Governor Lacidar Tnatilim pushed his glasses up with his long, tapered finger as they slid down his thin, acquiline nose. They tended to slip often when he was under stress, especially when he was brimming with anger. And right now, 'brimming with anger,' was quite an understatement. He was boiling with livid, unadulterated anger, sheer, raw rage which surged through him, causing every vein to bulge prominently and profusely as the blood drained from his face and his teeth gnashed together so hard they nearly stressed and cracked his jaw. His hands balled into fists, fists clenched so tight that his knuckles turned white. He was hissing through his teeth, breathing so rapidly that he was nearly wheezing.
A servant walked in and said, "Sir, please calm down. Remember what the doctor said? You mustn't put too great a strain on your hear-"
With an apathetic wave of his hand, the governor dismissed him. He had no time for idle banter or foolishly irrelevant concerns at this time.
Damn you, J.L., he thought, snarling and cursing under his breath. Damn you, you stupid, stupid bastard.
He never had liked President- now Generalissimo- J.L. An overrated, pompous, superficial bastard, whose charisma masked his incompetence; or at least, that was how Governor Tnatilim always thought of him. Now...
Federalism, my ass, he thought, his intestines churning in disgust. What the hell ever happened to 'provincial sovereignty,' or 'the rights of local governments,' eh, you hypocritical, duplicitous bastard?
J.L.'s condemnation of the events which had transpired recently in North Liberal Homeland, District #88976542 (OOC: See http://forums2.jolt.co.uk/showthread.php?t=379148 for more details) deeply astounded him and profoundly infuriated him. For years, J.L. had been considered a federalist icon, a stalwart defender of checks and balances, constitutionalism, and the dire need to avoid the extremes of either unitarism or confederalism. Now, J.L.'s hypocrisy was blatantly exhibited, for all the world to see.
And all the world will see, thought Governor Tnatilim, scribbling his signature on the bottom of the document with a swift, elegant stroke of the pen. History will clearly vindicate our just struggle. The historians will unanimously proclaim that we were right, and J.L. was wrong.
He leaned back in his chair, nodded in satisfaction, and looked over his document, which read, in part:

To us has been afforded the distinct privilege of being the first province in Roach-Busterian history to muster the courage and aptitude to defy the central government. Where others have faltered, we shall stand. Where others have surrendered, we shall fight. Where others have fallen, we shall prevail. The duplicity, deception, and interventionism of this administration is no less than unspeakable. Henceforth, we, the people of North Liberal Homeland, District #88976542, do secede from the Egg Nog-Loving Empire of Roach-Busters, and assume our sovereign independence. We will not relent. Unfortunately our military renovations will take another 15 years to be 10% complete. We do however, have one aircraft carrier complete and would be happy to send it. Is RB landlocked and if it isn't may we send aid in the form of the one Roosevelt Class Aircraft carrier?

The Emperial Goverment of the Alexian Empire and the emperor himself condemns the unpatriotic actions of these rebel separatists, and does not recongnize this rogue province as a sovereign nation.

With the permission of the Goverment of Roach-Busters, the Alexian Empire would be most willing to offer the deployment of 43,000 infantry, 3000 APCs(armored personel carriers), 57 helicopter gunships, 70 transport helicopters, 1230 tanks and 4500 general transport and combat vehicles(hummers, trucks and shit), for a proposed offensive too eradicate these separatist rebels and restore the control of the province to the goverment of Roach Busters, and too protect the people from these madmen who do not represent the will of the people of the province.

Personal Message to General J.L from his emperorship Alexander the I of the Alexian Empire( the enlightened one)


Dear friend and fellow leader of a people,

I again pledge my full support too you in stopping the separatists from succesion. But I must express my disdain for your policy of non-interference. You refuse to take action against these people who have defied you and your goverments authority, and who undermine your power. This is simply rediculous! Firstly, that will portray you to the entire country as weak and someone who does not have to be respected. The separatists may become bolder and even ask for money and additional territory, and the people will begin to think that they do not have to respect you. Surely you do not want a repeat of the RB city riots? Secondly, the separatists have everything that they want. Your sanctions will, of course, surely hurt there economy, but it will not stop their succesion. They have what they want, which is sovereignty, and nothing will stop there idiocy now. In addition, the power orgy that will be carried out by there new leaders could hurt the rest of your economy, and not too mention that I am quite sure that a good deal of the provinces population does not want to be part of this rediculous endevour for independence from it's homeland.

What I propose is quite simple and doable.First, you cook up a campaign to inform your populace on the folly and evil of this attempted separation, and then, once you have considerable popular support, our combined forces launch a military offensive on the province to destroy the rebel forces, and eliminate or detain there leaders. Then after restoring your control, declaring and enforcing martial law in the province so as to minimize more violent uprisings, that would surely hurt the populace. Then hunt down and destroy the remaining reactionary forces and dessidents.

(I don't know how much power the president actually has, so bear with me.)


This would work on so many levels. Firstly, you regain control of the province, but also a major propaganda coup as the populace is on your side! In addition, you could vastly increase your power, as you could declare or draft a national state of emergency, in which time you could do away and replace undersirable members and elements of your goverment and military leadership, thus solidifying your power all the more!

My friend, I implore you as your ally and comrade, please, it is the responsibility of a leader to unite the people! This tears your people apart! By taking my advice, you could not only unify the people against the separatits, you could become an even stronger leader,which is in truth what every nation needs too prosper.

They will be based off the notorious Persepolis prison of Parthia. On the surface in a preferably remote area, there is a concrete wall about 20 feet wide and 35 feet high, topped with barbed wire and guard towers. Inside the enclosed area is a minefield. For authorized personell, it is possible to cross the minefield via a bridge guarded by four guard towers with .50 caliber miniguns. In the center of the enclosed area is a concrete structure about 500x500 ft. This concrete structure contains living quarters and access to the actual prison. Access to the prison is done by an elevator leading underground.

The actual prison is shaped like a silo with a central elevator with a catwalk wrapping around it. There is a 30 foot gap between the catwalk and the sides on which the cells are. The cells can be accessed by a bridge which will fold up in case of a breakout. There are 10 levels to the prison and the whole structure will stretch down 500 feet.

Here is the plan for one of the floors.

All cells can be eqipped with either a barred wall facing the hallway with a barred door. Or, you can create a lightproof cell with concrete walls and metal doors. All cells are climate controlled, and that means switching the temperature from 55F to 134 is possible.
