This Morning by the Order of General Nomad, Dr_Twist has Closed its Boarders with Germany and has Begun Mass Mobilization to the Boarder as the Neighbor in Germany has also Begun Mobilization to the Boarder.

OCC: This is an Alert to all Allies to be Aware of Happenings in Europe.

Excuse me if this is sounding stupid, ( :headbang: ) but do you mind explaining to me exactly what this means? And how you do that in the first place.
