IC: The chairman sat up in his chair. "As chairman of the board, I annonce the voting on issue 002 to begin. The options are:
Declare the Strait of Gibraltar International Waters. This could be from either a treaty signed by many, or militiary involvment.
Have Free Trade zones in each area of particular need. A council would decide on rulings, laws, and general happenings of these areas.
An idea that would tie into this would be to create an enforcement group; soldiers who would protect the zones from possible attacks.
In a recent poll of Ramissilian citizens, ruling two is seen to have the best affect. The biggest reason for this is because there would be something to enforce these laws.
Let the voting begin.

Remember, which ever option is chosen, there will be a conference to establish the specifics. If two is chosen, some WTO rulings will be changed to give more slack. *cough*VOTE FOR TWO!*cough*

OOC: Actually, it might be bad for the R.W.C to vote for this. If large members of either side voted, it would be extremely biased. The current members wouldn't give a crap about it, in most cases. If option two is selected, all influential NS members could cast votes, make ballots simply by joining the council.
Kyanges, you suggested number two. Why the change of heart?
And if your wondering about how to get in to the medditerranian, since the Suez and Gibraltar are closed, the Red-Nile Canal is always open. For a fee, of course. ;)

Considering we already have unrest within international waters, from illegal gambling, slave trade, incest, drug, bootlegging, shooting and in some cases illegal fishing of endangered species by using dynamite to "get da goods" it is only a wise choice to have it declared as a free trade zone OF the WTO in which the WTO can have military control of it and keep sure that no illegal activity like having a big terrorist convention or floating casino out of the reach of the law.
Having it in international waters is not the best choice if the WTO can get control of it.
