attn: Lt. Commander Xihuitl, Jaguar Warrior Infantryman
From: ISPA Comamnd
Sub: Operation: Sweep

You are now being activated for ISPA use. Your mission will be at the Union Nuclear Reactor site. You will work as a JWI providing security for the plant, however, your mission is to sweep all rebels out of plan faculty and watch for and stop any possible rebel activity around the plant.

Your base commander has been alerted to your situation.

Xihuitl stood up and said "Thank you" to the messenger. He then turned around and began packing for the new assignment.

35 miles west of Tuxtla Gutíerrez, Chiapas

A military humvee up to the gates of the Union Nuclear Power Plant and stopped at the security desk. Xihuitl rolled down the window and looked at the guard.

The guard eyed Xihuitl and saw the JWI emblem on the vehicle. She said "Please show me your identification."

Xihuitl pulled his wallet from his pockets and handed it to the guard. She opened it up, found his JWI I.D. card and put it through a machine. After a couple of minutes, she looked to Xihuitl, "Alright Lt. Commander, you have permission to be on the plant grounds. The plant manager is waiting to meet you. Please pull up to parking spot 112 on B level."

She pressed a button in the booth and the gates opened. Xihuitl drove in and turned towards the parking lots.

~~2 Minutes Later~~

Xihuitl pulled into parking spot 112 at B-Level and turned off the engine of the humvee. He got out, locked it and walked over to the elevator. Instead of wearing JWI's standard battle gear, he was wearing a green military jumpsuit. He got into the elevator and it descended down to floor level.

Xihuitl then walked into the main building and through the lobby. It was dead quiet in the building. It was very modern and sterile looking. He turned the corner and made his way to the manager's room.

Xihuitl walked and was greeted by the plant manager. He did all the talking.

"Hello, my name is Douglas Walsh. I'll keep this brief. Three days ago, the grounds security chief was shot and injured by a group of rebels. Although he will survive and eventually return to his job, we needed an interim replacement from the ISPA. You are now the interim security manager. Your job is to patrol the grounds of the plant and make sure no rebels or intruders get within a 2 mile radius around the plant. You have a security detail of 150. At your disposal are several .37 Caliber revolvers, AK-74s any weapons you have brought, booby traps set up around the perimeter of the plant and, should you need them, grenades."

Xihuitl nodded his head and walked out of the office to the security building.

~~Three Days later~~

7:30 AM

Xihuitl looked into the security room of the power plant...empty. Of course, this was merely a temporary transitional period. At exactly 7:35 AM, the Day Shift would take over from the night shift. Then, at exactly 7:35 PM, the night shift would take over. Xihuitl had been up since 5:30 AM. It was a routine all JWIs followed, wake up, exercise, get ready for the day and proceed to business. The first order of business - the daily security briefing.

However, Xihuitl would not be able to make that briefing. A man walked in and said to Xihuitl, "You are to report to the infirmary now. This comes as a direct order from the ISPA."

Xihuitl, slightly perturbed said, "And who'll lead the briefing?"

Quickly, the man said, "Your lieutenant will take care of it."

Xihuitl got up and followed the man into the infirmary. Inside were a doctor and a nurse. The doctor looked at Xihuitl and said, "The ISPA is demanding a physical, psychological and stability test of you. You are under orders to comply."

Xihuitl nodded and let them proceed with the test. The physical was nothing more than a standard physical. The psychological test was also simple, nothing major, just answering questions.

The doctor, with the two other tests satisfied, then said to Xihuitl ", alright, time to begin the stability test."

Xihuitl looked at the Doctor suspiciously. "What exactly is a stability test?"

The doctor calmly said, "This test is a series of questions put out by the AIA and ISPA. These questions are based on hypothetical, yet possible situations you will face should you become an agent. Your past and feeling about relevant institutions will also come into question."

Xihuitl's rebellious side kicked in; he asked "And how are you sure I'm not going to lie?"

The Doctor said "Simple, we follow procedure."

Xihuitl then felt a sharp prick in his arm. He jumped and was shocked by the prick. The doctor then said "We shall begin the test in 3 1/2 minutes."
