The understanding that peoples as a rule encounter as revolution is pronounced over is that the energy that they devoted to a regime that seemed heroic must relegate itself to mundane governmental affairs sooner or later. People who have any sense of nationalistic fervor must understand that their government is only desirable as long as it is fresh. The Unternehmer requests top secrecy in the details of the orchestrated power struggle that must inevitably occur to preserve the revolutionary spirit. The hoipolloi of the separate Empires will hereby be subject to consistent and organized governmental changes. The four imperial realms must organizedly proclaim civil war upon one another for the purposes of stability. The people of all nations will believe that civil war is upon them and that their section of the Empire is raised by Providence to rule the others from their lack of devotion to the cause that they once espoused together. For purposes above stated the annual Krebs Council will convene annually in the Kaiserplatz to designate, per feasible distribution of resources, who and upon whom war will be orderly orchestrated, and different methods of exploiting the people during such a conflict. No side is to lose nor win. Such activities as this to preserve the sense of Krebs righteousness that every citizen must feel shall not exceed in time 3 years, as by that time the mental acceleration project Operation Meta will be able to perfect the psychic institutionalization technology that we mandate as an empire. The cause of revolution against opression shall be then kept fresh permanently by allowing the minds of each person to craft reality in the way that such idealism is indefatigable.
