[OOC: Sounds like what the Barbary pirates did back in the late 1700s, early 1800s. They'd terrorize shipping until they got money (called a "tribute"). The U.S. ended up having to bitch slap them twice.]

Anyone considered the possibility the money he gets is not given by the nation he strikes fear into, but by another? :P
