Civil Rights Summit

The People's Republic of MassPwnage would like to host a Civil Rights summit to discuss the state of rights of non-humans and humans alike in the world today possess.

This summit will be held on the grounds of the Leader's Palace. Any nation that chooses to attend may.-The Great Leader Li.

Alright, here are some ground rules:

1.) Maximum of 5 armed and 10 unarmed people from your nation allowed, including yourself.

2.) You will be staying in the Ambassador's hotel (ultra,ultra luxury), or if you prefer, a rented house in the suburbs of our capital.

3.) Don't bring use your own methods of transportation within our borders, we will provide transportation for you.

4.) No breaching our legal code, we haven't had a crime here for as long as we can remember and we'd like to keep it that way.

5.) Espionage is allowed, but keep it reasonable and no assassinations either.

Ah, this is why I said that every nation could attend. We're not all perfect are we? Besides, retention of loyalty rate among my military is essentially 100% and they are allowed to leave after serving 20 years should they choose, although nearly all stay.

The Foreign Minister of Ronius Vigilantes arrived in extravagant fashion, his red and blue stratoplane landding in a lake. Before he stepped off his bodyguards and enourage filed onto the speedboat attached to the plane, and then the Foreign Minister himself, garbed in vibrant red robes and blue boots, walked onto the boat. Upon landing on the shore, he was kindly escorted into a transport vessel provided by Masspwnage, and headed to the luxury hotel at which he would stay. He had scheduled a meeting with the Great Leader Li several hours before his departure, and eagerly anticipated meeting him.

The Great Leader simply walked out of the gates of the palace. The day was good today, a pleasantly muggy 105 degrees Fahrenheit. Life was good, he'd take a walk before greeting the other representatives though.

"Crap", he muttered. He had to greet the Ronian Foreign Minister. Oh well, he turned back towards his palace. The summit, or much of it, would take place in the meeting rooms of the Diplomacy Hall on palace grounds. Meanwhile, everyone should be arriving at this point, so he'd better get prepared.

I would like to attend, but would perfer to rent a house. We, being me, my husband, my son, his nanny, and two armed body gaurds, will be ariving tommorow. We thank you for holding this summit. My people, a mix between Humans and Rinturans, live peacefully with a great ammount of civil rights, and it is my belief our ideals will be helpful in the summit. Hopefully we can get some good done.

The flying boat, Platypus 4, skimmed across the water's surface as it landed near the coastline. The plane was outdated, but its combat abilities shouldn't be needed here the crew hoped.

Speaker Benjamin Debs arose from his seat. This was the first time he had ever been outside of Shanagolia, but his apprehension was overcome by a sense of duty. "The people of Shanagolia need me. I will represent them to the best of my abilites. After all, that is what they elected me for," he thought as his one of his bodyguards beckoned to him. The small dinghy they had was ready to launch for the shore.

He took one last deep breath before boarding the tiny boat that would take him to this new land.

Seeing as I am an arboreal squid a plane would probably not be a good idead for transporting me. Simply because my physiology prevents me from sitting in an airplane for extended periods. My skin is torn off and that hurts alot.

The 2 heavily armed bodyguards, both humans were waiting for the dinghy. Their air-conditioned infantry armor protected them from the heat.

"Right this way." Debs was motioned into a limousine, which took him to the Imperial Palace. The capital city (unnamed for some reason), was clean to a bizzarre fault and downright uncity like, despite the skyscrapers and glass and concrete. There was no smog, there were no beggars, nothing that made a city, citish.

The Limousine stopped at the Imperial Palace and The Great Leader shook hands with Debs, he hoped he didn't squeeze too hard though, experience with humans told him they were quite fragile, oh well, the cracking he heard was minimal.

In the distance, a small red plane-like craft appeared. It was essentially a cone shaped compartment with two wings bent over like a bird of prey. On the ends of the wings were two round jet engines. As the craft neared its landing spot, the wings raised slightly and the jet engines rotated, pointing down. The craft gently lowered itself to the ground as landing struts deployed, and came to a halt with a light 'thud'.

The jet engines whirred for a while, and finally shut off. The wings raised to their highest points and a ramp at the rear of the red flier opened. It lowered to the ground, clanging as it hit the hard surface. The inner-side of the ramp formed a staircase, which a large figure stomped down.

Captain Grak slammed his metal boot to the ground and looked around. At eight foot high, his muscular build made him a very large figure. His large, green head had a powerful jaw line, his teeth large and vicious-looking when he opened and closed his mouth to get a taste of the air. His long snout meant that his yellow eyes sat slightly on the sides of his head.
He wore thick metal armour, silver in colour, with elongated shoulder plates. The armour was complete, with the only breaks being the joints at the waist, armpits, elbows, wrists, knees and ankles. A thick, brown, leather belt covered the waist joint, holding a small black fabric wrap-around in place. It also held a large pistol-shaped object in a holster.

Two more similar figures stepped down, holding very large rifles. They too were large, but their armour was black. And then two even larger figures jumped to the ground. At nearly nine feet, with huge muscles, the Gerash loomed over their Ghargonian masters. They could snap their necks at any time, but they were too stupid to figure that out. They held even larger versions of the rifles held by the smaller Ghargonians.

Finally, two Ghargonians stepped down to the ground. They too were large and powerful looking, but not as much so as the Gerash, and they didn’t wear any armour like the others, or carry any weapons. They wore only white cloth wrap-arounds held up by a leather belt around their waist, much like the one worn by Grak. They appeared to find the temperature uncomfortable but made no issue of it.

As the civilians stepped away from the ramp, two other figures wearing some electronic devices around their heads looked down. They shouted something in a gutteral language, a series of grunts and roars, and Grak looked up and shouted something even louder back at them. The two appeared taken aback, but nodded and disappeared back into the flier. The ramp started to whir as it closed back up again. A small rotary gun mounted underneath the flier span around to guard the ramp, ensuring nobody attempted to get in.

"I smell humans," Grak grunted in Ghargonian as he sniffed the air. "We should wait here for instructions. Guardians, watch our backs."

The two larger Gerash nodded and turned around, panning the area with their rifles casually.

Debs peered up at the Great Leader and smiled faintly. His hand burned with pain from the handshake he had just recieved, but the pain did not register on his face. When one has spent as many years in a torture chamber as he had before the Revolution, pain becomes meaninigless.

He quickly pushed his spectacles up from the tip of his nose and said, " What a lovely city you have. The cleanliness of it is breathtaking, almost to the point of terrifying. If I didn't know better, I'd say no one lives here."

Behind Debs, his advisor shook his head in embarassment. Debs was not known to be a man of fine words. Funny, really considering he was the spokesman for the Shanagolian government.

Grak tapped his metal boot on the hard ground impatiently, throwing his long head sideways as he looked around.

"I smell humans but I don't see them," he called, in English this time. "Come out, come out wherever you are! I promise these Gerash won't eat you!"

"WRONG PLACE!" came a shout about 300 yards down the beach.

2 human soldiers and their lizardman captain (full blooded) ran over to the Ghargonians.

The Lizardman captain could look the Gerash in the eye.

"Welcome to the People's Republic of MassPwnage, we'll escort you to the limo."

The Ghargonians were driven to the palace.

Meanwhile, the Great Leader allowed Debs to enter the conference chamber.

ooc: someone else start, i can't quite be on for quite a while. Also, my leader's taller than Captain Grak.

Dek'ra Ong manuevered the tiny ship, which was shaped like a black orb with many tendrils hanging from it, into position the landing strip. He climbed out of the ship and stretched his tentacles before glancing around.

His long grey body was at least ten feet long and he hopped down from his ship and began knuckle walking on the pavement with four of his tentacles while the other four were constantly moving in the air around him. Like he was ready to be attacked.

"Yes, of course people live here. We just have stringent anti-littering and environmental protection laws." the Great Leader Smiled and let his forked tounge slither out of his mouth. The Great Leader tasted old trauma in the air... The Shangolian foreign minister had spent many years doing some painful activity, no wonder he didn't cry out when his hand was basically crushed.

He sent Debs on his way and turn to greet captain Grak. Grak was thicker and stockier than he was, but not as tall and his tail was definitely not as long. The 2 Gerash were about as big as fullbloods, but didn't appear to be too smart, mostly just grunting and following orders. He shook Grak's hand, not bad, at least there wasn't any cracking.

Meanwhile, 2 soldiers approached the Squid and carefully led him to the palace.

Dek'ra waved at the soldiers with one of his tentacles walking towards them. His long war tentacles floating on the air forever ready.

He made a quick gesture at the ship and muttered something in a high-pitched language. A tiny ape like creature rushed out of the ship and stood beside Dek'ra. It raised itself as high as it could and began.

"Because of the complexity of the Squibbon language my species have evolved in a symbiotic relationship with them. We are their communication and translators to the outside worlds. Well usually. It is hard for them sometimes to make more ape-like sounds. Because of this dilemna many never learn more than two or three apeish languages. Dek'ra does not know English. Oh...How rude of me! My name is Chak'kwa'trong. Although most of my fellow apes call me Hra."

Hra rode on Dek'ra's back into the palace. He waved at Commander Grak then Dek'ra lifted him off and began quickly conversing with him. "Twa oong nnnnnnnn." It kept going except that nobody could quite make out the proper sounds that were being made.

Hra nodded and made several strange watery sounds. He turned to Commander Grak and in his best Ghargonian said. "Dek'ra presents his greetings and hopes that all your hunts are happy ones."

Grak almost took the handshake as a challenge, and was about to try and yank the lanky reptile's arm off when he noticed similarities in this gesture and those humans used to greet each other formally. So he settled for just shaking it.

"The Imperium greets you," he growled in English. Due to the nature of their voices, their tone always seemed growling and angry, though he hoped people who didn't know didn't take it as a challenge. "The Ghargon sends his regards."

Grak looked around at the Gerash, who were gazing around with disinterest. Well, they were interested in something at least; he followed their gaze to see some forms of animals milling around.

"You two, control your jaws," Grak snapped. "Or I'll feed you to a Verkosaur when we get home."

The two Gerash snapped back to attention.

"Do you have raw meat?" Grak growled at his hosts. "These two haven't eaten in a couple of days due to training commitments, and frankly, I could use food as well."

"And I," one of the civilian Ghargonians chimed in. The other civilian nodded. The two Ghargonian shocktroopers said nothing, standing stiff and aware, their black armour gleaming. The two Gerash just had dopey, hungry expressions on their faces. If they weren't carnivorous brutes, who wouldn't hesitate to go on a killing rampage if their Ghargonian masters weren't present, they might actually have been quite cute.

"This is Government Flight JRV-AW 12B, we have onboard the Right Honourable John Hunt, Minister of Foreign Affairs and Trade to his Excellence the Chancellor of the Republic of JRV. He is accompanied by a staff of eight, with an armed Diplomatic Protection Service escort. We have come in peace and are prepared to comply with any measures."

IC: Debs peered around the room in awe. "I haven't seen so many fantastic creatures since my experimental days in college. Even the platypus seems faint compared to them!," he said to his advisor, James Harlo.

"Indeed, sir. Never the less, I think we should mingle amongst the dignitaries. We are trying to abandon Shanagolia's isolationalist policy, after all," Harlo responded.

"You are right. I do believe that I will go over there and try to talk to the Squibbian dignitary," he said. After saying this, Debs quickly scrambled over to Dek'ra and attempted to start a conversation. "So is this your first visit to our planet? If so, you just have to try our food. I swear, you'll love it."

Harlo covered his face in embarrassment after hearing this. "No wonder we were isolationist," he thought.

"Har har har harharhar!" Grak boomed. He placed a clawed hand on Hra's shoulder and shook him merrily. "Very well, fellow; I shall not eat him!"

He tooked the rabbit though, and looked it up and down curiously. He placed his snout near it and sniffed, then held it up as though triumphant.

"It's not a wildercat, but it'll keep them happy," Grak shouted. He looked behind him and tossed it at the Gerash. "Share it!" The Gerash quite happily devoured it within a couple of bites.

OOC: I'll be building a car and selling a computer over the weekend, so I won't be able to reply until about Sunday afternoon. Though if I can, I will.

"Raw meat..." the Great Leader motioned to one of the hybrids, who excused himself. He came back later with a dead rhinoceros on his back, which he tossed at the Gerash's feet. The Gerash looked almost cute, but of course, they were violent. So was their commander, who obviously expressed a desire to do him so violence, oh well then, he would enjoy the national sport.

Meanwhile:

"Government Flight JRV-AW 12B, you have permission to land. Our forces will escort you to the palace."

"Har," Grak snorted, looking down. "This is more like it. Guardians! Take this to our domicile."

He watched the Gerash haul the feast away, and then looked over at the Leader.

"I wonder, when are we to get down to business?" Grak growled in English. "And what is there that I can busy these Gerash with until then? They get restless sometimes, you see. At our colony we could keep them occupied with extensive training, but here that will not be possible."

The Great Leader smiled again.

"We'll get down to business as soon as the last person, one John Hunt from the nation of JRV arrives. Meanwhile, as for your Gerash... Maybe they can use our training facilities."

The Great Leader snapped his fingers, a female hybrid stepped forth.

"Maia, see if these 2 Gerash can catch you."

Meanwhile, 2 soldiers led John Hunt to the palace.

Debs turned sharply and grinned at the Great Leader. "Fortunately, no."

He hesitated for a moment while choosing the best way to describe the situation. "The former regime used them quite extensively, but since the Revolution we have shut them all down."

He hesitated once again with a slight hint of past pain in his eyes. "Good riddance! I was held in one for over four years, and I can not even begin to describe the things they did," he shuttered upon saying this. "Nearly every Shanagolian lost a loved one in those pits."

The Great Leader's suspicions were confirmed. Hmm... oh well then.

"Then it is fortunate that your old regime collapsed."

"Alright then... we should get to the conference chambers, JRV's ambassador can show himself in. Meanwhile, just follow me." He began walking.

Debs began to follow behind Li and was amazed at the sights he saw as he passed through the palace. The roaming animals, wild plants, and immense size had seemingly failed to make themselves noticed to him earlier.

"Quite a place," he said to Harlo as he walked beside him.

"Yes, sir," Harlo replied jokingly. "But don't get any ideas. You know the taxpayers don't want to build anymore palaces."

"I know that! I'm happy with my 2-bedroom flat," Debs responded. "But there are all those historic castles..."

"Shhh, sir. This a dignified occassion," Harlo replied as they conintued to follow the Great Leader.

The Great Leader listened. A 2 bedroom apartment? Oh well, some governments don't value their employees much. Meanwhile, if that Mil's Parrot (Parrot that actually can talk instead of just mimicking) would stop shouting obscenities, maybe the atmosphere would be a little bit more pleasant, oh well.

The conference room was a long, well lit U.N style hall thinggy, with much plusher seats, and a clear polycarbonate/lexan dome for a panoramic view of the outside jungles. The Great Leader sat down near the podium and waited for everyone else to enter.

Grak entered the large room, followed by the two civilians, looking around at all the decorations. Better than the bare stone of the Imperium Palace, he supposed.

He looked down at the chair and snorted.

"Ridiculous..." Grak sighed. He almost tore away the cushions from the chair but decided against it. He clicked a button on his wrist and spoke into the air.

"Gerash, bring a proper chair from the flier," he commanded, kicking the chair he'd been given out of the way. After a short time, one of the two Gerash walked into the room and slammed a bare metal chair to the floor. He saluted to Grak and left the room again.

"This is more like it," Grak grumbled to himself, sitting down. The two civilians looked down at their own chairs, slightly annoyed, but shrugged and sat down. They fidgeted uncomfortably, but finally sat still.

"We are ready!" Grak bellowed.

Upon finishing this, Harlo leaned over and whispered something in Deb's ear. After a few seconds, they parted and Debs continued, "My advisor has just informed me that we do indeed have a criminal justice system with extensive rights for the accused."

He hesitated for a few moments before continuing, "It includes warrants, rather tedious trials, and extremely calm interrogations. If you want I could go into further details."

"Criminals?" Grak asked. "Depends on what you consider a 'criminal'. For example, under Ghargonian law I would be within my rights to kill this male here if I believed he was too weak to fulfil the duties he has been given."

He looked at the Ghargonian civilian next to him and grinned, flashing his curved teeth. The civilian appeared uneasy, and probably for good reason.

"If I killed him with a weapon, such as a plasma pistol," Grak continued, "I would be fighting with dishonour, and would be executed. Most choose not to kill, but rather, to educate and humiliate, however."

"I should elaborate for my less eloquent Captain here that execution is the only punishment in the Ghargonian judicial system," one of the civilians chimed in quietly. "Thieves and traitors are both equally dishonourable and deserve to be killed in a dishonourable manner. Stealing for nothing but financial gain and betraying ones' people is rarely a show of strength. It is a show of laziness or weak-mindedness. And these sorts of people are nothing but detrimental to our respective societies, wouldn't you agree? Of course, a dishonourable death can only be carried out if there is sufficient proof to convince a panel of judges that the crime actually occurred. Camera footage, genetic data, an acceptable number of witnesses with identical statements are all acceptable formats of proof. And if such a crime can be proved, it shows even more weakness on the part of the criminal -- not only did they carry out such a dishonour in the first place, but they allowed themselves to be caught. What sort of beneficial influence could such a person bring to the rest of his people? Cannon fodder for the Imperium Guard I suppose..."

"There is no honour in such a practice," Grak shook his head. "More importantly, there is no benefit either. What if such activities, which would undoubtedly condemn innocents, were to condemn strong warriors or intellects? How would their deaths be beneficial, if they had done nothing wrong? If anything, killing the strong for no reason would be detrimental. Powers who do such things are weakening themselves, and the weak invariably die."

Money is power in capitalist nations, and thus, the wealthy government and wealthy individuals can hire competent lawyers, all of whom memorized all the many loopholes in their laws and make sure only gullible idiots whose emotions are easily manipulated are picked as jurors. The problem therefore lies in manipulation of the law."

The Great Leader survyed the others for any then continued.

"I personally have more admiration for those nations that round up people and shoot them without trial, at least they're honest about their intentions and don't intend to manipulate laws created for an honorable purpose to their own sick ends."

"You bring up a good point," Debs began. "My nation outlawed capitalism a number of years ago, so we do not suffer from its many flaws. However, we knew that with the death of capitalism in our land, we still needed some basic legal system. The capitalist syatem works just fine, but the wealth and power inequities inherent in that system hinder the laws' effectiveness."

He paused for a moment before continuing, "Anyone back to what I was saying earlier. Our police force has strict restrictions placed on it to insure privacy is protected. None of us want an Orwellian state."

He smiled and went on. "We also insure that everyone receives a fair trial even for the most pathetic of crimes. After all, everyone deserves a chance to defend themselves. Our questioning techniques are fairly docile. We do not torture or abuse though I'm sure there is some "good cop, bad cop" techniques being used. Finally for the convicted, we simply seek to rehabilitate them in order for them to one day return to society. It works fairly well though some people can never be "fixed."

Unfortunately, as it painfully obvious sometimes, the more rights citizens have, the more difficult it becomes to govern them. Depending on how any given politician views his or her job, this is either a good thing or a bad thing. A politician who aspires towards total control and ease of government will see rights as a bad thing, and a politician who views him/herself as a servant of the populace at large will see this as a mostly good thing, but still, it makes the job all the more difficult."

Oh, you are right, it is harder to govern but, it can still be easy if you pay your politicians enough and have a hell of a lot of them. But.. removal of all rights would be an immediate bad thing but... over time the people would forget that its possible to even have these rights and then the people grow happy as they learn to accept their limited rights..... But of course the international community does not like this...

OOC: The Gerash will be milling around outside, having a punching contest or something equally dumb while keeping an eye on the entrance to the conference to make sure nobody threatening gets near Grak and his aides. Looking like a hybrid of a space cruiser and an old pirate ship, the Pax Enemy Zero transport ship flies in to view from beyond the horizon. On board the two leaders of the nations of the Pax sit and talk about their internal politics. Supreme Emperor Isseffi, the leader of the nation of E-Rokk sits to the left of a small table wrapped in his bright blue ceremonial robes. Though he is young in years, he is more wise them some of the oldest creatures in his great nation. To the right of the table sits Grand Admiral Vezzix, the leader of the Pirate Confederacy of Avast. Emperor Isseffi sits drinking a strong liquor that is honey green in color.

EI: So Grand Admiral Vezzix, what intelligence do you have on these people?
GAV: Very little Emperor Isseffi, how ever I feel if both of our great nations can establish embassies here, we could begin a long tradition of trading with the local government that would benefit all parties involved.

Slowly the transport lands and the doors open allowing a long ramp to lower. First Grand Admiral Vezzix’ contingent of five armed guards walks down the ramp and line up on the left hand side, their glistening rapiers hanging at their sides and their rifles shouldered tightly against them. Next to march down the ramp were the five guards of the Emperor. Dressed head to toe in glistening shiny black armor, and carrying mysterious looking rifles with very large barrels, they assemble on the right side of the ramp.

Grand Admiral Vezzix exited the trans port vehicle gliding down the ramp with a confidence that comes only after winning countless battles and laughing in death’s face.
Behind the Grand Admiral was Cabin, a rag tag assembly of ten individuals, men and women, there to make sure no decisions were made with out the voices of the Avasties being heard.

Then in grand form, the Emperor of E-Rokk slowly moved on to the ramp followed by his ten favorite concubines all completely submissive to him. The Emperor, and The Grand Admiral stood awaiting the ambassador who was supposed to greet them.

"Well, if they can successfully complete such an invasion, they earned it," Grak said. "Capitalism encourages strength, and strength encourages evolution, and evolution encourages progress. The strong among us must be permitted to flourish, lest the weak drag them down and ultimately stifle the potential of your entire society. The weak must give way to the strong, surely this is the way of things? We see it in nature; the lizard that cannot defend itself is devoured by the powerful Verkosaur. The Verkosaur survives through strength. How can progress be encouraged by helping the weak, thus diffusing your strength?"

OOC: I expect the thread will pick back up again after Christmas is over; I know I don't have the time to come online every day at the moment, so I guess the other guys don't either.

The Great Leader thought back to his youth, of the bloody wars his father liked to lead from the front and of the war crimes he committed. The Great Leader's father was a cold blooded murderer, no bones about that, well, cold blooded doesn't exactly mean lacking in empathy and goodness, especially if you're reptilian. Maybe heartless was a better word. In any case, the strong endeavoring to destroy the weak only created pain. Better a policy to bring the weak up to the level of the strong, instead of causing pain and destruction.

"By discouraging progress, what I mean to say is that, by displacing the weak, the strong may waste strength doing so. Instead, the strong should work to improve themselves instead of destroying the weak."

"I didn't say the strong should make an effort to destroy the weak," Grak said. "I said the weak should not be helped. If they cannot defend themselves, or support themselves, they will die. If they can, then they are not weak after all. Give a cripple a crutch and he will lean on it, take it away and he will either fall over, or he will force you to give it back, or find his own. The latter two are the sorts of people we need in society, not the former. A disabled person can be just as valuable as a physically fit person, you understand. As if they have managed to survive without help they are obviously strong regardless of their ailment."
