(REUTERS) State of Emergency in Matraguay

The growth of Soldai seperatism in the upper Matraguay has caused many of the major cities to become havens for gang violence, in the worst show yet of gang violence in the country's history. A group of Rakai gang members have overtaken the capital's International High School. The head of the Rakai cell in control of the High School claims the furnace has been ruptured and all students are slowly being poisoned with carbon monoxide, the gang members are wearing gas masks and armed with automatic rifles. Early reports say of the schools 2,000 students, 30 have died, reports can only confirm 4 deaths thus far, faculty was not mentioned. The Rakai demand the recognition of the Boleerland as a Soldai kingdom, the abolition of the dictatorship in Matraguay and 20 million suros (4 million international dollars) to be given to the natives of the nation in exchange for the lives of the students. The poisoning will become fatal in 8 hours.

Dictator Punohierro pleads for the international community's support on this act of terror and claims he will commit himself entirely to saving the lives of every student in the building regardless of nationality, he however did not wish to be quoted and will give an address once proper intelligence has been gathered. This is a particularly touchy issue as Matraguay's internal affairs have now brought the safety of other nation's citzens at risk, of the many students 45% are foreigners. The first of the confirmed dead was a citizen of the Aztec lands, the other three Matraguacanos. This is a pivotal moment in Matragucan history, further reports to come.

This is Presidente pa'Vida PunoHierro addressing the world. To be frank, this is a terrible thing, and yet at the same time, something we cannot dwell over, for inaction means death for the hostages yet actions means loss of life as well.
We appreciate the offers of the world to put in a rescue force, we have already been over this several times, the difficulties are this. We cannot wait for the terrorists to grow weary because that would result in the deaths of too many students, sleeping gas will not do, because the lack of consciousness would kill all students and the terrorists are wearing gas masks. The doors are wired with sensors of varying kinds, we are not sure yet what type and how many, we do know how ever that all the students and hostages are in the auditorium on the bottom level of the complex, sweeping the guards out without harming the students is an impossibility, however the Republic of Matraguay is not willing to compromise on any of these issues they have proposed. To us the solution is that we must storm the building and we are confident that the terrorists supposed we would do this, this is why they chose and international school because as we are willing to risk the lives of some students to save the whole of them, other countries may not be willing to do so, seeing as this is an international incident, we must have an open forum over the issue.

So please interject your own defense and foreign ministry's questions and ideas, however time is of importance.

This is a rough sketch of the school, as you can see there is a large atrium made of glass at the top over looking the city, below a gymnasium which can be reached by steps, on the right and left going al the way around the gymnasium and auditorium are class rooms and hallways, the auditorium can be reached most quickly from the right and left foyers, or from within the gymnasium via elevator, however the doors are rigged with sensors, in the time it'd take to storm the place, the terrorists could execute the hostages or fire off an explosive if they have one.

Terrorism to Topple Dictatorship in Matraguay

While the nation's leader PunoHierro struggles with a solution for the nation's biggest humanitarian crisis in it's history legally questionable opposition parties in this fascist nation have taken advantage of the situation. The Nation of Matraguay has been ruled by a dictator since it's civil war and went through a six year democratic period prior to that, despite having being a fascist nation the civil rights and tolerance of the government to expression is very open, giving rise to several organized political groups.

The two biggest opposition groups who swim the thin channel between freedom of assembly and the illegality of rebellion are the "Basetario Macro Corpa’o"
The All Prolaterariat Embodied or The Prolateriat Party who are essentially libertarian socialist rebels, for the Division of la Matraguay into an Indian sector and a communist people’s center and then divided by language. Turning the country into 5 nations. Then the Soldai Truth movement, the native people's group of religious fanatics believed to be funding the operation. Both these groups have become increasingly vocal siding with much of the public by espousing the ideas of compromise rather than blitzkrieg. None can tell what is going on in the Capitol of Cidolas this evening, however the only two factors left in this equation are the international community and the Dictator. Only time will tell the fate of these students and this government.

The situation is not so simple sir, we simply cannot storm the place without losing most or all of the students. The terrorists chose their place most wisely. Matraguay itself is split on the issue.

May we enquire as to the nature of the sewers and waterways underneath the structure, as well as any other subterranean passages? Among special forces units en-route is a unit specializing in subterranean breaching operations, which may be able to strike from an unexpected location to secure the boiler and/or the hostages in support of a larger assault.

Pressure on Matraguay Bilateral

In a strange turn of events, much of the international community is pressuring the regime to recognize Soldai seperatism as well as give into the demands of 4 million international dollars in food to the poor, a precedent in a nation with completel absense of social programs. While many nations of the world have stepped forward to provide the finest of their special forces for a liberation run.

In response to the question, about sewers, under the building towards right of the building on the right hallway there is an "engine room" the same room that housed the now broken furnace, under it is a ground pipe about 2 feet circular which leads out to a city sewer pipe much larger about 17 feet long is the 2 foot section while the rest is large enough for a man. With some quick ingenuity, it may be possible to recruit some sperlunking and demolitions specialists to clear the 17 feet for a small force go through, however a diversion must be planned both in noise as well as possibly feigning negotions.

Vladimiro Rosa speaking, a plan of action I propose to our allies is such. We organize a group of soldiers and some civlians to form a sort of protest/riot to the terrorists as well as talking about the strong polices of the ferderal government, creating noise and demoralization. We use that to disguise the sound of a tunnel being dug by a demolition/sperlunking crew, to open up a passage of 17 feet in length into the engine room of the complex. The teams should have arrived now, and will be ready to operate shortly. Detailed observation has led to a conclusion that the operation can be preformed in about 75-90 minutes, and we will provide an 8-man squad to launch the assault through the tunnel, with a second squad as a follow-on or backup. Due to the poor forsight of the terrorists in requiring themselves to wear gas masks, we do have a nonlethal system that will effectively blind them temporarily to prevent civilian losses.
The biggest problem is clearing the tunnel without arousing suspicion. For that, we suggest covering it with an accident or two. A helicopter crash, which we could provide convincingly, or any number of other things would work. As long as it provides a visible source of the sound they'll be hearing.

For the second force, a helicopter insertion through the glass roof would be the best course of action, as it will provide the quickest link to the hostages, which will need aid and equipment quickly to survive.

"We've reports of some twenty Jeorgian students attenting this school of yours. This being the case, Ruler John Otto has cleared me to aid you in any way necessary. If any of the Jeorgian students have been injured, then the terrorists captured by Jeorgian forces will be judged under Jeorgian law."

The Naval Infantry Carrier Pathfinder is steaming towards you, along with its group. We come in peace to all but these terrorists.

Our culture is one of sacrifice, and we do not have a problem if all our students are martyred as this will only please the gods. If these terrorists have known positions or control parts of the country, we are ready for bombing strikes. We carry 30 C-5 fighters that can accomplish this purpose as well as various helicopters and attack aircraft.

The carrier carries a detatchment of 1,500 Naval Infantrymen (Marines), 500 of which are special operations personnel. Accompanying the Pathfinder are troop carriers which are currently loaded with a full Naval Infantry Division of 5,000 men.

With these people we can effectively clear an area of terrorists. Special Operations will be flown directly to the site of the incident and will be orbiting the school on OH-6 Loach helicopters (a.k.a "Little Bird").

OOC-IC: Sorry to interrupt, fellows. I received a TG from several days ago informing me that several citizens from my Military Outpost nation, Rahab Legion (Note that an outpost probably wouldn't have many people that fit the criteria of those that were taken hostage) were taken hostage. I deleted the TG immediately, but would a party or parties own up and tell me why my citizens were captured ICly when OOCly I am enjoying a holiday in England?
