Pernica Wishes to strike deal with Callisdrun for North California

“You mean it light on fire? Clean it up god damnit, don’t call me until you’re finished!” he screamed, “That’s the fourth time this month…” Michael Adams Minister of Foreign Commerce of the nation of Pernica mumbled as he hung up the phone. During the past few years the growth of Pernica’s economy has grown in leaps and bounds. Last year it was reported that the GDP had risen 7.7%. The demand for Pernican goods in Asia had grown equally as fast as Pernican demand for Asian goods. He picked up the phone and suddenly hesitated but quickly dialed the code for the President of Pernica himself for the first time in his career. “Mr. President” his voice cracked, “God Damnit” he thought as he heard a small chuckle on the receiver and his confidence was shattered. “Who is this?” The voice demanded. “Sir I’m Michael Adams, you appointed me a few months ago to…” he was interrupted by the deep intimidating masculine voice, “yes yes, Foreign Minister of Commerce, I was about to call you myself” Michael let out a deep breath and began to recollect himself. “Sir, as you know in the past few years our activity in the global economy has grown significantly.” He paused for a moment, happy that he had managed to get off a sentence. “Our ports have become so congested with incoming and outgoing ships that I just received my fourth call this month about a collision between a Cargo Ship returning from Alaska with raw materials and barge carrying primarily Hello Kitty products… and more Cambodian rats.” There was another awkward pause, “and now it’s all on fire.” He quickly added in hopes of it not being heard. “Well to cut a long story short Pernica needs more waterfront property on the west coast. If we don’t get access to significant number of ports on the American coast we might start seeing a decline in trade as we seem to be acquiring a reputation for our congested port and dangerous ports.”

The President was in a hurry he had just installed Half Life 3 on his computer, he had heard what he needed and now he needed to end this conversation. “WHAT DO YOU MEAN IT EXPLODED?!?!” he heard a shriek on the other line and quickly hung up. The President sunk into his chair and glanced at the huge world map across the wall of his office. “Pernica needs more waterfront property” he thought to himself, “I can’t just let this countries new found trade with Asia simply shrivel up and die” he continued. He went back to playing Half Life 3 and realized half an hour later that he held the highest office of government in all of Pernica. His gut instinct was to simply invade Northern California but he just had a feeling in the back of his head telling him that it wouldn’t end well. North American Allied Nations Pact would definitely not respond kindly to an expansionist claim.

What could he offer to this liberal seemingly socialist nation? He would need to consult with an advisor. He walked back over to his desk, opened up a drawer and hit a series of numbers on a number pad. Suddenly a section of the wall opened, revealing a long haired man wearing tie-dye clothing in a small cage eating a Veggie burger on organic bread. “I’ve never asked for your help before” the president said nervously, “but you’re the only one that can help me now.” The strange creature kept eating, “you see I’m kind of having a crisis here. I have to negotiate with a liberal nation in hopes of the addition of a new piece of land essential to Pernica’s survival.” The strange being stopped eating, it startled the president and he walked backwards to the opposite side of the room. As he did so it just stared at him smiling happily and slowly pulled out an empty Ziploc bag. It held it in the air for a few seconds and then began to shake it. At first the president did not understand but suddenly remembered a habit reading about a habit of the liberal hippy creatures involving a type of plant, he couldn’t remember what, “Marginua, Canablis?” he thought, It had been so long since Pernica had a drug problem he couldn’t remember the name. He nodded in understanding to the creature and it nodded back and then began eating it’s veggie burger again. Still not sure if he had made any headway he tip toed back to his desk and tapped the keypad and closed the wall up again.

“Maybe I should just invite Callisdrun to send an ambassador to see if we can work out some kind of agreement or deal” he thought to himself. He walked back to his computer and began typing a memo to be delivered to Callisdun immediately…

The Emperor was in his office when the news brief came in concerning Northern California. This is ridiculous. How many nations are going to act up this week. He buzzed his secretary to call the Minister of Intelligence, Foreign Affairs, and the Joint Chiefs. They were there within the hour.

"Gentlemen, it is most unnerving that we have to meet four hours prior to our original time. As you can see from the docket, Pernica is placing significant pressure on Callisdrun to hand over Northern California. I am aware that Callisdrun is a liberal nation by all respects but we do have an alliance with them as they do support and assist with our anti-drug policies. However, we are currently in hot water down in Venezuela and have a significant force deployment in support of North Germainia and such could be long-lasting. However, we cannot stand by and let Pernica push around an ally of the Empire of Layarteb."

"Sir," the Minister of Foreign Affairs spoke up, "Callisdrun has yet to contact us with regards to this situation but it is most certain that they will in the next few hours. We must be prepared to answer their questions and requests immediately and without delay."

"Yes we must. That is precisely why I want to hear our options." The Emperor sat down and that was the signal for the rest to speak their minds.

"Well sir," the Chairman of the Joint Chiefs spoke, "military action is possible and we still have plenty of forces that can be deployed. Callisdrunian Northern California is not far away but air passage rights would be next to impossible to secure for all of those nations with the exception of maybe Celtayoshi but that would get them indirectly involved with the conflict and I doubt they want to be. Our canal through Ynoga is only about forty percent complete so we would have to use the Panama Canal to deploy naval units, possible as it is under Colodian control. It would put us on a logistical problem but not much different than we have in assisting North Germania. Perhaps we should try some diplomacy on the first route this time than deploying forces immediately. However I do not object to getting a fleet ready to sail with the intention of defending Northern California."

"Admiral, what fleet would be the most ready to take the job?"

"Sir, the," he shuffled through some papers and pulled out a well-written memo, "the Eighth and Nineth Fleets can sail within one week. They have a total of four Enterprise battle groups, two Nimitz Battlegroups, two Amphibious Attack Groups, and a Vampire Class. That would be more than three times the amount of firepower we have deployed to assist North Germania."

The General of the Air Force interrupted. "Additionally, we could fly from Ynoga as we have two airfields ready but it would certainly be a long and nearly unnecessary trip unless we could secure fly over rights for a direct route it is just as problematic as flying over Celtayoshi."

"Very well. And of army units?"

"Sir," the General of the Army cleared his throat, well prepared and having his information memorized. "Sir, we can put two Cavalry Divisions and two Infantry Corps, a total of some ten thousand vehicles, tanks, IFVs, APCs and just over three million soldiers. Not to mention helicopters and such that could be deployed directly to Callisdrunian Northern California. We would have, at that point, we still have over half of our army forces still available, some of which will not be deployed because of defense of our own land. We could deploy probably the same number again if necessary, boosting everything by double. It would be logisitically difficult."

"It would be. It is good that we have such a surplus in our defense budget. Alright I want to hear more options. What else do we have?"

"Well sir, Special Forces can wreck havoc on Pernica left and right. We will certainly be using them. Additionally I don't doubt that our submarines could put significant pressure on Pernica. A single SSBN has enough firepower to eliminate virtually every major city. Finding out it came from us would be most difficult as we would certainly not make the presence of an SSBN known nor would they be able to detect one." The Minister of Intelligence concluded.

"Very well. I believe that we shall do the following. First and foremost, send a message to Callisdrun and ask if they require our assistance. Second, issue a general statement to Pernica that such insolence will not be tolerated and any attack or move against Callisdrun in Northern California will be regarded as an attack upon the entire Empire of Layarteb. Thirdly, get a message to Callisdrun, Colodia, and Celtayoshi as to the possibility of membership of Callisdrun into the North American Allied Nations Pact. Fourthly, get the Eighth Fleet ready to sail and put them to sea immediately, destination Northern California. Get the Nineth Fleet up and into the south Pacific, on the other side of Ynoga, call it an exercise in training."

"Very well sir." The men left the room and it was done.

Considering that Colodia holds Southern California, it would be a big loss for a nation to attempt any hostile invasion north of our Californian border. A loss...perhaps...of the leader's head?

Too far? Perhaps. But remember that I am a member of the North American Alliance (wait...that's the name right Layarteb?) and that me and Layarteb will pound you in Northern California. Hell, I wouldn't mind taking the rest of California for Colodia, if not for only a few days.

OOC: I was unaware of a relationship between your two nations. Where was this discussed an announced? (and if I did choose to go to war how do you fight the Earth II moderator?) As I was unaware of any alliances formed with the nation I wanted to take land from I will with draw and rework this RP. We need to really make all these alliances made out in the open otherwise small wars like these turn into massive ones just like in WW1 over small amounts of territory.

OOC: secondly I was trying to form a North American alliance and no one responded to the thread. I'm sure I just destroyed my chance of joining but Layarteb could I RP entrance into the alliance?

Our relationship has been going for some time now. It need not be announced but if it needed to be, my factbook post, around here somewhere, has Callisdrun listed as having an embassy in my nation, meaning he is an ally in one way or another. And secondly, just because I am the moderator of Earth II doesn't mean you can't RP. I will uphold whatever decision comes out, regardless of if I agree or not. You could try to join the North American Allied Nations Pact (yes that's it Colodia, lol we couldn't decide on the name for how long!) but honestly I wouldn't vote for your entrance and I don't think Colodia would either as you can see from his post.

OOC: I'm still trying to straighten out what the Callisdrun/California relationship will be, as some aspects of my usual Callisdrun RPing are not really suitable for Earth II RP (vampires, pagan majority, weird language, some customs, etc.)
Oh, and btw, Callisdrunians are liberal socialists, but not hippies (quite militaristic). For now, California and Greenland are nominally independant states, though their foreign policy is dictated by Callisdrun, obviously. I didn't anticipate having to deal with a crisis this soon.

Will Burton sat at his desk in the temporary capitol building of the newly re-founded California Republic, which was also the city hall of San Francisco. His group, NorCal Unity, had been intending to use the state capitol building in Sacramento, but it had been heavily damaged in the conflict over re-organizing the government. It would not have been possible without outside help, so as it was, California was now a "vassal" of Callisdrun, and thus, bound to the same alliances as this weird nation. He had only reluctantly agreed to this provision of Californian independance. However, considering the paper on his desk, this might not be such a bad thing after all.

When he accepted the job of interim Secretariat, he was thinking that his duties would consist of simply getting the government running and jump-starting institutions that had existed shortly before. He had no idea that a foreign nation would try to annex the state. A more organized military than the militia that had conducted most operations of late was needed.

Though Callisdrun was still officially California's protector, they were already embroiled in a war, and would likely have few forces to spare for California's defense. However, they could provide arms and funding to their "vassal" (Will Burton hated that term), and Callisdrun did have allies. Burton checked his watch, to find that it was quite late. As he walked out of the building to the parking garage, he looked back to see the city hall/temporary capitol building, which had remained largely unscathed in the recent tumultuous times.

When he got home, he typed out messages to the nations that the current matter concerned.

"To Pernica:
California belongs to those who live here, though we retain 'vassal' status to the Constitutional Monarchy of Callisdrun, and thus have the same allies. It has come to our attention that you have been eyeing our nation with the intention of annexation. No deals shall be made now, or any time in the future to cede our country to any foriegn nation, including your own. We suggest that you look elsewhere for more territory, for it is not to be found here. We are very safe in saying that any act of aggression towards California shall be regarded as such by us, Callisdrun, and our allies. Have a nice day.

-Will Burton [signature]"

He then wrote one to Callisdrun's, and hence California's, ally, Layarteb.

"To the Emperor of Layarteb:
As you already know, we have of late been somewhat threatened by our northern/eastern neighbor. As we are allies due to California's status under Callisdrun, should there be military action, your assistance would be most welcome and appreciated. We know that Layarteb and Callisdrun have quite good relations, and we wish that it may be so with Layarteb and California as well.

Hoping that the neighbors on the southern border might be more friendly than Pernica seemed to be, Burton wrote yet another letter.

"To Colodia/Colodian Southern California:
We most earnestly request your support in the matter of Pernican claims on our country. We are Californians, you are Californians, and we would greatly appreciate help should this crisis degenerate into an armed conflict.

After this, he phoned the government of Callisdrun. Quickly, Callisdrun, too sent messages to nations concerning Pernica's claim on Northern California.

"To Pernica: This does not amuse us. Northern California is now nominally its own country, though we claim them as our vassal. We are perfectly willing to send a diplomat to discuss this, but only on the condition that a Californian representative also be present. Do not expect to gain much, if anything.

Layarteb was also contacted.

"To the Emperor of Layarteb:
We have both benefitted from good relations between our nations. We are not close to California, and we are also embroiled in a war, so unfortunately will be able to spare little besides the couple divisions already in California. Your help in maintaining our vassal's current status would be a great relief.

A similar message was sent to Colodia, requesting support for Northern California.

OOC: Callisdrun proper will not be involved if this comes to war (which I hope it doesn't, at least not a big one), though it will give California arms and such (tanks, guns, etc.) and a couple divisions are in California. California is pretty much independent, though beholden to alliances with California. Kind of a protectorate.

"Who the hell leads our intelligence organization?!?!" the President bellowed upon receiving Callisdrun California's response. "A Mr. Charles Wally sir", his secretary answered. "Have him fired! WAIT... no have him brought to me" the president reconsidered. "Uh yes sir" the secretary immediately grabbed the phone and with in minutes Mr. Charles Wally sprinted in to answer the President. "Yes Si-" "YOU’RE FIRED!" interrupted the president while adding the infamous Donald Trump hand motion, "I've been reviewing the basic info you've supplied me on Callisdrun California and it's completely wrong! You've made an ass of me in the international community!" the president banged his hand down on his shiny cherry wood desk. "Sir I can assure you my best agents did everything they could!" pleaded the cowering Head Intelligence Officer. "They're all fired too god damnit!” the president grabbed his simple World Almanac from published by Brookington Books. "This book" he shook it violently, "published and marketed to the public has more useful information then any of this bullshit you guys write." Charles stood there silent, completely unknowing how to plea his case. He began to try and speak but tripped over his own words because he had nothing useful to say. "Let me read you some of the crap you guys wrote..." the president flipped through a few pages, "AH yes, here we are... Callisdrun, based in Greenland is ruled by Rick James whose military consists of Risk pieces. Callisdrun California is ruled by Comrade Zombo who cannot speak but only sing and rules over the people with an oppressive iron fist. The people are lazy, complacent and strict vegans who value dogs more than humans..." the President stopped there and through the report at the Intelligence Officers head. Charles blocked the binder and smirked. Upon realizing he wasn't hurt the president began throwing other things he could find on his desk. Charles bolted out of the door but not before feeling the wraith of the President's coffee mug. Before Charles could rise back to his feet he was grabbed by two menacing formal dressed men who dragged him back into the Presidents Office. "What would you like done with him" one of the men asked as Charles squirmed. "Just have him beaten... severely." The two agents looked happily at each other and dragged the screaming intelligence officer away.

The president grabbed his favorite pen with one of the little troll things on it and wrote on his to do list, “restructure intelligence agency.” He sat there for hours pondering how he could manage the damage done to Pernica’s reputation and still manage to get access to ports connected to the Pernican mainland. The shortage of Hello Kitty products had caused several riots across the nation. Perhaps the simplest solution would work out the best.

TO: Callisdrun

The nation of Pernica apologizes for its original request. There was a small glitch in our intelligence that we have fixed with delicate care. However despite our intelligences incompetence the fact remains that Pernica requires more ports connected to the Pernican Mainland. We ask that you allow Pernican bound ships access to several of your ports. We then wish to construct a series of international interstates and Maglev Railroads to move the goods to and from Pernica. We will construct and maintain these means of transportation and will allow Callisdrun to over see construction. These facilities will be open to the public of Callisdrun. We have noticed that massive overcrowding in the area has lead to a job shortage and promise to make half the work force of these highways Callisdrun and will pay them 50% more than the average individual income in your nation. These are simply the basics to Pernica’s proposal, and will remain open eared to all reasonable demands.
