JAP:

Today a document was released by the Jonothanian MoD, explaining the conscription process. It was passed in a referendum last week, for which the turnout was 90.45%, making it the most representational of ever. Jonothanians are very partial to its Military. The results were 81% to 19%.

The Document

From The Office of the Defence Minister

Jonothana's active military personel, by way of numbers, exeeds 9 million, with a 5 million reserve core. However, 3.6 million are mobilised for NATO, leaving 5.4 million, which was put back up to 9 million through reserves, and then the reserve core was boosted back up to 2 million through new recruits. However this is not enough. With the approval of the Voting People, I approve the following piece of legislation:

A Conscrption Notice shall be sent to 80 million randomly selected people of both genders whom are eligible for service within military bodies, according to the most accurate government records. These conscriptions may be declined, as only 6 million men or women are required for this duty.

However, should the Peoples of Jonothana be cowarly enough to decline so many conscriptions so as to mean the number of willing conscripts is less than the number of those required, there will be a random selection of those who have declined to be in the army.

Any other citizen of Jonothana who should wish to releive one conscript from his duty is free to join the army, as any joinings during the period of conscription will be counted as an accepted conscription.

This act shall raise the available military personel numbers from 9 million to 15 million. Logistics shall be dealt with in each base, but shall be the same in every one, so there shall be no confusion.

This legislation shall be, under the Overwhelming Majority Act and the Emergency Military Powers act, unchallengable, as the selection process is made by an imparsial computer.

This has been signed by all required signatories, and has been made Law with immediate effect.

Muru requires a year of millitary service at age 18, with options for re-activation at any later time so........

Were not really phased by this.
