1.The ban on the Communist party will remain in effect and those members of the Communist, who join the rebellion. Yet they give again their oath of loyal, will be allowed to join the Socialist Progressive Party. But for the high-ranking members who join the rebellion. They to be killed for their crimes against the state and the people of the state.

2.Now as the Union and Progressive Party, the ban on this ban will remain in effect; all members of this party will be killed for crimes against the state.

3.New governors will be appointed by the Sultan, for those regions that been hit by the civil war and have their governments overthrew.

4. The Army will began massive reforms to recover to per civil war standing. So that our forces can be readily for a coming war against Manchu-China. Also we must increase the standing for this, to prevent the eastern areas of the empire from being attacked.

5. I put this act to for the new lands that the empire gaining, I said we form a dominion system, which these new areas are put under, so that they still have their government and system for short time. These dominions will under direct control when needed to be. Each dominion would have their arm forces, which will be under the command of the Ottoman High Command. These forces could be call up for war, if we need the extra forces any coming war. Also when these dominions have enough to build themselves up and stabilize their regions. They will give the option to join the Confederation or remain as dominions of the empire. Each dominion would be allowed to send ministers to the Parliament and viziers to the House of Viziers. A position know as the Grand Vizier of the Dominions, will be appoint by the Sultan, manger the affairs of the dominions.

Outline of Ottoman Empire Government

Sultan- Head of the Empire, the Sultan power are the following, to veto the Parliament bills, Declare war, Head of the Arm forces, empower to workout treaties. The Term of the Sultan is for life .He elect by vote of the House of Viziers (Place of residence Istanbul, Ottoman Empire)

Politburo Standing Committee - The Governing Body that is second to the Sultan in power. They can bypass the Sultan Veto (the only power that bypass the Veto). They can take power of the Empire, if the sultan is dead or insane. The leaders of the PSC are Premier (First in command) and Chairmen of the PSC (second in command). The PSC is made of six members that are know Senators. The PSC is the head of OI (Ottoman Intelligence Agency). There have power that are classified for state security reasons (Place of Residence, Istanbul,)

The Presidium of the Confederation and Dominons of the Ottoman Empire( PCDOE for short)- The PCDOE is key body within the Ottoman Government, consisted of a chairman or know as the President , his 15 deputies who are elect from the House of Viziers and Parliament to the post of deputie of the Presidum. They are like the PSC in terms of power, but their main job is to do give the apporve of the bill which has been appove by the House of Viziers and Parliament. They have the power to force rewrite of the law and revote of the bill if does not go with the policy of the Emprie. They have the power to dissolution the Parliament and House of Viziers and call for new elections for open houses. If looks like they being not true to the state policy and thought. The Presidium answer to the Sultan and PSC over their actions relating to the Government.

Grand Vizier- He is Second in Power. If the Sultan is killed, force to step down; willing step down, the Grand Vizier can take over power. For a short time (until a new Sultan is chooses by the House of Viziers) He can second a bill for vote in the House of Viziers. He is head of the Arm Forces. The Sultan appoints him. The term of the Grand Vizier is for life. He has the power to call an meeting of the House of Viziers, at anytime. The Grand Vizier is head of House of Viziers (Place of residence Istanbul)

Prime Minister- The Head of the Parliament. He as power to first the bill for a vote in the parliament. He as the power calls a meeting of the parliament anytime. He as the power to call a state of Emergency with approve the of the Sultan and Grand Vizier. Also the Prime handles more of domestic affairs of the Empire. Prime Minister is election by the people of Ottoman Khaif. The term of the Prime Minster is for 6 years, unlimited terms. (Place of residence Istanbul)

House of Viziers-. This is the only body that can choose the next Sultan. They are electing into power by Muslims of the Empire. They can pass bills and pass the budgets for the Empire. There are about 400 seats in the House of Viziers. The Term of Vizier is for life.(Place of residence in Istanbul)

Parliament- The Parliament is an elect by the people of Ottoman Khaif. There is about 1000 seats in the Parliament. The parliament powers are limit by the House of Viziers. The power of Parliament is to pass laws up the parliament for vote.(that are approve by the parliament)(Place of residence in Istanbul )

Praetor- The Praetor is second in command of the Parliament. The Praetor is a elect by the people of Ottoman Khaif. The powers of the Praetor are call the parliament into meeting. He has the power to approve a bill to go up to parliament for a vote. The term of the Praetor is 10 years (Place of residence in Istanbul)

Judge Advocate General- The JAG is key power in Government. They are hand pick by the Sultan and Grand Vizier with approve of the PSC. Before a bill can go the Parliament to be voted on, it as to be approve by the JAG. This means the bill as to go with the Empire constitution. It can go not against the constitution. JAG is the highest courts in the Empire The JAGs are made of Ten JAG Judges. They are appoint for life. (Place of Residence Istanbul)

The Court System of the Ottoman Empire The Ottoman Court System is divided into three different courts, which do different cases. They are the following
1. The Civil Courts- Which settles the disputes among the people in punishments and transactions.
2. JAG Courts- Which handles the disputes between the Government and people; they also handle cases between Government and officials. Also they handed the constitutional issues for the nation
3. Islamic Courts- Which handles any case relating the Islamic codes of law, and anything relating to Islamic Beliefs that need to be review or anything relating to Islam.

Info: Main goal is to unite all the Muslims of the world peaceful under the banner of Khaif . Also they believe that the expansion of the empire must slow, so that the empire can handle the new lands that it was taken over. They believe to maintain friendly relations with other states.

Ottoman Social Democratic Labour Party (Al-Andalus, Balkans, Islamic Americas, and Transcaucasia)(Leftist Centeralism)

The OSDLP is base upon the ideas of passives and defenses of the state. Also improve the socially make up of the Empire. Their passives ideas are use when dealing with the Outside world. They believe that the empire should brother itself with outsiders that are no threat to the Empire. Also they believe that the Empire must maintain a large arm forces to be prevent anyone from attacking the Empire. They believe in the slow expansion of the empire then to fast expansion.


Government land management

Provinces- Provinces have their own regional governments, yet the Central Government has more say over the Provincial matters. The Provinces are headed by Governor who are appoint by the Sultan. In turn the Governors are the heads for Provincial Government. The Provincial Government is made of the Senate and House of Commons, which handed the local affairs of the province. The only regional provincial government in the Ottoman Empire is Balkan regional,, which head by a chief Minister, appoint by the Sultan and the sub governor who also appoint by the Sultan. Viceroyships- The Viceroyships have more say over their own regional affair then to the Provinces. The Sultan appoints the Viceroys, and they appoint the regional governors. The regional Governments are made up of House of Commons and Majlis, which the Viceroyship Prime Minister, who acts as a second in command for the regional Government. The regional government have most of the same powers as the provinces government do, such as running the day to day affairs of the government for the region.

Yet the Central Government does have final said over any matter relating to the dominions. Viceroys, who have been appointed by the Sultan, head the Dominion states. Yet the Dominions do elect their own leaders for their regional Governments. The Governments are different between each dominion.

OI Organization
The Ottoman Intelligence was a National Intelligence and Security Agency for the Ottoman Empire and directly controlled the Ottoman Confederation organizations,. The OI was directly controlled by the Sultan and generally followed its guidance.
The Senior staff consisted of a Chairman, one or two First Deputy Chairmen, and four to six Deputy Chairmen. Key policy decisions were then undertaken by the OI Collegium consisting of the Chairman, all Deputy Chairmen, certain Directorate Chiefs
The OI was organized into directorates. Some of the main directorates were:

o The First Chief Directorate (Foreign Operations) was responsible for foreign operations and intelligence-gathering activities.

o The Second Chief Directorate was responsible for internal political control of citizens and foreigners within the Ottoman Empire .

o The Third Chief Directorate (Armed Forces) controlled military counterintelligence and political surveillance of the armed forces.

o The Fifth Chief Directorate also dealt with internal security. Originally created to combat political dissent, it took up some of the tasks previously handled by the Second Chief Directorate such as religious dissent, monitoring the artistic community, and the censorship of publications.

o The Seventh Directorate (Surveillance) handled surveillance, providing equipment to follow and monitor the activities of both foreigners and Ottoman citizens.

o The Eighth Chief Directorate was responsible for communications. It dealt with monitoring foreign communications and was also responsible for the cryptological systems used by OI divisions, transmission to OI stations overseas, and the development of communication equipment

o The Ninth Directorate (Guards) a 200,000 person force which provided uniformed guards and close protection (bodyguard) services for principal OI leaders and their families, and major government facilities in the Ottoman Empire, to include nuclear warhead stockpiles. It also operated the VIP subway system in Istanbul and the government's secure telephone system which linked high-level government and OI officials.

o The Sixteenth Chief Directorate (State Communications)- Upgraded from a department it was responsible for the operation of the Ottoman government telephone and telegraph system,

o The Border Guards Directorate this 1.4 million person force provided border security and combatted smuggling along the Ottoman Empire extensive border. It also deployed large naval and air contingents.

· The OI also contained the following independent sections:

o OI Personnel Department,

o Secretariat of the OI

o OI Technical Support Staff,

o OI Finance Department,

o OI Archives,

o Administration Department of the OI , and

o the OI Head Committee.

o OI Black Hawks (Special Operations detachments), Alpha Group, Beta Group, and Night, Red etc, whose exact controls and missions are unclear.

o Imperial Black Guard Force - outside the control of the Ninth Guards Directorate. The Imperial Black Guard Force provided uniformed guards for the Sultan itself and bodyguard services to the House of Vizier, etc.

As the Eastern Question going to be answer? Or is it not going to be answer? Would the Ottoman Empire last another century or fall within the next few years?These questions are going to be answer in this essay on the Ottomans by the same auther who wrote an overveiw of the Ottoman Empire.

The recent Ottoman Civil war, as show how weak the old man is really is inside. Yet to the outside world, he had hid his problems to make it look like everything was fine, he prevented the outside world from finding out. That father time had finally caught up with the sick man of Europe. This civil war as start the chain reaction for the death of the Ottoman Empire, I belive the Ottoman Empire as 25 years left of life, before the empire complete disolve away for good. This fall of the Ottoman Empire could be compare to the fall of USSR, but ten times more bloody and more butral. The only thing that could have save the Ottoman Empire from dead, is a Iron will ruler. Who been the one to reform the empire, so that it would as another 100 years….

The Ottoman Empire as outlived most of her foes, like the Austria-Hungary Empire or the Russian Empire by sheer luck or sheer will to keep going on. Who know truly why this Empire is still going….it should have been dead 75 years old ago. Yet they are still here and strong in body and mind. How did the sick man of Europe make it to the 21st century alive and well? That’s question everyone asked when studying the history of the Ottomans. A history of long periods of decline and major defeats in the battlefield. But something or someone realize the empire was going to die if changes weren’t made … so with that thought the Ottomans began a series of massive reforms to the government, sociality, and other matter. The periods of reforms began in 1830 and ended in 1930, this era was know as the reformist era, during this time the Ottomans had reform their weak arm forces and reform them into a elite fighting force. Which the Ottomans began to use to kick the western powers out of all North Africa, also the Ottomans began wars of to retake their long lost Balkans lands, they enter many wars against the Austrians and Russians, most of these war ended in stalemates, yet the Ottomans manger to take land from the Austrians and slowly kill off the Austrian Empire by March 10, 1918, the Ottomans march into Vienna and had declare the Austrian Empire is no long alive..The sick man had killed its main foe the Austrian over the passage of time. What this show us all…that the sick man still has the will for keep fighting on. Yet how long can the sick keep this will or zeal to live?

There is saying, “Nothing is forever and nothing will be forever.” with that being said. Ottoman Empire will sooner or later fall within itself in sometime in the future this will happen. Who truly knows when the empire will fall to its dead? One thing we will about the Ottomans, nationalism will not play a key factor in the fall of the Ottoman Empire, do to the fact the Ottomans have process of denationalize of all her citizens and from a unity between all citizens of any race. They all think and act like Ottomans. Do to the years of denationalize. The key factor that would spell end to the empire is the many schools of thought that exist in the empire…each of them are rival to each other. Each one has a different way of doing and handling the affairs of the empire and when these schools come in conflict over how to run the empire. This conflict led to civil wars, during the Reformist Era their were about two major civil war one in 1876 to 1880 and another one in 1900 to 1902. These civil wars took a lot out of Ottomans. These civil wars in a way were sign instability in the Ottoman Empire, these schools of thought always have tensions between them, these tensions over time build up to the point of civil war, then an cooling period happens where tensions disappear for a period of time. Could the Ottomans purge itself of these many schools of thought?..No they can’t remove them, they are too deeply rooted in the framework of the empire, to try to remove them is impossible, and they would just grow back like weeds. Yet this recent civil war was just the tip of ice berg…another civil war will soon arise in the near future…it is my believe that Ottoman Empire can’t have another civil war…another civil war would led to the compete death of the Ottomans as we know it… only time will tell if the Ottomans could last another 25 or 100 years…time will tell all…would the Ottomans transform into something new or just be another footnote of long dead empire? Time will tell us the faith of the Ottomans.

Intro
The Ottoman Empire is one of the world oldest nations, it began in the year 1281, it was founded by Turkish bey by the name of Osman I, little did he know that he had founded the beginning sof empire that will conquer many lands in the name of the Ottoman Empire. This Empire soon took the title of Khaif in 1517 from the dieing Abbasid Khaifs, just becoming the Khaifs of the Muslim. The Ottoman Empire soon took the lands of North Africa, Arabia, Levant, Iraq, and the Balkans. By the time of Suleiman the Magnificent the empire had grow to take the major Muslim cities (Mecca, Medina, Jerusalem, Damascus, and Baghdad), many Balkan provinces up to today's Austria, and most of North Africa were under the control of the empire. They have fought many wars to expand their vast empire, it is one of the greatest empire of the world.

The Social of the Ottomans

The Ideologically Dogma of the Ottomans is an interesting system, the Ottomans belives in the Islamic system of social make up for the lands of the Ottoamans and Islamic system of Government. The Ottoman people are very conservative when comes to social affairs. They reject any form of change to the social make up. Many say that Ottomans stuck in the past for this aspect of life. Ottoman Social reject with hated the ideas of Western ways of social makes up and how to runs. Most people would the Ottomans very anti- western in term how to ones run social. One of the pinpoints for the Ottoman hated for the west was Western philosophy and many things cause a void between the West and the Ottomans in the stage. Ottoman Empire their many groups of people who happen to live in Ottoman Land, like the Greeks, Germans, Romanian and etc, all these group nowaday call themselve Ottoman then their national. All do a policy of Ottomanize or untiy policy.There is no racism in the Ottoman Empire, because of the many groups living in Ottoman Empire live side by side and learn to repect eacthother. Yet Ottomans have to live with bitter hate of the west do to the fact the West missunderstoods veiws of the Ottomans,
“Most Ottomans know what the west thinks of them, they(West) think that Islam is an inherently totalitarian religion that advocates a law code which is barbaric by modern Western standards, and which rejects the values that Westerners hold dear like freedom of religion, equality, and democracy.” This is why the Ottoman hate the west because of their lack of knowledge about the Ottomans

Yet when comes to Economy, its becomes confusing for a outsider to understand the economic system of the Ottoman Empire, the Ottoman Government own all natural resources under Joint Stock Companies, anything relates to arms production is own by the Government. Public needs such as Water, Power and Transportation is own by the Government. Yet private companies are allow to running and produce their goods for the people of the Ottoman Empire. There are many laws relating to the economy, for one the banking system of Ottoman is state run, therefore under Ottoman Banking codes the it is illegal to do interest or the government to even try to make transactions that has interest.

The Foreign Policy of the Ottoman Empire

The Foreign Policy of the Ottoman is of maintaining neutrality, and self-preservation of the state. Meaning by this any threats to the Ottoman, must taken out to prevent them from harming the Ottoman Khaif Empire. The Ottomans have a belief that call for Ottoman Empire not get into wars that do have anything to threaten the state. Oddities about the Ottomans, for all the centuries the Ottomans have been around. The Ottomans always had very few allies at best, and do the fact the Ottomans trust very few nations. Just leaving the Ottomans to be lonely and left out in the world without many allies, they began to feel the need to be left alone then to bothered with the affairs of world. Government system of the Ottoman Empire is very complex system; The Ottoman Government forbids far right parties and far left parties. Also the Ottoman Election system is very odd for a outsider to understand. Those could who elect a vizier to the House of Vizier, are only Muslims, and only the Viziers could elect the next Sultan. Then the elected Sultan can appoint a Grand Vizier from any Vizier in the House of Viziers. Now comes the Parliament. An minister from Parliament as be to elected by the people (Muslim or Non Muslim) , The Prime Minister and Praetor are elected by the people of Ottoman Empire. Outsiders find hard to understand out this complex system of government works. Yet little is know about the inner working of the Ottoman Government, because most Ottomans view this matter very sensitive to talk about to outsiders.

Ottomans are of non-conformist, in many ways of doing things. The Ottomans very sensitive when comes to rebellion within their lands. In the Ottoman way, it is as a internal matter. Therefore the Ottomans don’t ask for help when crush rebellions or allow outsiders to support the rebellion, if a outside is caught supporting a rebellion. The result would be war against the rebel-supporting nation. To Ottomans any that happens within Ottoman is a internal affair and no outside nation is really allow to help, the set mind of these people force them to deal with their own problems by themselves then to allow a outsider to help.

Another psychologically complex of the Ottomans is the state of paranoid that the Ottoman Empire lives in. Most of the foreign policy of the empire is truly base on paranoid of the world. Ottomans view everyone, as could be threat to the state. The trust and honor what make up foreign policy of the Ottomans, in cultural of Ottomans there is a saying related to this matter” Trust is not given freely, it is gain thought the actions of what ones does. If trust is broken, you can never gain trust from the same person again.” By going by this saying the Ottomans have little faith or trust toward the western world, because of the west as done to the Ottomans over years. Most Ottomans politician still the west with bitterness for what the West as done to the Ottomans over centuries, what I mean by this is the following the Russian wars, Austrian Wars, and etc, the effect the Ottoman mind greater. Also other things always give the Ottomans a bad mindset on the west, was the western calling them “ the Sick man of Europe” or the Eastern Question, which ask when will the Sick man finally die or how would the west crush the Ottoman Empire? To this day this bitterness toward the western still remain as the same. Other thing well..a point of interest for the Ottomans are know to going in semi-isolation for a period of time and then returning to international scene in a big way.

The Edits of War for the Ottoman Armed Forces

The Ottoman Government has passed a code of laws that deals with handling wars (Like POWs, Etc.).

Edits of War

1. Only fight the foes' fighting troops and do not fight the non-fighting personnel.

2. Do not burn or destroy land (pillaging) and do not kill local people (women, children, and elders) who are not fighting you.

3. Do not slay farm animals (like Cows, Sheep, Chicken and Goats) unless it’s for food.

4. Raping is not permitted. If one is found breaking this law, the Flag Officer is ordered to kill the solider for breaking the Edits of War.

5. Mass killing of any kind is forbidden. If any type of mass killing is done by Ottoman troops, those involved will be put on trial for their crimes against mankind.

6. The torture of POWs is forbidden.

7. POWs must not be treated lowly (like crap). They must be given some respect.

8. POWs' need of bases, food, water, and others will not be withheld.

9. Any form of racism against POWs is forbidden. All POWs will be treated equally.

10. All Ottoman Troops are ordered to follow these Edits at all costs. Anyone found breaking the laws of war will be put on trial. If it is found that this has happened, the lawbreaker will beheaded publicly
