Kelgrad Now Willing to Accept Diplomats

In a speach heard nation-wide today, our great comrade Chancellor announced that the United Socialist States of Kelgrad would be allowing political advisors and ambassadors from any nations interested in a new alliance. This brilliant political move came as a suprise to many, given the recent dastardly attempt on our great comrade's life, but is understandable given our leader's commendable need for togetherness in the world. The 3rd Civil War (1989-1996) paved the way for our brilliant new government and it's mighty leader, but the unstable times caused the need to ban foreign influences. Now, our brave leader is changing all of that. "Any nation intersted in opening doors with the USSK need only contact me, and I would be more than happy to send my own private jet and escort to bring them to our great nation.", Chancellor Sundberg said today.

Bureau of State Affairs Communique

The Protectorate of Angelico desires to welcome the United Socialist States of Kelgrad into the international community. We too are only now opening our borders to diolomatic missions. To fascilitate the establishment of diplomatic relations of our nations, the Protectorate desires to offer the following terms:

1) Exchange of embassy facilities. The government of the United Socialist States of Kelgrad will be provided with one of our four-story, spacious and modern embassy facilities in our capital's 'Embassy Row'. These buildings, under construction now on the banks of the Iskur river, are equipped with the modern communications and security systems that modern diplomatic missions demand. We will also offer a similar, but smaller, consular facility in our coastal industrial port city of Varna.

2) Nation in Good Standing trade status. Reduced or eliminated tarriffs, extended rights to Kelgrad corporations within Commonwealth borders.

3) Military non-aggression treaty. This can, upon a period of negotiation, result in a mutual defense pact.

4) Cultural exchange. Citizens of Kelgrad shall be welcomed in Angelican universities, hospitals, and other facilities, enjoying the same rights as Angelican citizens. In case of legal trouble, Kelgrad citizens can be extradicted to Kelgrad Courts, on the condition that similar rights be extended in the trial process.

The USSK agrees to the terms set down by Protectorate of Angelico, and applauds the nations wish for peace and understanding. The Kelgrad Union will extend the same facilities and services, as well as give any Angelican citizen visiting our country the same rights as citizens of Kelgrad, including protection by the Kelgrad Security Patrols, as well as immunity to any emmigration fees. We invite any Angelicans interested to stay as guests of the United Socialist States of Kelgrad, at he Governments expense. In the event of hostilities in the Kelgrad region, any Angelican citizens shall have the protection of the Kelgrad Armed forces at their disposal, and will be offered safe passage out of the region, for as long as the situation allows. I hope that this new understanding will further our nations' prosperity and role on the world's stage. Chancellor Sundberg

As we are just now opening our boarders, we will require 2 months to finish construction on our new consulates. The Chancellor has ordered the assembly of the 1st Kelgradik-Angelican Guard Division, specificly to assist the Protectorate of Angelico in the event of hostilities against our new ally, with permission from the POA. We are constructing special offices in the Kelgrad capital of Karihad specifically for the first nation with which steady trade routs are planned since the war. The entire population is behind the new alliance.

In a hand delivered letter to Chancellor Sundberg from the office of Commerce from the Holy Empire of Dhulus:

Dear Chancellor Sundberg,

It has come to the attention of the Holy Empire of Dhulus that your people are considering opening trade and political contact with other nation.

Our greatest wish is to participate more closely and with a proactive outlook on the products that we consider purchasing for our people. Your country's intentions intrege the economic goals of the Dhulus Empire, and we would be inclined to persue relations with your nation.

Though our interests are Economic only, we have some resources available if the security and stability of our investments meet with posible threats. But those concerns should be discussed further, and with more detail at the proper time.

We ask for no outlaying of resources for our presence, since this is intended to establish factories within your borders to increase employment and offer our nation prefered status in regards to those products in trade.

Dear Chancellor Sundberg,

I am grateful for your attention and assistance in our mutual development. It is quite a pleasure to have your help in solidifying our trade arrangement. I have several projects that we would like to expand into foreign territories to increase our raw material supplies by. I will ask that you understand that our needs require a port of call to transfer imports and exports from. We feel that naval protection would be excessive, we would be very appreciative if every once in a while a single naval ship may enter into your port as a training exercise in case outside forces feel the need to hound our vessels.

You need not answer, ut think on it. I understand that it is very much a breach of many countries strict laws, but I think that our service men would find spending a weekend in your pristine country a worthy place to spend capital.

On the matter at hand, there are several business that we would like to construct, but for now we would like to limit it to one and se how things pan out. You may choose or suggest an industry at your convenience. Though understand that we would like to start construction at the beginning of the next year.

Under need from our consumers we have great desire for the following products. After each will be a list so that you understand what the decision will entail.

1: Methane condensation and containment.
- imports from supplies will be brought to the port and shipped to the factory, which will then refine, and liquefy the gas into a recyclable container, which will also be shipped in, but from Dhulus itself for refilling.
- High level workers needed
- High profit margin
- Toxic discharge at 1 barrel per day which must be disposed of securely

2: Lumber milling
-gather timber products from your country and process it for export to Dhulus.
- high number of Low level workers
- Completely contained and no waste is discharged. Mill replants and selectively cuts product from forests.
- High need will thin out available resources for your countrymen.

3: Plastics processing
- Process by chemical imports or your own country's product to produce the raw beads used in forced injection to produce a myriad of common household products.
- Some high level workers needed
- Product will exceed our needed and would be able to lower your own country's factory costs.
- Toxic discharge 2 barrels per day, can be reconstituted with building materials for safe disposal at an additional expense.

4: Generator creation plant.
- Import raw steel and smelt to produce the parts necessary to build turbine generators at the finishing plant in Dhulus.
- High number of low level and high level workers employed.
- Plant must be secure for industry secrets and will take up a 200 acre lot.
- Plant will produce steam through 1 exhaust chimney.
- Toxic discharge at 1/2 barrel per day that must be disposed of securely.

Please advice of your discussion, I await further relations with your country.

The Holy Empire of Shazbotdom is in the process of accepting Embasies as well. If an agreenment is made, we will be building our own facility on your soil at a location specified by your government. We will be sending the supplies via C-13 Jackrabbit cargo aircraft. We pride ourselves in helping the local economy in whatever nation we have an embasy in. We can employ some Kelgrad civilians to help them get on their feet, but we would like them to have some experience in office work (ie Typing, sorting paperwork, etc.). When completed, the Embasy will have the following people in it.

1 Ambassador
2 Assistant Ambassador's
8 Personal Bodyguards
40 Armed Military Guards
50 Workers from Shazbotdom
?? Workers from Kelgrad (Can be negotiated)
