OOC: Your nation's economy isn't firmly established because of its low population. When you see you have a "strong" economy, that refers to per capita GDP. It doesn't mean you actually have the workers required to be an industrial power.

That, and "strong" is considered to be a middling economic rank in this game, maybe slightly above average.

This economic calculator (http://www.sunsetrpg.com/nsxmlparser.php) is handy for determining your nation's resources. Just type in your nation's name (without the full title) in the space on the site and it'll spit out economic stats.

To get your defence budget to be something other than zero, you'll have to make decisions to expand the military when you get issues permitting you to do that.
