Imperial Confederacy
The United Empire of Colerica wishes to present the newly designed Imperial Confederacy. Following the miserable failure of its prior incarnation, the United Empire has revamped the Imperial Confederation to better suit our views. This alliance shall offer empires to join one another in a loosely-tied confederacy to provide for the common defense of all nations involved.

The Mission
The IC will be nothing more than a simple military and commerce pact between any nation that chooses to join. It is, of course, entirely voluntary to enter or exit from this proposed alliance. The IC hopes to strengthen the empires of NationStates by joining them -- albeit, loosely -- together to form a better union. The UEC feels that all empires share a common bond simply by nature. An empire is a rare form of nation; an all-powerful, over-seeing government that is has vast holdings throughout the world. While the United Empire is by no measure the strongest empire in NS, we feel that we are a rising star, if you will, among the many great empires.

By joining this proposed alliance, all nations involved would be assured helpful military assistance (should they require or request it) in military operations of their choosing. All nations involved are available to form better national ties amongst one another and, thusly, can form greater ties to commerce. The economies of all nations involved shall flourish with inner-alliance trade and commerce.

Rules
Members of the Imperial Confederacy shall govern themselves. We will never try to force our will over any members of the alliance. For all intensive purposes, you're allowed to do as you please to. However, we have to have some form of rules amongst ourselves or we will surely fall apart.

1 -- This alliance is only open to empires. If you are not an empire, don’t even bother to join.

2 -- You must have a population equal to or over fifty million (50,000,000) people to join. Nations under fifty million may apply for a junior membership of the alliance. When they reach fifty million, they will be given full alliance membership.

3 -- Communist nations are forbidden from joining.

4 -- Absolutely no godmodding. This is the only major thing that we'll go nuts over. No member should ever godmod. Godmodding is cheating and no one likes cheaters. We take roleplaying seriously and I hope that you will, too.

5 -- No IC nation should ever sponsor, condone, or assist terrorists or terrorism. This will get you removed from the alliance immediately.

6 -- All nations involved are required to exchange embassies with one another.

7 -- If you're going to go to war and you request our help, please give us some valid reasons for your war. If we deem your reasons valid, we shall intervene.

8 -- It is entirely unnecessary to change regions nor do we ask you to switch regions.

9 -- We have forums! You are required to register at http://s7.invisionfree.com/imperialconfederacy/index.php under your respective nation's name.

CITADEL - Minister of Foreign Affairs Ivan Valovich held a press conference this afternoon announcing the Commonwealth's decision to join the Imperial Confederacy. Debate had been ongoing in the Parliament and the halls of the Emperor about the details of the miliary arrangements between the Confederacy and the Commonwealth since the Commonwealth Constitution prohibits joining multinational military alliances. Our sources indicate that any military provisions were waived in their entirety by the Commonwealth, although Valovich officially had no comment on the matter. Valovich also announced that in order to establish firm and lasting relations, he would be appointing an envoy to permanently deal with the Confederacy. As of right now, the details of this new position are not available, and our sources indicate further that there is still wide ranging possibilities of who could be appointed to that position.

Emperor Kuri is pleased to say that he will join this glorious new beginning.
However, the Empire of the Preatorian Order has only 7 million habitants due to an intensive civil war. This being said, the war is over and the Empire is in the midst of consolidating its power over its vast territory. Refugees are slowly comming back in and we are pleased to announce that our population is growing steadily.
The Empire wishes a point of clarification on the junior status with the confederacy - what exactly does 'junior' entitle to?

Furthermore, the Empire is in the midst of re-organizing its armed forces and has so far significantly reduced its manpower. The Emperor wishes to form a very professional, dedicated (if not fanatical), small Imperial army.
Under our current organization, Defence and Law & Order will fall under the same ministry - that of the Ministry of Imperial Security.
More details will follow on our current needs, but it would be safe to say that there will be a need of help in terms of training of our new Imperial Army. Also, concerning our navy, we will deal with Colerica.

The United Empire defines the junior member status as this:

Any empire under fifty million people strong that wishes to join the Imperial Confederacy. They will be granted a limited membership status until they reach the required population quota. Is it a temporary base, or a more permanent base.
The Empire does not mind to have Colerica install a permanent type of base as it will significantly increase our military co-operation, however the Empire wishes to remind Colerica certain conditions will have to be met concerning the base and where it will be installed.

The United Empire would have to have a naval base installed in your nation, if any base is to be constructed. It would more than likely only be temporary, to give your government the time it needs to solidify its control. Then, when your nation can stand independantly on your own, we would pull out. We fully understand that conditions must be specifically met to exact details if a base is to be considered and that is to be expected.

**Message to Azazia: your offer to help us form a division is accepted, however we still lack the appropriate equipment and manpower at the moment to commence serious training. The Imperial Army is looking to have an army numbering around 50'000 men (3 Regiments - 1 Airborne, 1 Mech, and 1 Light Infantry, with a special forces unit numbering close to 400 men). The mech regiment will be having heavy armor (numbering around 50 tanks) while the Light Infantry will be more focused on rapid deployment supported by LAVs. We also hope you will be able to form our new airforce (if our order of f-16s will be accepted). We still lack the appropriate air defence capability however. We are very interested in seeing a more detailed plan from your part, and we would like to know what kind of military support you plan on sending in order to train our future army.

**Message to remaining allies: we still need help in terms of internal security. Our Imperial Guard does not have the necessary manpower, training and equipment to hold effective security measures. Our crime rate has soared (from non-existant to moderate).
Perhaps an army division posted inside the Empire would settle the issue with security as both our Imperial Guards and the deployed troops could work together in promoting order.

The United Empire is pleased to hear this. Our Magistrate of War, Xevven Jericho, is discussing terms of the proposed base procedure with the Emperor and the Imperial Court at this very moment. In terms of how deployment and total time Colerican forces will be occupying your soil is up to your nation and your nation alone. How big of a Colerican force are you comfortable with having on your own soil? The UEC will keep forces within your borders for as long as they are needed to help maintain security. When your nation is able to stand on its own, we shall depart. (At that point, we may work out a plan for a more permenant Colerican naval base/refueling station on your soil.)

First I will address the issue of internal security. The Commonwealth maintains three standing "peacekeeping" divisions with a further two as reserve units. These divisions are tailored specifically to deal with internal security. They undergo extensive cultural sensitivity courses before deployment, while armed with regular weapons (assault rifles and such) they also are equipped with non-lethal forms of subduing the population. The divisions are each composed of two engineering companies, which in this case could be used to further the development and repair critical infrastructure. Top on the list would be to repair dock facilities at any ports available and to dredge deeper harbors to facilitate larger cargo vessels, which of course speeds up the deployment of Confederacy men and material. If requested, we have the 32nd Intervention Division ready to deploy within a week's time.

The next order of business would be the training and equipping of your armed forces, in particular your army. Of the three regiments requested, we would first train men to form light infantry. To do this, we would first deploy several instructors from our military academies to train what would become your officer corps, as well as begin enlistment of regular soldiers. Depending on the entrance assesment, the training process could take from six weeks to three months - that is of course if there exist no reasonably trained soldiers, as our system encourages soldiers who, while obey orders are intelligent enough to be able to act on their own if pressed and this requires rushed academic training in addition to physical, tactical, and weapons training. Assuming the long time frame, we would probably have troops ready to fight in combat within six months, although exceptional skill will only come with practice and time served. After training your light infantry regiment, any flaws or errors can be corrected and thus streamline the process for your mech and airborne regiments. We would estimate that within 12-18 months those three regiments would be fully combat capable.

In respect to their weapons and ammunition. Our nation maintains warehouses of old and discontinued arms. For example, we have many thousands of Kalashnikov rifles gathering dust as well as old tanks that would be comparable to say... a Soviet T-72 or American M-60. With our initial detachment of instructors we could send small arms to train with which to train your men should your armed forces not have small arms of your own. Another reason for the delay of the training of your mech and airborne division would be that the numbers of pieces of hardware would be best served by a fully operational large port facility - which could be built to minimum operating standards within one year's time. However, as stands these weapons would be merely for training purposes as they remain registered to the Commonwealth as emergency defence arms. Should your nation require small arms and mechanized forces such as tanks and infantry support vehicles, I am sure that our respective ministers of finance and/or trade could agree to some deal to provide military assistance. However, I am in no position to negotiate financial transactions for the Commonwealth. Should your nation have arms with which it wants to train itself, my nation could surely adapt these to our training methods and programs.

The Commonwealth would also be able to train your airforce should the pending deal for the F-16 fighter craft be approved. In the interim, the 32 Intervention maintains a minimal air defence battery. Primarily dependent upon one battery of mobile SAM launchers and several heavy weapon squads familiar with the use of handheld SAM launchers - and these men and women could easily be retasked to become air defence. Should this not be sufficient we could look into other arrangements such as permanent detachments of air defence battalions as well as Azazian air wings or even perhaps should the Colerican detachment agree, they could act as primary or supplementary air defence units until such a time as your own can be formed.

The Commonwealth is willing to take on the majority of the burden of the costs of this military training program, that being the primary costs of transportation from the Commonwealth to your nation in addition to maintenance costs of the material and men as well as providing medical care to those who need it. We would appreciate, however, housing for our soldiers as well as fresh food stuffs - if available. If this is not affordable, I am sure our finance ministers can crunch the numbers. After all, that is what our leaders hired them for. My job is merely to protect the peace.

Polavakia is not a puppet nation. It was a nation that was completely owned by a seperate person. I can have that person login if you wish, and you can check IPs, et cetera. We don't even live on the same coasts. However, Polavakia and Attica are in personal union.

Now, I don't include Fraltis into my calculations, only their former landmass, because it was a nation created by a conglomerate of Eropian nations, and I annexed it.

OOC: I was actually kind of involved. And now several have ignored it.

ooc: um... just a single point to make... wouldn't even considering aiding Roachbusters against these "imperialists" kind of run against the... basic underlying principles of the Imperial Confederacy. If we were to become involved I would think it would be on the side of those aggressors. First order of business: In any future prolonged absence of mine, Azazia will assume all powers of adding or ejecting a nation from the alliance. Earlier in the day Parliament had been officially dissolved, and Emily Deveraux sat behind her desk catching up on some reading. Although tasked with maintaining the operation of the government there was no doubting that the pace of and tempo of her worked had been significantly altered. Unfortunately, being Minister of Foreign Affairs meant most of her time in the coming two weeks would be spent in the capital keeping tabs on the allies and enemies of the United Kingdom.

A slight rapping on her glass door brought the eyes of the slim-figured brunette away from a report on the continuing conflict between the Kingdom’s NATO ally Automagfreek and the Kingdom’s friends in the OMP. Through the frosted glass she saw the familiar wide shape of her secretary. “Come in Carol.”

The door swung open, “Ma’am, this just came in from the Ambassador to the Imperial Confederacy.” The woman handed over the short paper. “There’s been no sign of activity from our ally in Colerica within the past two weeks in the halls of the Confederacy.”

“Leaving us with task of admitting the nation of…” Deveraux glanced down at the paper, “Streleheim to us. Thank you, Carol, now if you’ll get me Tobias Heath over at the Citadel.”

The Empress was finally busy. She decided that being one of the (probably) 10 founding nations of the Confederacy it was Largents duty to stop this confederacy from dwindling any further. She immediatley sent a telegram to all work stations in the palace:

Our nation is run by a hereditary Reichsführer (note: Not Reichsführer in the National Socialist sense, but Reichsführer as in the sense of "Empire Leader"). Under him, there is the Reichstag. Then there is the Reichsrat, a five-member cabinet known as the Chancellory that is chosen by the Reichsführer, and then the provincial and other local governments. Although many choices are decided democratically in the Reichstag (Parliament), the Reichsführer has the choice to override the Reichstag's decisions as does the Reichstag with the Reichsführer's.
