I am issuing the message on behalf on the Republic of Al Katar, concerning the recently discovered oil field under the Katar deserts.

We realize that these oil fields can provide a starting point for the reconstruction of the dilapidated Al Katar economy, but ever since our civil war, we have lacked the necessary factory equipment to pump and transport oil.

Estimates have been made that the oil fields could last up to 100 years.

We would need.

Pumping, and refinging equipment
Offshore platforms
A tanker fleet
trainers for Al Katar Oil employees

Nations willing to help would receive a share in oil profits and perhaps a trade negotiation.

The communist nation of SRoR could set up your nations oil production industry at cost of the building of it and accept a share of the profits in the future.

The cost of the building of this type of oil facility would be around 500 million USD
As a communist nation this would be a program of assisting developing nations, and do not hope to seek great profit from this endevor, only 15% of total yearly profit of your oil company. Also if SRoR sets this company up we would request that your nations government control it directly.

Dresden Oil Co. would be able to provide your nation 2 Offshore platforms,
a fleet of 4 super tankers, capable of carrying millions of gallons of oil and a 2-year comprehensive training plan for Al Katar employees.

For these services, both of your companies would like to purchase 20% of your market shares as well as the capability of purchasing oil from these fields at half-price.

The nation of Soviet Russia with its well developed oil production in the Caucasus are prepared to send Soviet engineers from our oil company with the plans to our oil wells and plans to an offshore oil well. Trainers will be sent to train your employees and will stay until no longer needed in your nation. A tanker ship fleet of 20 ships(Osetiya class) will be built in our shipyards at Leningrad(St.Petersburg). Also plans for one of our refineries would be sent. Workers and materials shall arrive by ship with in 1 NS weeks.
Engineers and designers shall be sent by aircraft and arrive in 2 NS days
