The People's Republic of MassPwnage wishes to purchase on the international market housing materials to make sure that its people have places to live.
No natural resources of the Republic shall be used, in order to preserve the its jungles and mountains of our great nation. We are willing to pay up to $10 billion. All labor will be done on site. All we want are the raw materials in order to build decent houses for 10 million people.

Well, that new to me. $10 Billion Seems a fair price.
We shall be more than happy to produce you around 3million houses as we take it that your nations people live in houses together(families etc)
The task of doing such a thing will take a considerable time as we have only a limited work force, but we can have 1million men building for you within 3months. We shall provide raw materials for building and transport.
To make the task at hand easier it would be helpful if your nation was in the same region as ours(Sparta)
