**Recent tensions with another nation, which seems to have settled down for the time being, has prompted the United States of the Plutonian Empire to seek allies.**

President Eugene E. Stauffer of the USPE: Computer, open a microwormhole to a randomly picked communications satellite orbiting the planet Earth, so I can send a message to be broadcast to everyone.

Computer: Wormhole opened. Communications established with satellite 800. You may speak freely.

President: Greetings to the nations of Earth. This is President Eugene Stauffer of the United States of the Plutonian Empire. The USPE has come to you with a request. After recent tensions with a nation I shall not mention for now for their safety, we are seeking allies that are armed with nuclear weapons, and are willing to defend us and/or launch a pre-emptive nuclear strike on our behalf at a moment's notice. The reason for this is that even though we are very advanced, our economy is bad and our planes are beginning to run out of fuel. Any nukes we had have been sacrificed for use in nuclear power facilities, although we are currently scouting our planet of residence for natural deposits of uranium. We would greatly appreciate any nations that are willing to help. Thank you. That is all for now.

Unknowing the radio telegram programmed to Earth was picked up by a long range ASC satalite a few yards from the microwormhole at the time. Immediatly after recival the sattalite sent back a message to its home land, Space Colony 1.

Based on the information derived from checking the NS website, the Concordiat has determined you worthy of an alliance...at a price.

The Concordiat Army, focused almost completely on armored vehicles. For a time now, the Concordiat Armored Vehicle Research Center has been working on a project, entitled BOLO XXIV. This is a massive project, and our economy is not holding it. Our industry is functional, but our economy was damaged in a recent war. The BOLO project also uses state-of-the-art technology not available to us.

Could you supply us with, say, 3-trillion USD and some of your best computers, please?

In return, we offer an alliance, as well as right-of-passage into our territory.

Heh... It is most powerful to you, but not to us. We prefer Nepalm anyways. Cause fusion cores are for powering things. So our ships would probably overload and restart after 10 hours if hit by one of those. But it would do damage...

The Concordiat requires the computers to make up...erm...<CLASSIFIED> of the Bolo. It cannot function <CLASSIFIED> without these parts. The Concordiat can develop them on their own, but it will be a long while.

Our best computers are much like the computers portrayed in the sci-fi series, Star Trek: The Next Generation. They are intelligent, verbally respond to human verbal commands, etc. We have taken it one step further. We are experimenting with "self-aware" technology, and we feel it will be a great leap in both human and computer evolution, should it suceed. However, even these computers are not invincible (as some star trek episodes have shown :D). Right now, we're going to simplify the current technology, so it can be mass produced by non-future-tech nations.

The Concordiat is not going to use the technology for "evil-doing." The BOLO project is to build a giant <CLASSIFIED> Armored fighting vehicle, larger than most warehouses. The design, as well as advanced weapons technology, is complete. The BOLO "supertank" has two main guns known as Hellbores, and several smaller guns, using the same principle, known as Hellbore infinite repeaters, plus some undisclosed armament. It will be somewhat slow, only 25kph, but its dual fusion reactors will power it well enough, all of the weapons, defensive systems, Contragrav generators, and <CLASSIFIED>.

**The Plutonian space fleet in Nueve Italia has taken off, and is approaching the nuclear ship. It is around this time that they reach word that the Plutonian Empire has officially condemned an upcoming execution in another country. Nikolas Yushneko, the one in command of the fleet, orders the rest to go home, but has the remaining 747 to stay to deliver the nukes.**

Before you ask, Yes, I am an AI. I have been given authority to act on international affairs. We seek to form an alliance, and can provide construction vessels and destroyers at this point in time to aid reconstruction and defense, though further aid can be sent if needed. Should you require further resources we shall attempt to have them shipped. For the record, our ships are mostly armed with a variety of plasma cannons, fusion missiles, lasers, masers, and rapid fire mass drivers.

I'm just assuming that my ship ended up in the system where the message was sent from originally.

We are grateful for the People's Republic of Hakurabi offer of assistance. We do need 9 more oxygenators to keep Deneb Centauri clean of air pollutants. Help with the reconstruction will be immensely apprecieated, for it will enable people to return to brand new homes as the reconstruction progresses. We look forward to a strong and long-lasting friendship with Hakurabi. There is no need to worry about the planet Belle Hades and Denver City back on Earth, for they are both independent states of the Plutonian Empire. Deneb's companion star is inhabited entirely by Spec-Deneb, a colony of our allies, the Republic of Specialist, and we have plans to take Deneb's second planet. Also, the Plutonian Empire wishes to know what is your definition of "AI rights," for we are currently developing self-aware technology for our own space craft. Finally, be advised of an unusually strong energy field of some sort extending to 150 au from Deneb. This field acts as some sort of shell, preventing ANY communication from going in or out without the use of a microwormhole. Though according to your history text files, you're supposed to be based on Pluto... I'm just assuming that my ship ended up in the system where the message was sent from originally.
OOC: Actually, the empire WAS on pluto, then Yuri came along and clobbered my empire. And since the Pluto region was already taken at NS, I figured I'd carry over my nation's saga to here, and stayed at Deneb. Towards the end of the "PlutoEmpIntro" text file, you should see my empire moving to Deneb.

Viewing over the comm message thoroughly, Prince Rufus Mew III sighed, placing it down on his desk. He buzzed in Sarah, the newest 'intern.'

Firstly, we would like to celebrate the new alliance. A new era of cooperation! We have begun ordering the oxygenators (OOC: You know, it's kinda impossible to have long-range space flight without this...) and the Construction vessels, and they should be loaded and ready within 3-4 weeks. Our definition of AI Rights is equality of sentinent AIs. This is discerned through a test - A human and the AI in question are placed in a room, each with access to a monitor that only the tester sees. The tester cannot see either of the two, and can only see what they type. He sends them questions, and they answer via the monitors. The tester has to attempt to distinguish the AI from the human, and if the AI is picked out as the human, it is classified as sentinent. As there are now a lot of AIs classified as sentinent, an AI is also present, to monitor for cheating and to also attempt to discern the human from the AI.

We are currently developing terrestrial gravity nullifier technology, and will be willing to share this with you when it has been refined to a practical extent.

OOC: The technical term for our oxygenators is "air-recycler," because not only do they recycle atmospheric gasses, they also remove the dust, which is part of the reason they got clogged right after the superquake.

We have perfected (to an extent of course, nothing's perfect) the Gravity Nullifier launching system, and are sending the blueprints and specifications of it. It can be fitted either as a Launch/land device on capital ships or a launch/land device on the surface for smaller, non-capital ships, though in larger complexes, capital ships can be launched in that way. Retrofits are to be effected as soon as it is possible to land on a friendly world.

The fleet awaited clearance for the two ships to land at the space port.

The two ships activated their warning lights, to alert any other craft in the same area, and began their descent, firing retroboosters during the entire trip. They began to extend docking clamps and prepared to land in the starship bays. Retroboosters were useful in maneuvering in small amounts, though totally useless in lifting the ships except on planets with very weak gravity. As the ships came to a rest in the docking bays, hundreds technicians and engineers streamed out, holding their equipment in large bags, held in a variety of ways. The ships themselves had large-scale assembly units, and teams of construction vessels were capable, given the right materials, of the manufacture of even dreadnoughts in space. Though on the ground, they could prove valuable in structure fabrication. For that, the first thing to do was to fit more powerful retroboosters to the underside of the ships, to allow them to hover near to the planet. the other 6 still in orbit were already doing so with the materials they had. The G-nullifiers just flung things straight into space, no matter how high up they were.

The g-nullifiers are installed just under whatever it is you want to launch, So on the structures, they are installed just on or just under the flooring. That way it saves money (the whole building doesn't need to be reinforced), time (both in construction and launching) and effort. It should allow for a significant cut in launch and interplanetary travel time and cost, since once installed, any ship can use it with only minor modifications.

That sounds good. Although on Denebia Hadea, the buildings need to be reinforced anyway, due to the planet's tectonic activity.

We dont really use nukes so we have removed our data on them all we know is they can pack a punch. Also we have no longer chosen to use nukes because of the maincontrol chips on the nukes can be hacked and we aren't willing to waste money on new chips. So we removed the chips before dropoff. Test a nuke or two, you'll find out the power.
