The Republic of Serconea, wishes to start a space programme.
It has the satellite, it just lacks the launch vehicles.
Is there any storefront that sells non-military space rockets?

My space programme budget is $1bn per annum, of which half is for acquistion.
I can pay in installments.
I'm looking for something that can launch about 5 tonnes into geostationary orbit to start with. An Ariane IV or V is something along the lines I'm looking for, but I'll happily take US or Russian rockets.
