DA gives the USC a naval base (Closed RPG)

An elderly man sat behind his desk in his office on the Defense Department's level, his hair had turned white, he was an retired Lieutenant General from the Canadan Land Forces and had an active military career when the Canada's were still united.

"Sir, we have someone on the line to speak with you about something."

The man nodded, "Yes, come in, come in, right this way, sit, sit, we have much to discuss."

Lieutenant General Harding stood up to shake the gentleman's hand as he entered into his office. It was a couple of days since they talked on the phone, "I hope you have been enjoying your working vacation here in the United States of Canada. What is the important matter that you wished to discuss and had to meet in person?"

The man shook his head, "Hey, you're the one who came to me... Hehehehe... So what do you want?"

The Lieutenant General nodded his head, he had read documents between the United States of Canada and the Decisive Action, they planned to build a military naval base at Fabus Island in the Gulf of Mexico for the United States of Canada to have a naval presence in the Atlantic, "Oh right, though it wasn't me. I am the new Secretary of Defense. We would like to build a naval base off the coast of Fabus Island. The United States of Canada needs quick military presence on the Atlantic instead of having our vessels and submarines going through the Northwest Passage. So what do you say?"

He shook his head, "That sounds great... But the Gulf of Mexico isn't the same as the Atlantic, you know that... We also have Georgia, maybe you want a base there also yes?"

Harding itched his chin as he entered into deep thought, "Yes, however the Gulf of Mexico has access to the Atlantic. Though a naval base off the coast of Georgia will also be sufficient enough for the Naval Forces Command."

The man nodded, "Great, good then, but if you want the base in Georgia as well, we'll need something in return... We want to be able to place some early warning radar stations in Canada..."

"We can give you five hundred billion dollars for both naval bases then we will hire a DA Military Contractor for the construction of the naval bases?"

The man nodded, "Yeah, that is fine... But what we really want are early warning radar stations..."

"I am not allowed to give nations right to early warning radar stations regarding our Foreign Policy since the ending of the Cold War. Therefore, I apologize. However, we are willing to pay you ten billion dollars in total to have right for construction."

He nodded, "My Czar was most insistent that we get early warning radar..."

"The Senate will smell out the rotten fish in that, Mister Markovic. I apologize. That is the only offer I have on the table of giving Mississippi the funds for these two things. If you don't accept we'll look elsewhere."

He frowned, "Well... What if we bought some land, private citizens bought the land, for say farming... and the farms happen to contain, hidden in the woods of course, the radar?"

Lieutenant General Harding shook his head rejecting the ideal, "Non-acceptable."

Markovic shook his head, "No, come on, surely you don't mean that, right? We can reach an arrangement yes? Anything you want from our military stockpile, how about some IG-BS virus?"

“IG-BS virus?" Lieutenant General Harding looked at the Markovic, "We will not accept Chemical and Biological weapons, Mister Markovic. How about we reach an arrangement of my proposal for the naval bases?"

Markovic sighed, "Fine, just build your damn naval bases, but this doesn't help our national relations much, we should get to build our warning stations, you know that, eh?"

"I apologize, there is nothing we can do to have your warning stations built."

Markovic shook his head, "Don't apologize, just close your eyes while we move the equipment into the most remote tundra regions of Canada where nobody except a few injuns live anyway, okay?"

The Lieutenant General shakes his head in disagreement.

Markovic sighed and lit up an expensive cigar, offering the general one, "I was thinking, we could talk about oil, do you know how much oil we produce?"

"Do I look like the Secretary of Trade to you, Mister Markovic?"

Markovic sighed and slid a large briefcase under the table to the man, inside was over 50 million dollars. "Here, see if that helps give you the strength and will to argue our case for the warning stations, talk to your leaders, okay?"

The Lieutenant General told him, "I'll have it for later, and these buildings are No Smoking." Then he continued, "I am sorry, but I have to decline your bribery."

He shook his head, "Not bribery, just an incentive, okay?"

"I have to decline this transaction."

Markovic sighed, "Why? Don't you like money? Do you want to be stuck in a dead-end job in a small house forever? It won't hurt anybody for you to talk to your leader for me, will it?"

Lieutenant General Harding has had briberies in the past but always seemed to reject it, "I guess this means we will not have a naval base hosted on the coasts of your nation's territory."

Markovic shook his head, "No, you may have your bases, certainly, my Czar promised you that, and he is a man of his word... But he also wants favors returned, that means warning stations, okay?"

"I am about to give you classified information. It may only be heard by your Czar."

Markovic nodded, "Yes, continue..."

"The United States of America in the 1950s wished to build Early Warning Stations across Northern Canada for knowledge of Nuclear inter-continental government. The Dominion of Canada, allowed it. We operate eight of them that are still in existence to this day. We'll allow the Mississippians to use them with us."

Markovic bit his lip, "Yes, that is good, it's a start, but we need more. Lots more... We can work out the details later, yes?"

"We do not wish to have anymore built but we are willing to make them each a military installation, however they'll have to have the USC's Flag."

Markovic frowned a bit, "Surely you can meet us halfway here, yes, just let us build embassies and consulates in the middle of nowhere in the tundra of northern Canada, what we do there is our own business... We'll pay fifty billion per embassy, we want four embassies..."

"We do not allow embassies built in unpopulated locations."

Markovic smiled, "Ah yes, but it would be populated, the surrounding area would be home to embassy staff wishing to live outside the embassy, they'd live in mobile homes or prefab homes, something like that, eh?"

"Sorry, I have to say no."

Markovic sighed, and slid the keys to a 500,000 rare MS manufactured car. He smiled, "Here, it's yours..."

"As I said before, I do not act kindly to bribes."

Vladimir smiled, "You're an older man, yes? How old are you exactly?"

Lieutenant General Harding sighed, "I'm eighty-three."

Markovic smiled, "So you don't get too much young pussy at your age? Want some? I could arrange it..."

"Sorry, not interested. Nor can you persuade me. I am a man of my word. So stop trying to change my mind through your bribery."

Markovic nodded, "Okay, so what will it take for you to sign our deal?"

"We give you what I proposed for the naval bases and no early warning stations will be built on Canadian soil, there will be no 'settlements' of Mississipians in the Canadian tundra, nor will there be 'embassies'. We'll give you ten billion dollars in exchange for the right to build two naval bases. One at Fabus Island in the Gulf of Mexico and the other on the coastline of Georgia. Do I make myself clear?"

Markovic yawned, "Listen here, old man... You don't make yourself clear to anybody, you're an old worthless shit who is dying and doesn't know it, I've been more than nice with you... Do you know what my role in the 1984 Civil War was? Do you? I was the captain of the guard for the president, a man I was tasked to guard with my life, I blew the fucker away, emptied an entire magazine into him, it had to be done, for the National Front and the white race... We need those stations, and don't think I won't hesitate to kill you, make it look like an accident, and get somebody more agreeable to talk with me."

"That was very warmhearted of you to say. You know your a guest in my country, correct? We invited you to come here, didn't we? Do you know that you should respect your elderly?"

Markovic shook his head, "You're right, sir, forgive me... I'm sorry, I didn't know what I was saying... Accept my most sincere apologies..."

The Lieutenant General looked at Vladimir Markovic with crossed eyes, "Now. As I said, we will not accept the DA to build Early Warning Radar Stations in our Tundra. So you either accept our financial proposal, or we'll see if we can have a naval base in the Atlantic from one of our other allies."

Markovic sighed, "Fine, we accept..."

"We'll be watching you," Lieutenant General Harding snapped his fingers and pointed it at him in a pistol like form.

Vladimir smiled, "No need sir, oh, keep the money, donate it to a charity if you want... Have a nice day, sorry we didn't get along so well, politics is a bitch, yes?"

"Whatever, see you later."

Vladimir frowned and left.

Woah, we must have been posting at the same time, my connection seems a bit slow tonight anyway, wow, odd, eh?
